Amyante took the documents, then looked around to see if there was a computer she could use to properly make a neater looking version of what was to be the first draft of the MDP. While doing so, her eyes fell on the newcomer, whom she recognised from the reports as soon as the mention of his country jarred her memory.

- "Oh right, i remember that. I had White Cross troops sent to your nation... Weren't you the Emperor-elect though? Either way, it's a pleasure to see you in good health, King."

After a respectful curtsey, she looked around again, documents in hand until her eyes fell on a computer. Unless she missed her guess there'd be a printer attached to it either directly or as part of a network, which meant she could work on the treaty without really having to leave the room in case Haruhi had a couple of additional questions for her.

- "It'll be working on a neater looking version, should be done in a couple of minutes... Lessee, first clause would be..."

As she focused on the correct wording to use, the look on her face would change to a more serious one of concentration. She alternated between typing part of the treaty, sometimes accompanied by fervent mouse clicking when she apparently had made a typo or had to look something up, but judging by her mumbling she was definitely making good progress.

She snickered, of course she did. The nation was still hard at work building itself, Kyon was seeing to it over time that everything was constructed, to see that population centers were properly cared for, and infrastructure was finalized. Yuki was finalizing the organization of the Imperial Army. Of course, everything was falling in place. Haruhi didn't care how screwed up the rest of the world was, for once she was genuinely happy. She was finally content with remaining in the situation at hand, and the mysteries of the world were interesting nonetheless, and still occasionally interesting to explore, but they weren't the primary concern anymore. Her primary concern was her nation, her people, and her hopes and dreams for both. She looked over at Kyon. The last time she had felt this happy was in that strangely realistic nighmarish dream she had so long ago, what was it, 3 years since they were normal students? Oh well, Haruhi thought. After glancing over at Kyon she remember, it's almost like she chose him. She harbored some modestly deep feelings for him personally but never admitted it. She always thought she'd be rejected, or that it wouldn't turn up as a perfect and beautiful as she thought it could or would blossom. She would live with knowing she was alone, but surrounded by friends. And apparently not just her usual friends, she now considered Amy as a friend. She admired her, but thought of just how similar the two of them were. Haruhi began to mutter out in a sensible way.

"Queen Amy, just remember, you can stay as long as you like."

She smiled, and laid back on the couch in the corner of the room, she wouldn't sleep or nap. But would wait for the responses of her fellow companions in this room.

OOC: just so Iamthey knows, the Nagato iam an RPing as is not Yuki Nagato, but the chairman of the Communist Party in Diadochoi, who has the surname Nagato.

IC: Nagato strolled down the halls of the Palace whistling, with his hands in his pockets. As soon as he entered the largest chamber, he noticed the diplomats and ministers having tea and, then, the God-Empress.

"Well, the purpose of my visit is to establish friendly ties with your nation, so perhaps we could make an economic treaty or somesuch thing. Other than that, I didn't really plan ahead, so if you have any suggestions whta else we could discuss, please tell me about them."

It wasn't like the King had come entirely unprepared...He simply was, much like Haruhi, relatively new to the diplomatic stuff and didn't have a lot of experience. But that would come, in time.

Haruhi watched as the door opened once more, and was rather suprised to see someone she hadn't expected to come. She didn't know who he was, regardless, but didn't act defensive. The palace grounds weren't really guarded much, as there was no point. There we no assassins, no angry civilians, only working ones who spent day and night with Imperial support to build their homes, and live a good life. She looked at Amy who was still on the computer, and just shook her shoulders. Oh, well, this was a pleasant night. Surrounded by friends, and foreign dignitaries.

"Hello there, person with whom I don't know, now don't just stand there, c'mon in. As for you King Alexander, an economic treaty is something we could definitely sign, and friendly ties have already come up pretty nicely, just by your willingness to visit my Empire."

She got up, snatching the freshly printed document out of the printer as she walked over to Haruhi again, presenting her with the results of her typing. On it, the treaty would list the following terms and conditions:

Mutual Defense Pact:

Preamble:

As sovereign nations bound by common purpose and friendship, the Queendom of Zargathia (ZGT) and the Haruhiist Empire (THE), do hereby proclaim that they shall be as one in time of need or surplus, separate and yet united for the benefit of all.

Article I: Friendship

Neither nation shall take military action or engage in active espionage against the other; similarly, no financial or military aid may be rendered by either nation to any party committing hostile action against the other.

Article II: Defense

Signatories agree to defend one another should either nation be attacked, so long as they could effectively deter the enemy. In this situation 'effective' will be deemed as the combined power of all allied forces being at least half the military strength of the attacking alliance. If the signatory cannot effectively enter the conflict then they are required to help rebuild their attacked friend, and to make diplomatic efforts to restore peace. In the event a signatory chooses to initiate conflict, for whatever reason, the other signatory is provided a legal right to assist in whatever form of action they deem necessary. Such assistance is not automatically granted and does not in any way affect the standing of the treaty.

