  1. In Petrograd, hundreds of delegates crammed into the Palace of Soviets from across the RSFSR to attend the Third Party Congress, convened at the request of the Politburo. There was only one issue on the agenda: a constitution to formalize the Soviet state and to settle for once and for all the issues surrounding the relationship between the center and the periphery. As soon interim Chairman Anton Lavrov inaugurated the Congress, a large and raucous debate erupted across the room, echoing throughout the halls of the Palace. Everyone clearly had differing ideas, hopes, and expectations, but soon there emerged two major factions: one for federalization and one for centralization. The former, led by Sergei Udaev and Roman Ulyanov, advocated for the retention of the existing Soviet republics under a federal system based on the USSR of the twentieth century. The latter, spearheaded by Trofim Stansky, Mikhail Putin (no relation to Vladimir Putin), and Vladimir Rykov, called for the Soviet republics to be 'consolidated' (dissolved) within the RSFSR and their powers delegated to the oblasts. In a way, this dispute was similar to that between the ailing Lenin and the ascendant Stalin in 1922, prior to the establishment of the USSR. The centrists wanted to prevent the twin dangers of "decentralization" and "separatism" that federalism would entail, disperse with the "false notions of national significance", and erase the "artificial divisions" that had de facto dissected the RSFSR. They argued that many non-Russian areas were outside the RSFSR's borders and the Constitution should appropriately reflect that. The federalists fought back with the argument that the federal system would preserve the role of the Soviets - after all, wasn't the Soviet state based on the Soviets? Centralization would only subsume these Soviets and bring back the Tsarist regime in another form. Furthermore, federal decentralization was not "necessarily a bad thing"; it meant only the efficient delegation of power to appropriate levels of authority so they could be more responsive to local and regional interests and concerns. A centralized system would threaten all that, not least with the bureaucracy that it would bring forth. Udaev and Ulyanov attacked the centrists for their "dismissive attitude toward the non-Russian minorities," saying that many such minorities lived in the RSFSR and deserved to have their voice heard in government. The debates stretched on for hours, then days, and then weeks, as both sides were unable to garner enough support for their respective proposals. A motion for the matter be put off until the next Congress was quickly shot down as the delegates wanted the constitutional matter settled for once and for all, so they could focus on other important matters. In an attempt to resolve the impasse, a group of delegates (derisively called the "Grand Compromisers") proposed a solution that incorporated federalist and centrist demands. Despite First Secretary Imran Markov's assistance in the form of an open letter that was read out to the entire Congress, both sides were unable - or unwilling - to make much headway. The debate became more heated as more issues entered the fray: scope of government power, right to secession, and the secret police. The centrists demanded the exclusion of a secession clause, arguing that such a clause played a vital role in the collapse of the USSR. This splintered the federalists, with several of them arguing in favor of the secession clause, and other supporting its removal. For their part, the federalists demanded the dissolution of the secret police as a "symbolic commitment to the propagation of the peaceful and democratic nature of Soviet power." The debate went downhill after that, with several recesses declared to calm down the anger and hostility that pervaded the halls of the Palace. Somehow, discussions resumed, and the delegates were able to come to a compromise, albeit narrowly. The Soviet Republics, based off on the old Imperial oversectors, would be dissolved, and a multiple-tiered federal system instituted, to consist of Soviet republics, krais, oblasts, autonomous oblasts. Certain provinces with significant non-Russian minorities (such as Chechnya, Dagestan, Tatarstan, Karelia, etc.) would be granted autonomous status. The local Soviets would be declared sacrosanct; their powers, autonomy, and status would not be violated. Government powers would be clearly delineated between the federal government and the Republics in what could be described as "dual federalism"; the federal government would have considerable competencies in powers delegated to it. No right of secession would be granted in any form, and matters pertaining to the NKGB would be left to the Council of People's Commissars to decide. After hashing out the government structure and organization, the division of dual power, the role of the Communist Party, methods of elections, and other vital matters, the delegates in the end voted to approve a preliminary draft of the Basic Law of the Russian Federation of Soviet Republics (R.F.S.R.). Final ratification would have to be done by the Soviet legislature (either the Congress of People's Deputies or the Supreme Soviet), but for all intents and purposes, the Basic Law was in effect.

