  1. As the inevitable march of time progresses, nations change. Leaders change, minds change, policies change, even attitudes towards different nations change. Simply because Rheinmark and GDR were enemies in the past does not mean they are necessarily enemies now. Rather than competing over who gets to administer the land and promoting tensions perhaps the EU should try to work with the GDR in their stated mission of ensuring the people of that nation are protected from any attempted land grabs. EU and GDR stabilization efforts need not be mutually exclusive, there is plenty of room for cooperation in this situation and I would implore the involved parties to take advantage of that fact. -Steward Jean d'Aosta

  4. Government Overview The governing structure of the Sicilian League is divided into two components, the national and Archonate level. On the national level governing authority rests entirely in the hands of the Steward of the League. The Steward serves as the chief executive and sole policymaker on the national level. The position is for life. When the Steward steps down or passes away one of two procedures may be implemented for succession. The steward may nominate a successor, who must then be confirmed by each of the Constituent Assemblies. If the successor is not confirmed or if no successor is chosen then the Directorate will meet and nominate a successor who must then be confirmed by the Constituent Assemblies. Beneath the Steward is the Directorate, comprised of Directors of various aspects of national policy, the head of the Sicilian GHQ and the Archons, which acts as an advisory cabinet to the Steward; the Steward may create, reassign, or eliminate Directorate level positions as the Steward sees fit except for Archon positions. The Steward is also responsible for filling the various Directorate positions. Underneath the Directorate are the various League departments and bureaucracies. The League Government (Steward and Directorate) is confined, in terms of policy authority, to areas that cannot effectively be controlled by the local government or where national standards are necessary. Foreign Affairs, Military Affairs, Monetary Policy, inter-state transportation and trade, education and health care. The other component of government is that of the Archonate level. Government on the Archonate level is divided between the Archon, who is elected by the Constituent Assembly every two years, and the Constituent Assembly, which is a 150 member legislative body elected directly by all citizens of the Archonate every two years. The Archon has very little power independent of the Constituent Assembly and effectively serves as the Archonate's representative to the League Directorate. Following the Great Anarchy of 20XX a National Level body was created to combine the voices of the various Archonates. The National Assembly comprises 4 members from each Archonate. Each member is elected by the Constituent Assembly of that Archonate and serves for two year terms with elections held immediately following Constituent Assembly elections. The National Assembly has the power to legislate on all matters, with legislation subject to approval by the Steward. The agreement of the National Assembly is required before new Archonates are added to the nation and the national Assembly must also agree to any offensive declarations of war unrelated to treaty obligations. Full faith and credit is granted to laws, regulations, and transactions that occur in each of the Archonates. Archonates are allowed to maintain conflicting laws so long as full faith and credit is given to the laws and citizens of the other Archonates and the laws in question are not mutually exclusive. If the laws are mutually exclusive then the National Assembly will resolve the situation. Economically believes that government has no place in making regulation. Supports low taxes, low spending and stronger Archonate vs. National government. Supporter of the Catholic Church and accepts many of its doctrines as the basis of its social positions. Advocates for a strong military, an aggressive approach to foreign policy as well as territorial expansion. Nationalist Front (NF): Right-of-center political organization that focuses primarily on economic issues. Believes that the free market is an excellent system but also recognizes that government direction is needed in limited instances. Favors a strong military for national defense and a bold position on foreign policy. Standard moderately conservative on social issues. Party for Progress (PfP): Moderately Left leaning political organization that advocates moderate liberal positions on the economy and centrist positions on social policy. Generally favors strong government intervention in the economy and markets. Middle of the road on social issues. In favor of an even-handed approach to foreign policy National Workers Front (NWF): Left-wing socialist political organization. Advocates routine government intervention in the economy and outright government control of certain industries. Military spending is not a priority, social programs are. Establishment of the Admiralty of the Sicilian League Earlier today the League Admiralty announced the commissioning of five new seagoing vessels, three Syracuse Class Submarines and two Etna Class Frigates. The submarines, commissioned as the SLS-S Syracuse, SLS-S Palermo, and the SLS-S Messina, comprise the first generation of domestically designed submarines used by the League. The Syracuse Class forgoes the nuclear reactor due to safety, cost, and maintenance concerns and instead utilizes a Sterling AIP engine system, thus allowing the submarines to stay at sea for lengths of time comparable to their nuclear powered brethren. The Syracuse Class is equipped with six 533mm torpedo tubes, two 400mm torpedo tubes and the ability to deploy ship-independent SAM sleds The frigates, commissioned as the SLS Etna and SLS Vulcano, are the first domestically designed and produced surface combat ships used by the League. The Etna class frigates are equipped to fulfill a variety of roles, posessing two 76-mm main guns, four anti-ship/land attack VLS tubes, two long range land attack VLS tubes, as well as two PHALANX mounts and two SAM batteries with a 50km coverage umbrella for air defense and 2x2 AsW torpedo batteries.   8. The Steward's Reply Sir, you make mention to the plight of the oppressed peoples of Siciliy, Sardinia, and Malta and about the global community imposing upon these peoples against their will. As the Steward of the Sicilian League, comprising the aforementioned territories, I must say that I cannot object to your statements any more strongly. In what way are a people who just created their own nation peacefully and without interference, being oppressed? In what way are a people, who freely determined of their own accord to come together and establish an independent government, being imposed upon by foreign powers as you say? -Steward Jean d'Aosta

