  3. An interesting way to actually measure the speed and breadth of "militarization" (dirty Brits) as such, would to be measure the change of the "meaningless" stats (tanks, soldiers, CMs) from a pre-war to war timeframe.

  10. I don't think it's terribly productive to continue this little tête-à-tête we have going here, comrade. If you'd like to hit me up on IRC, I'd be happy to discuss the matter with you. I am "Cortath" and can be found in both your public channel (#polaris) and mine (#nsa). For the record, I will correct you, in that my "first response to this accusation" was that there was one post I had seen, not "zero."

  12. I stand corrected. I only went by what's been said in this thread. I apologize. The point I made regarding his prior membership in New Polar Order stands. Well, you ask me what I can say, but then you say my word means little. I'm sorry that you feel that way. It is my hope that through my actions and the actions of my alliance, we can change how you feel about our words. I was in and now am Pacifica's government. I know of only a single instance of Ursarkar giving any information that he should not have had to any member of our government. Z'ha'dam has much motivation for writing his logs the way we did, and indeed, no man is free from influence of his own ego and his own biases. I think you'll find those things present in those logs.
  13. Firstly, let me begin by clearing a few things up. Ursarkar was not a spy for the New Pacific Order. As far as I know, he was not a spy for anyone. From all the evidence I have seen, he had access on the New Polar Order forums that he should not have, and once, he gave some information that he gained from that account to a Pacifican. We admonished Ursarkar that we did not do such things or accept such information, and nothing was done with that information. I'm not going to go into all the details, but suffice to say this: we messed up in not informing Polaris promptly on this matter. Simple as that. Emperor AlmightyGrub and myself have had fruitful discussions on the matter and we resolved this amicably. This was handled through private channels, as these things should be. I commend the Emperor and his Body Republic for the wisdom and understanding with which this issue was resolved. Pacificans and Polars both, of course, are upset. Ursarkar was a member of the New Polar Order for more than two years. Why would he do such a thing to them? Ursarkar was a member of Pacifica for quite a while as well. Why would he do such a thing to us? These are questions whose answers may make people angry, sad, confused, or all of the above. I am not an Emperor who will silence my people on these forums. That they express their anger, grief and confusion over this matter here is commendable. It is the sincere statements of my people. Those who wish to attempt to prey on those statements, or the similar statements of our Polar counterparts, show the true colors that they have been flying for years and years. These words are not for you. Move along. I wish Ursarkar nothing but good luck. From the way this thread has gone, it's clear that you need it, because you're not doing a lot to help yourself right now. AlmightyGrub's punishment is merciful. People make mistakes, and you have made a terrible one, but it is the measure of our character how we recover from those mistakes and move on. Even, and perhaps especially, an Emperor of the New Pacific Order must know that lesson.
  14. Well, as I said above, I got a deal on our forums from April 2006. Unless anyone has an earlier one than that, I'm putting a trademark on "Pacifica - the Inventors of the Tech Deal."
  15. Frankly, beats me. Even in early 2007, it wasn't done a lot. Tech's benefits weren't really all that great, so there wasn't a lot of political impetus to spend time and capital on developing these types of ideas. Really, a common soldier needed it for planes, back then. It helped increase nuke attacks, but that's really it. No tech based wonders, no navies, no spies, etc., ec. When those things starting being phased in, nations realized they needed tech more and more. As demand increased, wise alliance leaders realized they needed to satisfy the demand. But yeah, no idea who came up with the original idea. From a brief perusal of our forums, I can find tech deals as early as April 2006 by an old, old Comrade, Carintan. They were for laughably small amounts of tech, but still, it was tech deals. He called it "laundering" at the time. *chuckles* In terms of the real "primordial" tech deals, I know we had a program called "Big Brother" back in 2006. Part of the program was mentoring, but the big brother would also aid the little brother money, tech and sometimes even soldiers. I know that I heard that sometimes, the big brother would send money, and the little brother would send tech, because *gasp* it was cheaper. I have no idea when that happened or with what frequency. We also had a kind of tech aiding program called the "Department of Tech" back in 2006, similar to what a Bank might do. And for chuckles, I found a thread from April 2006, entitled with the thread topic "Is there any additional benefit to buying tech beyond the nuke-level of 10?"