  3. To say Sate Pestage was beyond pissed off was a colossal understatement. Of the century, probably. A proud and ambitious Imperial, Pestage had been enjoying a meteoric rise through the Imperial government, ruthlessly quashing his rivals and opponents along the way. From a lowly desk clerk in the Imperial Administratum to a Senatorial assistant to an Imperial Advisor to the Director of the Holy Inquisitorius, he had done it all. During that time, he worked hard to make the Empire great, and to preserve and defend its honor and values. Overall, he was proud to call himself an Imperial. Then this happened. The Bolshevik scourge reared its ugly head in Russia after several centuries' hiatus in the form of the Soviets that, frankly, appeared out of nowhere. Especially the Ultranationalist fanatics led by that scum, Markov, that now led the Government in Moscow. Never before in his life had Pestage been so greatly insulted. It was his strong desire to protect Russia from the Bolshevik plague, and to remedy the insult, that Pestage threw his support behind High Governor Wilhuff Tarkin when he [Tarkin] launched Operation Raan, the suppression of the Soviet in Tver. It was an astounding success, and it was truly glorious. In one devastating blow, Soviet power in Russia was utterly crushed for once and for all. Too bad, it was not to remain that way for long. Like a plague, the Soviets began to regroup and then to rapidly spread across the Fatherland, rending Tarkin's cure an abject failure. With Tarkin's failure to provide a final solution to the Soviet problem, Pestage pinned his hopes on the Imperial ruling circles, particularly the powerful Tsar himself, to rectify the situation. It was a hope that was to be misplaced. To add injury to insult, the Tsar and his ruling circles asquiesced to the Soviets, as if accepting their existance as a fait accompli. The way he saw it, a metaphorical dagger was pointed to the Empire's throat, effectively holding Russia hostage to the whim of the Soviets, just like it was between 1917 and 1991. It was at that time that his faith in the Tsar and the Imperial high circles was severely shaken. Pestage would never forgive them for their cowardice. And now the Ultranationalists were in power, having won an election with a large majority. Clearly, the Russian people were infected with the Bolshevik plague that undoubtedly destroyed their common sense and the ability to think for themselves. And Markov was leading the Government, perfectly in position to entrench the Ultranationalist tentacles deeply into the Empire with the nefarious intention of turning it into a Soviet monstrosity. He had to do something about it, to achieve what Tarkin, his superior Kropokin, and even the Tsar failed. As head of the Holy Inquisitorius, an elite combat arm of the Imperial Security Bureau, the Imperial secret police and a component of COMPOC, Pestage had access to considerable resources and a massive social network extending through the Imperial Government. Pestage promptly went to work, reaching out to like-minded government officials who were to help him achieve what he was now planning. He had a lot to do.

Likewise, up to a hundred squadrons of fighters and bombers would begin mobilization for operations from the homeland. elements of the Pacific Fleet would be readied for future deployment if needed be. The Atlantic Fleet would consist of the following: Moreover, an expeditionary force, numbering at least a couple of divisions, were to be raised from several Army units stationed in New Jersey, New York, and Pennsylvania, and transported abroad transport ships (including but not limited to service cruise ships) under the protective umbrella of the Atlantic Fleet. The Enclave government would begin secure communications with the Mexican and Confederate governments to coordinate actions and tactics.

