I'd say maybe keep one brigade in reserve if you feel thats good. I have three brigades in reserve for rapid reinforcement or to mount a quick counterattack."

"The underlying problem is the existence of Altarian Republic itself and not due to underlying economic or social inequality. Prior to the formation of the republic all of the different ethnic groups in the region were in constant conflict with each other. The creation of the Republic was an attempt to try and end the pointless fighting. It was working fairly well until hardliners who wanted things to go back to the previous arrangement started acting up. It started off with small protests which evolved to sporadic terror attacks and now we have a full scale civil war. Remember that these separatists would normally be fighting each other which they will if the Republic falls. Popular support rests with the government but separatist military units and militia bands go around rooting out active supporters with fairly terrible consequences for the above mentioned person. The populace is being scared and intimidated into submission. This is not something that is negotiable. At the end of this war we will either secure a lasting peace or devolve back to our old habits of senselessly killing each other for no reason other than the fact that we're different from each other."

Thank you for your time in responding to this query, however brief[/quote] \\\CLASSIFIED MESSAGE/// TOPIC: CITREP ALTARIAN CIVIL WAR FROM: CHANCELLOR NETRO MANCER/ALTARIAN MILITARY HIGH COMMAND TO: FIELD MARSHAL THOMAS DANFORTH The current conflict known as the Altarian Civil War is an extremely complicated and volatile volatile situation. What must first be addressed to understand it is the underlying cause of the conflict. A 'brief' history of the region can be found [url="http://forums.cybernations.net/index.php?showtopic=89293"]here[/url]. The main underlying causes are strained ethnic tensions and several unknown [url="http://forums.cybernations.net/index.php?showtopic=89375&st=0&p=2380163&#entry2380163"]factors[/url] currently under investigation. The war itself is basically a stalemate but separatists have an moderate edge in the amount of forces compared to loyal government troops. The majority of the separatist force is composed of conscripted civilians and irregular troops built around a core of defected military personnel. The separatist military also overran numerous major military bases and supply depots in the opening 24 hours of the conflict resulting in a large amount of military equipment falling into their hands. Government troops on the other hand are generally better trained top line units that have remained loyal to the Republic. The only problem is the limited number of regular loyal troops. Volunteer irregulars have been inducted into the military and given training and equipment but those are not as effective in battle. The opening 24 hours saw no less than 8 major and 14 minor military installations being overrun by separatists as well as six cities (including the capital city of Altaria). Major battles have occurred in all major cities, several of which remain under siege. The Federal government has relocated to the city of Arcea to set up a temporary capital but that city is also currently under siege. That battle will probably end up as a government victory. To address your concerns it is very improbable that you will be drawn in or attacked by the separatists. We're on an island and both sides have very small naval forces limited to small patrol vessels armed with nothing heavier than a medium cannon. [/quote] A convoy of jeeps and armored cars was waiting on the tarmac with two gunships flying cover overhead. A captain walked out to greet the General, saluting him and then leading him and his staff to the awaiting convoy. While they proceeded toward Central HQ the captain tried to fill in the General on the current situation. They finally arrived at the HQ and the captain escorted the General and his staff past the posted sentries and through the building past several more guards and into the conference room where General Arco was going over maps with some brigade commanders.

It is requested that General Henning meet General Arco at the Central HQ. Transportation and an escort will be awaiting to take the General to the HQ when your forces land.
  7. [u][i][b]CENTRAL HQ[/b][/i][/u] General Arco finally thought he could relax a bit after nearly a whole day of repeated attacks on the city ended. Overall it was a very close battle, the Northwest Defense Line bore the brunt of the enemy's main axis of advance and suffered severe losses in the process. The brigade assigned that sector had lost 30% of it's strength. The only reason the line held was the arrival of the foreign troops, especially the air and artillery support. Still, the enemy wasn't going to give up that easily. Government troops defending Arcea were outnumbered at least 3:1 in almost every category. The next attack was coming soon. A radio message was sent out to the Altarian brigade commanders and to the commanders of the various foreign military forces. An armed escort would bring them all to the Central HQ for planning and discussion.
  8. [u][i][b]NORTHWEST DEFENSE LINE[/b][/i][/u] With the arrival of fresh troops the tide turned in favor of the government troops. Friendly air support was hammering the separatist's rear playing havoc with their supplies and reinforcements. After half an hour of fighting the enemy troops had been whittled down to just under half their strength. Still, there were about a dozen tanks still attacking Altarian positions along with a hundred or so infantrymen who didn't have the sense to flee. Another half hour went by before the rest of the enemy's forces were virtually annihilated on the field. With that battle over the Altarian troops began to prepare for the next one that was sure to be coming soon.

