Declarations of support in the context of last war were nothing less then direct threats against all of Polaris' allies. Why they were posted in the first place is beyond me, unless the alliances that posted them were hoping on a contained war.

NPO was isolated and needed new allies to become a more important player again, the NS NPO represents was/is more then a good enough reason to sign a treaty with them for TLR/CnG. They used eachother each for their own purposes. As for your point b, if you officially support a DoW, then you practically declared war, so calling any incoming DoW's from the declared on alliance's allies pre-empts is just silly IMO.