  8. Two Hecla-class Survey Vessels, painted white to advertise their status as non-warships, would be sent out to the Kerguelen Islands and Crozet Islands respectively. Luftstreitkräfte (Air Force) These are the four main branches of the Imperial-Royal Armed forces, their role being the defense of Austria and its interests, the assistence of civil authorities in disaster relief, assistence of civil authorities in policing, upon authorisation by the Reichsrat and monarch, enforcement of border security and of internal security against state or non-state terrorism. Assisting these four main branches are the following minor auxiliary branches of the: k.k. Militärpolizei (military police) k.k. Heeresnachrichtenamt (military intelligence) k.k. Marinetruppen (marines) k.k. Luftsturmtruppen (airborne troops) k.k. Jagdkommando (special operations) The military is organised by the k.k. Stabswesen, which would include the Generalstab and Marinestab, as well as by the Reichskriegsministerium, located at the Ringstraße. The Generalstab is headed by the Generalinspektor der Armee, the Marinestab by the Generalinspektor der Marine and the Kriegsministerium by the Imperial Minister of War.   11. During the years of the Faraway Realm, the Royal Faraway Army had been not just a means of protecting the realm from foreign threats, but also as a tool of social control. Some would even argue that it served more the latter than the former, given the questionable degree of readiness among the RFA. By checking any internal potential for uprising against the crown, latent repression and an appeal to the patriotic sentiments of the population, the RFA had limited the number of uprisings to exactly one, which was the bloody affair of the Madison Crisis. Against this background, it was hardly surprising, when the Chief of Staff, altough maybe one of the more progressive members of the former officer corps, proclaimed the dual role of the military. Evangeline Arnault-Delareux was one of the few individuals in the former officer corps who had no title to her name. Despite this fact, or maybe even because of it, Arnault-Delareux could boast one of the most colourful careers in the Royal Faraway Armed Forces, including assignments to various important posts, even beyond the realm's existence. Having secured backing from the ones in power at the time, she was the one chosen to head the reform commission of the late Royal Faraway army and having an exceptional standing among the Acadian French after the Faraway experience, Arnault-Delareux also had for a time served the Commonwealth, after her homeland had been annexed by the Americans. Now however, Evangeline had been called upon by the new Faraway state, having been offered the post of Chief of Staff, tasked with organising the realm's armed forces. While shooting up civilians was quickly dismissed as a means of controlling the population, on the basis of "lacking effectiveness, given the political context", to Arnault-Delareux, the Army still had to fulfill an internal role. Altough no longer being the apparatus of repression, the Army would still serve the important purpose of inspiring among the recruits a feeling of loyalty to the country and teaching them the virtues of dutiful service, self-sacrifice, companionship and order. Still, it also was clear that, in contrast to the RFA of old, the new Armée de Québec could not neglect the defense against foreign threats to the Faraway Realm. To this end, a compromise had to be found, to allow the new army to become an effective anchor within, a wall to the outside and to grant security to the Realm, so it could develop without unnecessary interference. As a first step, the États-généraux would be forwarded a bill for the enacting of a general conscription, in order to acquire the necessary human ressources for the military, as well as to allow the military access to all parts of the country's demographic. With a service period of three years, it was to be ensured that young women, coming of age would be formed into a solid backbone of a drafted army and while professionals were to form a solid core, even to someone as progressive as Arnault-Delareux, conscription was the preferred method of recruitment. However, a system that ran on being able to draft massive numbers also posed certain difficulties, in organisaion, as well as in procurement of systems. It was not without reason that soon after the establishment of the Armed forces, already a number of departments would be created, to administrate the recruitment and mobilisation (Départment général de personnel/DGP), arms procurement, maintainance and distribution (Départment général des armoires/DGA) and the training and education of personel (Départment général d'éducation/DGE). The Départment général des armoires would be closely linked with the Direction des arsenals quebecois/DAQ, the former coordinating procurement on the military side, while the latter organised the weapons manufacturing as industrial activity. Given the general state of the armed forces, the Army would be organised in a square format, following the classical doctrine of the Faraway military, best described in the words "Le feu tué". Infantry divisions would be made up of one division HQ, two infantry brigades of two line regiments and one weapons support battalion each, one artillery brigade consisting out of two light artillery batteries (à 8 105 mm howitzers) and a anti-air battery and one support brigade, which included an engineer battalion, a signals company, a forward recon company, several forward supply companies, as well as a medical company. These units would be approximately 10,000 strong and similar structures would be employed for specialist infantry, such as mechanised and mountaineer divisions. Armoured divisions would consist out of one division HQ, two armoured brigades of one tank company (around 12-20 tanks), one forward artillery battery (around 12-20 assault gun carriers and SPAAGs) and