[u][i][b]ALPHA COMPANY, 3RD BATTALION, 4TH INFANTRY BRIGADE; NORTHWEST DEFENSE LINE[/b][/i][/u] The battle raged on furiously as Sergeant Hyorg was attempting to get some support to prevent the collapse of the defense line. Crouched in a deep foxhole with his RTO he was poring over the situation when he began to notice that the enemy's artillery was slackening. He peeked out of his hole and saw that the shells had almost stopped falling completely. Then he heard the radio giving notice of reinforcements from the Canadians. Looking behind him he saw numerous tanks forming up and taking up positions. Maybe they'd get through this after all. His men also saw the reinforcements and fought on with renewed vigor seeing that the battle was not hopeless and that they had a good chance of winning. His men fired off the remaining anti-tank weapons and began to concentrate on the infantry. There were still at least 30 or so operational tanks still on the advance and a couple hundred infantrymen. Not so tough considering all they'd managed to fight off so far today.

Incessant artillery fire was pounding their position without pause ammunition was low and the enemy was rapidly advancing with large amounts of armor. The sergeant then heard a much louder series of explosions, louder than the artillery fire dropping all over them. He looked up to see aircraft bombing the enemy formations, completely annihilating a few. Sergeant Hyorg was about to cry out in joy when the smoke cleared and revealed a new, fresh force beginning to advance on their position as well and artillery fire began to drop all over them again. "Corporal! Tell HQ that those flyboys did a nice job but we're gonna need them to go after the enemy's artillery pieces if they can. See if you can scrounge up some ammo and supplies as well. We're not out of the fight yet!" Suddenly three Altarian M-60 MBTs appeared from behind them and joined the action. With the numerous amount of targets they began to fire off shells as rapidly as possible. They killed a dozen tanks between them before one of their own was totally destroyed and the other two suffered serious damage. The surviving crews bailed out and joined the grunts in their foxholes armed only with their sidearms. Hopefully help was coming soon.

Our weapons systems are generally from the 50s 60s range. The good thing is that our enemy is basically using the same stuff. If you could I'd like it if your troops could reinforce the North West Sector defense lines. Our men are taking a real beating and they can't hold that much longer and my reserves are mostly occupied in other sectors right now."

[/quote] A UH-1 Huey landed and a Colonel came out to meet General Rommel while a AH-1 Gunship hovered overhead to provide cover. He promptly saluted the General and quickly ushered him into the waiting helicopter telling him rough details on the situation and that he'd learn more when they got to the CP. The CP was set up in the building adjacent to the temporary executive offices in order to facilitate quick communication between the two. The General was escorted inside where he met General Arco who was poring over tactical maps and listening to field reports. Seeing Rommel's arrival he walked over and saluted. "Hello General. My name is General Arnold Arco and I seem to be the one in charge of this mess. If you don't mind I'd first like to hear your assessment on your own troop strength and capabilities."

  14. Master Sergeant Marsus Hyorg was a career soldier. He had joined the Arcean Army at the age of 14 and had seen more than his fair share of combat. With the creation of the Altarian Republic he was integrated into the new Altarian Army, same job different uniform. He was somehow in charge of his company seeing as all of his superiors had been killed during the many vicious battles fought not three or four days ago. To call his unit a company was a joke. Normally a full company had four to five platoons. He only had two. In addition his unit was expected to hold part of the initial frontal position for the outer perimeter. Intel reported the enemy had a lot of tanks coming. He had only two TOW missile launchers three recoiless rifles and some disposable rocket launchers. It was going to be a tough fight but his men were ready as they'd ever be. His RTO came up to him and told him that the attack was coming. Through his binoculars the sergeant saw he was right. There had to have been at least two or three dozen tanks coming towards them across the nice flat open plains. "Corporal, raise HQ and see if they can get some air support for us here. All right boys, prepare yourselves! Wait until they get into range! Steady... Steady... FIRE!!!" The company's heavy weapons fired all at once. Both TOW missiles scored a hit on different M-60 MBTs. The recoilless rifles got two more. Five minutes later the kills had chalked up to 10 M-60s, 13 M-48s and 9 APCs. The only problem was that they were running out of ammunition. The TOWs had three rounds left apiece. The recoilless Rifles were doing little better. Just as things couldn't seem much grimmer the sergeant heard a whistling whining noise. "TAKE COVER!!!" His men instantly jumped into their foxholes and prepared positions just as the first shells impacted. The barrage continued for another ten minutes and when it was over the sergeant saw that he had lost at least 9 men and a TOW launcher. Worst still, the enemy had pinned them down and allowed their tanks to get ever closer to their defense line. Close enough to use the LAWs anyway, they had plenty of those. It seemed to take on average three LAW rockets to kill a tank. The enemy was less than half a mile away when the infantry dismounted from their carriers. This was in addition to the hundreds of infantry running across the plain on foot. Apparently friendly artillery was busy and air support was being held up for whatever reason. His men returned fire as best he could but between the enemy artillery and advancing forces they couldn't fight back efficiently. They couldn't even fall back at this rate. The situation was bad and there was no way out.

