We will prevent any South American nation that seeks to take unnecessary aggressive actions against another South American nation if we see fit. We have every right to police our borders The actions we are taking are in no way oppressive, as we see it they are unavoidable repercussions of Peru's decision to deem it necessary to hold an aggression clause with a nation that has shown unwarranted aggression against other South American nation. This is a time when South American unity is of paramount importance and you seek to secure aggressive partners which could only be used against neighbouring nations. This is unsatisfactory behaviour and will be watched closely. We define the ability to move forces as having the naval infrastructure to commence aggressive operations across the globe. Neither of you have the ability to do so, this means your treaty could only be invoked against a neighbouring nation. Do we really have to keep repeating ourselves?   5. Several times at international conferences your governments have shown childish behaviour such as playing with portable games devices and arguing over completely irrelevant topics. This childish behaviour leads us to believe your government is incompetent i.e. not capable of truly running a nation in a responsible manner. As you can see these are not insults, merely statements of the truth. We apologise if you are offended in any way by the facts we lay before you. The fact remains that two nations on the same continent and that lack the means to act aggressively outside of the continent could only use said aggression clause against neighbouring nations. This makes it our business. We must therefore defend against it by what means we see fit. It is a defensive move to secure our border against a treaty South America does not need and if we have to bully our way to succeed, we will. We are not world police nor have we claimed to be, nor have we done anything that would portray us as such a thing. We are policing we we consider to be our sphere of influence with the actions we see fit to secure our nation against nations that deem it necessary to include aggression clauses in their treaties.

Whilst they had never been terribly friendly with either nation there had never been any real reason for hostilities either. However, the several childish moments of the Gallifreyan government raised the question of their suitability to lead a nation. This coupled with their apparent hatred for Socialist ideals led to a worrying combination. The fact that optional aggression had been included in the treaty was of great concern to all those present at the meeting. Why would they include it unless they intended to use it? The order was given and put into immediate effect. 6 Regiments of soldiers would be moved towards the border along with 600 Challenger II tanks, PzH 2000s, Warrior IFVs and Starstreak SAMs. Two additional squadrons of F-23s and E-23s would be patrolling near the border as well as E-767 AWACS providing OTH radar from a distance. One squadron of Avenger UCAVs would be used for border reconnaissance.   11. New Panama has not seen any single crime committed by the former King. The land was given to Peru to reunite the people of Bolivia. Also, as it was not illegal at the time we do not see how a fair trial can be held. Any attempt to imprison an innocent man will be met with economic sanctions for the violation of human rights.

  20. A nations claim is there to be challenged if you feel it infringes your rights to sail in what should be open waters. Most people would attempt to open discussions first to attempt to solve any problem before simply sailing through and childishly closing their borders to said nation.

[/quote] It's pretty irrelevant if you have them or not, you can pretty much just assume a cap of 50.