one mechanised infantry brigade each (around 12-20 IFVs), one artillery brigade of two self-propelled artillery batteries (à 8 155 mm howitzers) and an anti-air battery, as well as a support brigade, which included an engineer battalion, a signals company, a field maintainance company, several forward supply companies and a medical company. Given the massive amounts of armaments needed, the tried and tested armaments of old would be reintroduced for production. Even designs, such as the Tigre carbine, which seemed rather antiquitated would see a revival, most of all because many had learned to use it back in the Faraway era and because only Lee-Enfields seemed cheaper. Additionally, the issuing of traditional Faraway arms and uniforms was deemed useful for boosting nostalgic feelings, when Faraway soldiers were deployed from as far north as Thule, to as far South as Cuba and from as far west as Columbia to as far East as Greenland. And while the influence of Faraway these days seemed practically dead, the past grandheur lived on in the hearts of many. Social - A, Censorship is minimal, internet television and other forms of media are privately controlled with little state interaction. gender and ethnic equality are core tenants of the Imperium. Religious - A, Freedom of religion is encouraged, and the Imperium is a secular society, while Shinto is the religion of the Home Islands, there has not been any push towards spreading the religion amongst citizens.   13. Saturday: Ya'qub Ahmed Kanaan, carrying a briefcase in his right hand, checked both sides of the alley way before opening the door up. It was difficult to see anything in the torrential rain, but he had to be careful. He entered the small little hallway, wiping his shoes on a floor mat. Walking up to the door at the end of the hallway, he quickly did the secret knock, tapping above the door knob, on the center left side, and the top right, two times a piece. A light flicked on above him; he held his breath. He knew that at any point in time, there were at least two guns aimed at him from the moment he entered the hallway. Had he stalled or messed up the knock, they would have shot first and asked questions later. The door opened, allowing him entry. He shook hands with Imad Abdul-Salem, his friend, as he passed the thresh hold. The door was quickly resealed behind him. Navigating the series of hallways, Ya'qub arrived in the main room of the Sons of Allah Headquarter. Various maps of Libya dotted the walls, both regional and national. Al Jawf, Tobruk, Sirte, Benghazi and Sabha were circled in red. "Ya'qub! About time you arrived," shouted Hanif, the de facto leader of the Sons, and personally captaining the Benghazi chapter of it. Ya'qub walked over to Hanif, shaking each other's hands. Hanif nodded to the maps. "You see these cities?" he asked. Ya'qub nodded. "Tomorrow, we begin an operation to run out the Aidennists in them. What of your reports?" Ya'qub opened his brief case, pulling out a sheaf of papers containing vote counts and regional religious information. "As of right now, the Aidennists have slowly spread out through Libya," he explained, selecting the pertinent document and handing it to Hanif. "Our intelligence on the areas has been kept up to date, with the last report being filed a week ago; they're slowly seeping out and infecting the children of Allah." Hanif listened while looking over the report. Self-serving communities of Aidennists had set up Bethgans in these five cities; it made sense. They were the most populous, and many of them were cross-roads towns. Even though it made sense to him, Hanif didn't care; the Aidennists needed to leave Libya, immediately. No one asked for them to emigrate into Libya and begin spreading their heathen beliefs of Allah. "Good work, Ya'qub," approved Hanif. "I have a new task for you: I want you to double check with all of our liasons in these cities, and make sure they're all willing to go at the same time tomorrow morning. We'll let the Aidennists know how we truly feel about them," gloated Hanif maliciously. Ya'qub nodded, realizing he had been dismissed. He hustled off quickly, intent on carrying out his orders judiciously. Sunday: 8:50am Imad and several other Sons waited in a van as the Aidennists filed into the Bethgan. Putrid filth, thought imad. He was just as outraged as the rest of the Sons at the Aidennists, thinking that they could preach here in Libya, of all places! Their heathen beliefs were not to be tolerated. Like clockwork, the Aidennists gathered for their morning mass at 9:00am. The Sons were clothed all in black, wearing light ski masks over their faces. The masks had a green moon and crescent emblem stitched onto the front it. The men lurched to the side as the van turned a corner, coming to a halt. As the van had turned, Imad and three others had lit molotov cocktails. The vibrations of the passenger side car door opening up reverberated through the van. Seconds later, the side door opened and all six of them, Imad included, rushed out. A few people saw the Sons, and began to run away when they saw what they were carrying. Imad and the other three threw their molotovs in through the Benghazi Bethgans' windows, smiling devilishly as the flames caught in multiple locations. The other two men carried semi-automatic rifles, AK-74s, and fired them into the fleeing crowd, trying to cause as much mayhem for the Aidennists as possible. Imad withdrew his sidearm and aimed at the glass of the Bethgan, shattering much of the gorgeous stained glass and murals that adorned the front of the building. As quickly as the Sons launched their attack, they retreated back into the van before any law enforcement could meaningfully do anything to them. The van zoomed away the road, distancing themselves from the attack as quickly as possible. At the other four sites in Libya, similar attacks were carried out by the various chapters, striking fear and panic into the Aidennist heathens.