[/quote] As the foreign military forces moved throughout the city to their positions the local residents of Arcea took notice. Along the way small groups of people lined the street watching most waving and smiling, grateful that help had come. Many even ran up to the moving soldiers and tanks to present gifts or fresh food in appreciation. All Arcean men went through combat training starting at the age of six and so most of the male population in the city had good practical knowledge of military tactics and weapons operations. Because of this various militia units were being formed from the numerous groups of volunteers, they even brought their own weapons and ammunition for the most part. Officers and NCOs that could be spared or belonged to units that had long since been destroyed in combat were found and assigned to lead these militias. Legally they were inducted into the Altarian Army and so all military law's would apply to them but this was just a formality. All Arceans possessed a sense of honor and duty to the point of stubbornness. In all their history no military unit had ever surrendered and no noncombatant had ever been purposely harmed. This was their city, their home. They would fight for every inch of it or die trying. Back at HQ General Arco was keeping watch over the situation at hand. In order to facilitate coordination with the Curristan aircraft carrier a communications facility was set up to take calls from the field to relay to the carrier. With their field radios unable to communicate directly with the aircraft this was going to be the quickest alternate. The deployment of defensive units was underway and going well but he'd need another day or two, preferably four or five but he didn't expect they had that much time. The use of land mines and other booby traps were forbidden due to the high risk of harming civilians, not to mention that such things were dishonorable tricks in his and, in fact, most of the military's view. A conventional contest of arms would win this battle and, ultimately, this war. Suddenly an aide walked up to him holding a report. "General, our Bronco scout aircraft have spotted massive enemy movement towards the city. Intelligence says that they're pretty sure this is the attack." To punctuate his statement the sound of artillery could be heard rumbling in the distance. "Ok, looks like they went a little earlier than expected. No matter. All units are to be moved to combat alert and civilians will be evacuated from combat zones. Notify the foreign military contingents. The separatists are coming."

The three KV-3s began their journey to the temporary HQ, stopping to ID themselves along the way. As they approached the HQ, they radioed anyone in the area listening; "North Canadian Expeditionary Force here, we got three KV-3's headed towards the HQ, they have Lt. Col Blake and Lt. Col. Jefferson riding on them, they'll be your commanders for today." [/quote] An Altarian Army colonel was driving around in his jeep tracking the source of the radio transmissions from the North Canadian Expeditionary Force. His driver took them down a street and there they saw three tanks coming down the street. At first one of the men on the rear MG aimed an AT-4 at the target until he was told to hold fire. These tanks were much different from the M-60 series tanks and therefore did not belong to either the loyalists or separatists. The Colonel dismounted the jeep and ran over to the approaching tanks. "Hey guys. We got your message over the radio. Have your guys get ready for some major action. The presence of your CO is also requested by General Arco. Just hop on in and I'll get you to the CP."

In regards to defense of Arcea we shall provide guides and local volunteers to help you navigate around the city. I do stress that we must hold the city at all costs. To lose Arcea would deal a major blow to the legitimacy of the federal government and undermine and confidence and hope of defeating the separatists. I am ordering our troops to withdraw from Altaria in order to reinforce our positions here. The nearest reinforcements will be the 2nd Cavalry Regiment. They're understrength but its better than nothing. In regards to further Nunavut reinforcements, it's appreciated but try not to over do it. The Altarian government must shoulder the brunt of the fighting in order for our nation as a whole to keep faithful and confident." He went to a shelf and brought out a giant map of the city and laid it out on the table. "As you can see here Arcea is a very defensible location. We have the sea to our backs and sides meaning the enemy has only one area he can attack from. An attack this route means he has to cross several miles of open fields and low hills meaning we'll have time to cut down their numbers for a while. We'll have to hold them here as long as possible. If they get through into the city, which they probably will, we shall move to an elastic defense plan. Mobile units will strike hard whenever possible at separatist advances. The final defense line shall be made around the financial district which is serving as the makeshift government headquarters. If they do for some reason reach this line we shall evacuate as much personnel and equipment as possible to the city of Iconis. However, this is only worst case and I hope we don't have to do such a thing. Remember that we must hold this city." OOC: Its fine