  16. I'm not sure on the exact date. We had some records lost very early on. I founded it in Spring 2007, with help from Sir Paul on some of the politics and Bakunin's Dream, and a guy from GOONS (name escapes me) on some numbers. We did tech deals then, in increments of 50, 100, and 150 tech. *chuckles* Tech was less important then. We used a "star" method for the 150 deals, and a "distributor"/middleman method for lesser amounts. I don't know of any other alliance who had a state-sponsored system of technology redistribution. I know that some encouraged people to do tech deals, but it was all free market, even if they provided guides and help to get started. There was a vibrant debate, within the NPO, and the OWF as I recall, over the comparative benefits of free market and state-run tech distributions system. I think that's what kept a lot of alliances from going down the route we chose - people like the free market. The free market is more efficient, but you'll always have less volume, alliance-wide. [edit to clarify]I'm talking about state-run tech systems. The NPO was doing tech deals within the free market long before I founded the Technology Corps, which as far as I know, as I said above, was the first state-run tech system.[/edit]
  17. *chuckles* Address from the Emperor of the New Pacific Order Hail my Comrades, my fellow Pacificans! Introduction The Imperator Emeritus, TrotskysRevenge, has served as our Emperor for over two years and is the longest serving leader of any major alliance in the world and in Pacifican history. His hand has shaped the world and ourselves. His accomplishments are many and manifold, and his praises shall be sung throughout Pacifica for years and years to come. Though he has made mistakes, it has only served to solidify the fact of our government: our Emperor is but man, and as Pacificans, it is our duty to unite our sovereignty and our wisdom in that man so that we might support each other and prosper. That we have done so successfully and for so long under one man is a testament to the man and our system of governance. I came to this world living on Red and I joined the New Pacific Order as a common soldier. I fought in many wars for Pacifica, early on, before my nation's growth became a size that I became a Banker. Myself, along with Bakunin's Dream and others, came up with the idea for the New Pacific Order's Technology Corps, which I then founded and ran or co-ran for most of its existence. As a Banker, I learned about economics, becoming an Executive of the Pacific Bank. I also took to writing, as a common Scribe for the Media Corps and in other cultural positions. I eventually rose to become an Imperial Officer. My story is not an uncommon one in the New Pacific Order. As an alliance of hundreds of nations, we are a ground upon which those with merit can prove their worth and find themselves with more responsibilities and duties. Though imperfect, as all things are, our meritocratic system is the best in the world. Emperor The Emperor of the New Pacific Order is an autocrat. The word autocrat was first used when the great revolutionary, Delegate Francos Spain, overthrew the userite yoke. For the first time, Pacifica was ruled by all Pacificans. Autocrat means “self-ruler.” It means full and complete sovereignty. The power of the New Pacific Order has been in our autocracy, our refusal to permit any infringing on our sovereignty. When our Body Republic unites its sovereignty in an Emperor, the Emperor promises to protect that sovereignty, but also asks for something far more difficult to give from the people: their wisdom. It is a simple task, after all, to unite sovereignty in the Head of a self-ruling alliance, but far more difficult indeed, is the challenge to unite their wisdom in one person. Though sovereignty is absolute, wisdom never can be, for we are but man, and it is the skill of our past Emperors and our leaders that we have been so successful in bringing our collective wisdom together. As Emperor, I ask every single Pacifican to unite our wisdom in the Order. I ask you to join our Departments and Corps. Become Recruiters! Become Bankers! Join Military Intelligence or Battalion Command! Every single Pacifican has skills and experiences that they can offer to Pacifica, and in contributing your wisdom, you make all of us of stronger. Part of that wisdom, also, is in strengthening our leadership institutions. Only with strong and decisive leadership institutions can our Order remain strong. We will broaden the circle of advisors who counsel the Emperor and Imperial Officers by placing greater public trust in the Imperial Advisory Committee and the Council. Part of reforming the Order is strengthening those Imperial institutions at the top. From top to bottom, our leaders must demonstrate wisdom and courage to speak truth to power. We will enact policies to ensure more communication of the Imperial Officers and to broaden our consensus for policies. Peace, Strength & Prosperity The heart of Francoism is that it is a philosophy that allows us to adapt and change. Francoism demands that we realistically and rationally examine ourselves – we must celebrate our glories, learn from our mistakes, and fix them. Pacifica has always stood under three pillars of governance: peace, strength & prosperity. As Emperor, I pledge to you that I shall do all in my power to achieve peace, strength & prosperity for the New Pacific Order. I ask for your pledge to rededicate ourselves to that goal, so that we make thrive and bring glory to our Order. Part of attaining our goals is ensure that our meritocratic structure remains as strong as ever. That means members must look at our institutions and how to improve them. It means we must be truthful to honest to each other. A good Comrade is one who picks a Pacifican up who has fallen and helps him to walk again. A good Comrade is one who speaks the plain, respectful truth to all Pacificans who will hear it. And as good Comrades, we must rebuild our foreign relations based on those same principles: truth and frankness combined with genuine and mutual help. I ask of no man more than I am willing to sacrifice myself. And no sacrifice is too great for Pacifica! I look forward to the future. Though our enemies sought to punish us with the terms we were given, and punish us they did, they also forced us to create the most efficient economic apparatuses in the world. I expect nothing but spectacular growth in the future. The Revolution that is Pacifica is an ongoing one. As the world changes, so will we. In the past we have changed too slowly, bringing a hammer where a screwdriver was needed or lawyers where friendly faces would have been better. Now indeed the world has changed once more, and though we were perhaps too slow to recognize it, I have full confidence that the speed with which we shall overtake the world shall be as awe-inspiring as it will be great.
