Our alliance leader for example, is in peace mode because he's been out of town for a while. We use peace mode as a tactic, so there is a fair number of us in peace mode. We want an equal share of experienced fighters in both the first wave and the second wave, so we might want to hold some government members in reserve (they are often the most experienced).

Anyway, to answer your question, I would imagine because declaring on the bloc enables them to support their allies where ever it's needed. FEAR isn't in this war to single out a C&G alliance and try to do as much damage as possible.