They soon arrived at a very nice looking office building which had been taken by the Chancellor as a temporary home and headquarters. The four Rangers guarding the main entrance crisply saluted them as they walked inside the building. A Colonel was at the main desk and gave them directions to the conference room. They made their way through the building to the fifth floor and entered the conference room. There was a large table and seated around it were numerous ministers and military officers. "Ah General Alia! How nice to meet you. I am Grand Chancellor Netro Mancer. Come sit, we must talk. He dismissed most of the people around the table, save the Defense and Internal Affairs ministers. Several high ranking officers walked into the room after the others had left and shut the door. "Now we must discuss a plan of action, General Arco?" General Arco stood up and walked over to a projector and turned it on. The first slide was a large map of Altaria with different colors all over it. Now as you can see here the situation is a really big mess. Loyalist and Separatist lines are virtually nonexistent. Fighting occurs almost everywhere throughout the country. The only secured area is the area around Arcea and Iconis. The city of Altaris is under loyalist control but is under siege." He clicked the pointer and the next slide appeared, this one many charts and graphs. "It is actually quite difficult to discern the strength of the enemy. We don't even completely know our own force strength either. We are estimating total enemy forces at about 50,000 military defectors. This does not include the numerous militias that have been popping up which we estimate number in the tens of thousands for various causes. A majority of the militias seem to be supporting the separatists, mainly through terrorizing the local population in order to keep them under their control. Ethnic conflicts are also heating up. Many different tribes are actually using this civil war as an opportunity to exterminate rival tribes. Mass killings of civilians seem to be occurring and we don't have enough troops to stop it. Refugee camps are designated safe areas but there isn't enough room or resources for them all. The enemy also seems to be rather well armed. We estimate the enemy has roughly 200 tanks of assorted models. They also have about two to three dozen fixed wing fighter or bomber aircraft. Our strength in troops is about roughly the same across the board. We have about a dozen more aircraft than them but we are at a slight numerical disadvantage when it comes to troops and armor." The general clicked his pointer again and this brought up another map of Altaria but with many arrows and unit markings. "As you can see here the separatists are advancing quite rapidly. The capitol city of Altaria is still being fiercely contested and we are thinking about withdrawing those forces to consolidate our strength. As I said earlier the city of Altaris is also surrounded. Recon units and intelligence operatives tell us that the next target is definitely going to be right here on Arcea. The attack is about a whole division of 15-20,000 troops in strength supported by dozens of tanks and a large probable amount of air support. An additional several thousand militia fighters will also be present The enemy wants to wipe us out before the federal government can get re-established. Opposing them I have four understrength brigades of about 12,000 troops and 40 tanks in addition to the Nunavut reinforcements. Additional reinforcements are en route from various locations but I'm not sure if they'll get here in time." The General turned off the projector and faced his audience. "In short we have an large and immediate threat coming our way now which needs to be dealt with before anything else. Any questions?"   21. General Arco was awaiting the arrival of the Nunavut forces at the dock. The area had been cleared to make the unloading go as quickly as possible and military police units were present to facilitate the movement of troops out of the area. The General approached a woman who he was told was the commander of the Nanuvut troops and shook her hand. "Greetings, my name is General Arnold Arco. I'm currently the commanding officer of the units defending this city. I know you have just arrived and I don't want to rush you but the Chancellor and some of his cabinet would like to meet with you." At this point he waved his hand and six jeeps came and stopped right in front of them. Two had hard covers on, supposedly able to withstand small arms fire. The other four were open top but sported heavy machine guns and a complement of Arcean Rangers. "Shall we?"