Press Conference from the floor of the Palazzo dei Normanni The main chamber of the Palazzo, where the Sicilian Assembly on Independence had recently gathered, is crowded beyond belief with members of the international and domestic press, foreign representatives, members of the Assemblies as well as the general public. All across Sicily, Sardinia and Corsica, those that could not get entrance to the Palazzo sit huddled around their television and computer screens, waiting with baited breath for the press conference to begin. The Square outside the Palazzo is closed to traffic, the Square and the roads, as far as six blocks away, are overflowing with people. Those who are close enough wait for the proceedings to be televised on a series of massive LED screens set up outside the Palazzo. Those who cannot see the screens are there, wanting to share in the excitement of the moment. The buzz of anticipation excited conversation inside the Palazzo immediately ceases as a line of me and women enter the chamber, proceed down the center aisle, and take their places on the dais. Among them are the now well known faces of Guiseppe d'Annervi, President of the Sardinian Independence Congress, Valeria Machiavale, President of the Sicilian Assembly on Independence, and Anton Villepin, President of the Summit for Corsican Independence. Yet the man who leads them, the man who approaches the rostrum to speak, is an unknown. The tall man approaches scales the steps to the rostrum with surety, he flashes an easy smile for the cameras, clears his throat, and begins. "Ladies and Gentlemen, it is my pleasure to welcome you all here. Over the past few weeks there has been tremendous political change on the islands of the Mediterranean with the people of Sardinia, Corsica and Sicily gathering of their own volition, to debate their respective futures as provinces of Rebel Army. After lengthy and heated debate it was the near unanimous agreement of the delegates to all three of these assemblies that independence was what they desired. This has been covered extensively in the press over the last few weeks, and this is not what I come here to announce. I am here to announce that there will be no independent nation of Sicily, no independent nation of Sardinia, and no independent nation of Corsica. But do not despair, over the past few days I have been meeting with the leaders of all three independence movements. These discussions culminated early yesterday with joint discussions here in the Palazzo where an agreement was reached. Recognizing the close bonds of kinship the peoples of these islands hold I come forward today with but one announcement. I come before you to announce the independence and establishment of the Sicilian League. Comprised of the three islands of Sicily, Sardinia and Corsica, the League steps forward as shining example of the power of self-determination and as a testament to peace. I look forward to to guiding the citizens of the League to a brighter, and more prosperous future. I have left my remarks intentionally short, I will gladly answer any questions you may have for me"

I do believe that since 'Declaraction' contains the word 'action' does indeed serve to show their firm commitment to standing by their friends against those oppressive, negligent, sadist goons over there. Of course the action in their declaraction is counterbalanced by their number of nations in peace mode. On balance this announcement is really just fairly 'meh' on the drama meter. Bonus points for being non-conformist and anti-treaty web, lots of people say it, not many actually do go without the web.

  15. I do love when failed coup attempts spill out into public as it gives me a respite from the doldrums of running my nation. As far as failed coup attempts go this one is pretty par for the. You have a unilateral declaration of regime change spelling out a few greivances with no actual proof to support it, you lack the support of you allies and on the surface the casual OWF follower may be lured into declaring moral support for your cause (which, I do believe, is why you put this out here in the first place, to achieve some sort of international recognition after your coup because you have none currenty). Upon closer inspection the facade of morality and righteousness you put on display in your initial declaration is torn asunder by the hard nosed investigators of the international community. Leaders familiar with your alliance and the man you are attempting to depose have come forth and exposed your hollow attempts at character assasination. Your allies (although they really arent 'your' allies at this point) have also come out and stolen away whatever little chance for sucess your abortive coup attempts had. Your clumsily assembled rebuttle to your critics shows exactly what desperate straits you are in. Your charges against your leader grow increasingly contrived and baseless. Going so far as to acuse him of being involved in some grand attempt to embargo the Citadel alliances is really quite silly when you have no actual evidence to prove it (what little 'evidence' you have given is hardly worthy of the title evidence, it is, simply put, smoke, mirrors, and a great deal of panicked conjecture). I am curious though, how did you plan on actually assuming control of UINE? Were you planning on declaring your coup and expecting your rightful and recognized leader to throw up his hands in despiar and walk away? Obviously you did not marshal the support of your allies or the international community to lend credence to your attempted coup, and given this I highly doubt you have the military strength to seize the government by force? Did you have an actual strategy for seizing power beyond making a declaration of regime change to the international community and hoping for the best?

While I am very sad to see Mechanus stepping down from the helm of an alliance he has done so much to nurture over the past year (and even longer if one considers the guiding force Mech has represented to the HPS/57th Core) I am very pleased to see that my longtime friend Veneke will be taking things over. After having served with him during my time in Browncoats and HPS I can attest to his strength of convictions and to his outstanding leadership abilities, the 57th is in fine hands. I always enjoy seeing 57th announcements because it brings back some many pleasant memories of the early days of my career. Erixxxxxxxxx, I am very dissappointed in you and VA right now, what kind of good for nothing alliance leader are you coming out here and condensing three milestone announcements into one all for the sake of 'not spamming.' I mean really, it is your duty to come out here and make repeated topics for every single possible milestone VA ever crosses. How are we supposed to know that VA exists if you dont tell us repeatedly in multiple topics with flashy banners and flow charts. Flow charts are important, I expect to see more of them in your next announcement. I would congratulate you, but Im too throughly confused and upset by your attempt to condense multiple announcements into one. I mean who does that, seriously. My head is spinning right now.