However, although the worldcraft lacks the planetary destroying laser and hyperspace capability, the hypermatter reactor is enough to power a defensive, massive Ion Pulse Cannon designed to temporarily disable moderate-sized fleet formations, along with traditional turbolasers and defensive armaments The massive Ion Pulse Cannon is stronger than the one defending Hoth and was taken from a destroyed Subjugator class CIS vessel recently discovered in the Outer Rim near Zonju V. Built into the worldstar's superlaser aperture, it is capable of being rotated toward incoming hostile fleet formations and fire, buying time for TIE fighters to achieve space superiority and call for reinforcements. The worldcraft is positioned nearby the Polis Massa asteroid field where further IMPSOC forces lurk. The Sacrificing of hyperspace and superlaser capability meant the exhaust vent could essentially be sealed and only needed periodic venting, rendering the Death Star an impenetrable fortress world immune to proton torpedo attack against the reactor. Any defeat of the battlestation would require a massive assault, just as with Bastion, the Redoubt and other fortress worlds. Each ISEF fleet includes three Imperial II Star Destroyers plus numerous supporting elements Imperial System Expeditionary Fleet (ISEF) (x4) Capital Imperial-II class Star Destroyer (3) -- 12 total Interdictor class Star Destroyer (1) -- 4 total Cruiser Victory II class Star Destroyer (2) -- 8 total Smaller Warships Imperial Escort Carrier (4) -- 16 total Broadside class Missile Corvette (2) -- 8 total Carrack class anti-starfighter gunship (6) -- 24 total Support Altor class Replenishment Ship (1) -- 4 total While the IMPSOC fleet lacks the super star destroyers and other massive ships, it does retain the best organized and trained fleet in the Galaxy, operating according to first strike expeditionary policy. The fleets rarely homeport, instead electing to hide in deep space and react to aggression on an offensive basis. The main Imperial II Star Destroyers provide the fleet muscle, but battle doctrine is largely based on starfighter superiority. This is why four inexpensive escort carriers are included, which although lacking in armor and firepower, each host a full complement of 72 tie fighters. Victory II star destroyers are half the size of the Imp Deuce but are faster and capable of entering planetary atmospheres. Broadsides play a critical offensive role, delivering salvos of powerful long range anti-ship missiles during fleet engagements. Carrack class gunships mostly play a starfighter defense role but can alse engage capital ships if needed. The Imperial Missile Boat launched salvos of radiation-homing missiles against enemy starfighters from the rear, which is usually enough to completely overwhelm less experienced pilots busy with TIE fighters. IMPSOC soldiers have camouflaged armor, soft combat boots and lighter scout helmets Ground Force Composition The Hawaiian IMPSOC personnel lack in numbers compared to full sized system governments, but make up for it with advanced weapons, armor and training. Unlike the standard Imperial Military, IMPSOC is organized around US Brigade Combat Team doctrine. Combined arms tactics, an emphasis in incorporating missile and specialized "slugthrower" technologies and specialized infantry ensures IMPSOC is a formidable threat both in space and on the ground.   16. With Ioannes in Africa, Sayyid Antar, Alexandrian Head Diplomat, would arrive in Orleans, France. A message to the French government was forwarded, containing Sayyid's hotel location, greeting them and expressing that relations between the two states should be opened and improved. Until the French replied, Sayyid sat in his hotel sipping on a jack and coke, relaxing and watching French television.
  17. South of Moscow, Romanov AFB was teeming with activity. Several Antonov An-124 Rusian transport aircrafts, along with an Antonov An-225 Mriya aircraft, from the Military 5th Transport Air Regiment were being readied for action, being loaded with troops and heavy equipment. Two squadrons (12) of Mikoyan MiG-29s and MiG-31s armed with short- and medium-range air-to-air missiles, along with several Mil Mi-17 gunships and Sasha A-60 AEW aircrafts, were likewise fueled for action as well. Once everything was in place, and clearance issued from military air traffic controllers, the An-124s and An-225 would lift off into the air in an orderly fashion, followed by the Mi-17s and A-60s. The MiGs would flank them, ready to defend from outside threats if needed be. They would fly south, heading toward the Black Sea. They would take utmost care to avoid foreign airspaces, flying above the Don and Transcaucasus regions in what had been historically known as southern Russia.