The KV-3s would be new to our crews but we've been operating the M60s for a while and it seems we've lost many of our tanks when they defected to the separatists.   24. [u][i][b]Above the Capitol[/b][/i][/u] Colonel Nogli Hoklar was the XO of the 1st Fighter-Bomber Squadron based at Altaria AFB. He had assumed command after his CO had died in the assault on the base. Now he was cruising high above the capitol city of Altaria with the other 7 aircraft of his squadron whose callsign was Viper, his was Viper Six. "Altaria AFB this is Viper Six requesting a status update, over." In order to keep their presence over the city out of sight they were loitering above the cloud cover and had their radars turned off, instead relying on the radar facility at their base to provide information. "Viper Six, we have six bandits on screen heading your way at 10,000 feet. Their radars are off for now. Their course is one-five-zero, they're heading for the Chancellery. You orders are to intercept." "Understood Altaria AFB, Viper flight is moving to intercept. Viper Six out. All Viper elements respond." Everyone checked in without any problems, everyone was able to fight. "All right guys you know the drill. Climb to 20,000 feet and head for bearing one five-zero. We'll wait until we get into range before we open up. Vipers Two and Seven, execute maneuver". "Yes sir". Vipers Two and Seven came in from a different direction than the rest of the squadron. They flipped on their radars in order to observe and report what was happening to the Colonel but they maintained distance to make it look like they weren't really a threat. About ten minutes later they were in position. "This is Viper Six, I have eyeballs on a bandit and am engaging. Tallyho!" Viper Squadron dove out of the sun to engage the enemy. The first missiles to go were the heatseekers so the enemy didn't know they were being targeted until it was too late. It sort of worked. It killed three before the remainder scattered. Now the battle was a grand ball of confusion as they were fighting in exactly the same type of planes with the exact same paint schemes and exterior look. On both sides pilots were hesitant about firing at an aircraft that had a high chance of being a friends. Over the next five minutes he saw two planes go down, he couldn't tell who. Then he heard a call over the radio. "We surrender. Loyalist forces we surrender." The Colonel couldn't believe it. "Separatist aircraft, we shall except your surrender. We shall escort you to Altaria AFB. Disengage weapons and slow down to 200 Knots." "Acknowledged, weapons disengaged and slowing down to 200 knots." He saw two planes pull of toward that direction and a headcount revealed he was missing one of his own. "Anyone know if Viper Five made it out?" "This is Viper One here. I have eyes on Viper Five's wreckage. I also see his chute. He's stuck on the spindle of that skycraper there." Sure enough he saw his man dangling from the spire of a sixty story building waving his arms up and down to attract attention. "Hahaha, this'll make a good story when we get back. I'm calling in a chopper to get him out of there. Viper One and Six escort the prisoners back to base. Everyone else will be flying cover on the rescue mission. Come on boys, lets get this thing done." [u][i][b]Task Force 43[/b][/i][/u] The two helicopters transporting the Chancellor and his Cabinet were given high priority escort, each had a gunship flying shotgun at all times until they got back to Altaria AFB. The rest of the helicopters would be delegated to casevac and supply missions throughout the city. Upon arrival at Altaria AFB they refueled quickly and flew off to the city of Arcea, the only city not under attack. That would be the temporary capitol of the country. Once there the Chancellor and his staff went to work immediately. The Chancellor and Defense Minister went to meet with a group of generals. The Internal Affairs minister went to a local building converted into an office for his department. The Foreign Affairs minister went to the National Information Center branch in the city to deliver a televised speech available to the whole world. Even though she hadn't slept in the last 36 hours her make up crew got her to look as bright and shining as ever. She stood up on the podium with a large Altarian Flag set out behind her. [i]"Fellow Altarians. As you all well know this is a time full of hardships for us all. The great nation we had striven to build for years is now being torn apart by people who wish to destroy the peace we had obtained. I want to assure you all now that the government is doing everything it can to defeat this separatist movement as quickly as possible. Several measures are being taken by the Chancellor to enable the government to work through this crisis. First of all, the Chancellor is assuming emergency war powers and is declaring martial law throughout the country. These powers shall remain in place until this civil war is over. Second, a 48 hour amnesty period is being granted to all separatists, military or otherwise. Any separatist who surrenders and agrees to leave the separatist movement shall be granted a full pardon and be allowed to go back to their lives. This does not apply to any separatist who surrenders during an attack on government forces during the 48 hour period. Finally. The Altarian Republic is formally requesting assistance from the international community in any form. In this immediate period supplies of food and other basic resources are running low in the dozens of refugee camps the federal government has set up. Either the supplies can't reach them due to separatist attacks or there aren't enough available. Any help ranging from supplies or even military assistance would be deeply appreciated.