Article III: Intelligence

Recognizing that information can be the most potent of weapons, both nations shall coordinate all efforts in gathering, analyzing, and disseminating intelligence about both the greater world around them and potential breaches of security within their own ranks. All information learned through this combined effort shall be shared between the leaders and, if mutual security permits, other allied nations.

Article IV: Aid

Both nations are strongly encouraged and are expected to provide aid, based upon need and the best potential for development, between one another. The governments of the signatory nations are expected to promote this kind of cooperation and encourage their economies, both local and international, to get involved in it.

Cancellation

In the event of serious breaches of this treaty or either nation feeling they can no longer continue to uphold this treaty with the other nation following attempts to resolve any issues that may exist, the treaty may be canceled by either nation. In such an event, 72 hours notice must be provided to the other nation before the treaty will be considered officially canceled.

Conclusion:

Looking to the future together, the leadership of the Queendopm of Zargathia and the Haruhiist Empire affirm their friendship and do hereby sign this document.

Unfortunately, we view the Catholic Church as nonexistant. Thus, we hereby announce that maybe you ought to check your anarchistic rabble. We lack anarchy, and are a very stable Empire. The only god we hold true as the "one" is our Divine Empress. We, however, also hold our cultural Shinto beliefs close to heart, and both recognize, and allow our civilians to freely worship their ancestors, and nature spirits. Our religious belief recognizes that Shinto gods, goddesses, and spirits exists, but that they are beneath our Divine Empress. Thus is the concept, and basis of Haruhiism, and our governing ideology Imperial Social Haruhiism. Frankly, we view your remark as unfriendly, and wait for the inevitable collapse of your state. To put God-Empress Haruhi's response to this rather clearly, it went something like this: "shove it where the sun dosen't shine."

Haruhi looked over the document, and found herself in a rather joyous state. Normally, she wouldn't be this happy over something so simple. It'd take a full blown mystery or the discovery of some random alien to keep her in such a mood. She was just glad to have her friends here, she admitted that finally, they weren't just subordinates, they were friends. She also had an ally standing right next to her, and smiled back at Amy.

"Amy, i believe considering this, addressing one another informally is something i'm willing to allow."

She smiled again, and continued reading the document, and finally finished as she reached the bottom. She motioned Koizumi to come over, and pulled out a pen filling in THE as the acronym, and writing in modestly neat handwriting "God-Empress Haruhi Suzumiya". She then handed the pen to Koizumi who wrote "Itsuko Koizumi, Imperial MoFA". He shortened it to MoFA to keep the document nice and clean.

Please understand, we try to be most welcome to every new country that arises on Planet Bob. The only thing with yours, however, is that your leader claims to be a God. We respect your Shinto culture, but we cannot accept the statement that she is, in fact, a God. All she needs to do is to declare herself as an Empress instead of a God-Empress, and in doing this, we will accept your Declaration of Existence.

Amyante nodded in agreement, and to be honest found it refreshing to find someone to talk to without all the usual diplomatic twists and turns, avoiding everything that might be misinterpreted and turning every word over three times before having it leave her mouth. Friends it was then, and for the first time in what felt like an eternity she didn't need a signed treaty to reach an agreement. She brushed a strand of hair from her face as she added her own autograph, and had another copy signed for her own administration.

- "Friends it is then, Haruhi. Oh, and another thing... Do you need any Iron? With the recent growth in infrastructure Zargathia's been going through of late, i must admit i'm rather interested in some of the Rubber your country produces."

In her head she was running the numbers again. Kriegian Sugar, while also an option, would probably not be able to be delivered in enough quantity to effectively counter the cost of the Rubber, whereas the iron mines in her country would generate a good stable supply for her to trade with.

Haruhi measured things through her own head. Amy did have an interesting way of making offers. While she spoke formally sometimes, and acted like a Queen at times, just as Haruhi acted as an Empress, she was in reality a normal person, and didn't overstep the boundaries between monarchy and normality. Haruhi understood the boundary herself, and knew she was a normal person. She was also the center of Haruhiist culture, and the head of the religion. She was viewed and revered as a God by her people, and her friends knew this to be the truth. As she kept running these thoughts through her head, she finally reached a decision on trade agreement. While it was now considered more a "friendly visit" rather than a "diplomatic" or "official", official matters still lingered every now and then, they were still both heads of state after all.

"Consider it done, our countries already seem to be in a good standpoint, and both of us are friends. Trade would be more than good between us."

She smiled at Amy, and then more thoughts ran through her hyperactive and eccentric mind. She remembered, that the Haruhiist religion being a combination of Shinto values, ties to nature mixed with her own views and the addition of her as God over all the shinto beings, was the state religion, but the people also chose to accept it, they weren't forced. She remembered her favorite holiday, Tanabata, would come soon. Of course, it was also a signifigant Shinto religious holiday, and thus a signifigant Haruhiist religious holiday. Haruhiism and the Shinto religion both worked hand-in-hand, and were deeply intertwined in the Empire. Tanabata was an astrological holiday, revolving around an old folklore. The main custom was to write wishes on small pieces of paper called tanzaku. These would then be tied to bamboo trees, and pointed out windows, or placed outside to face the stars Hikoboshi and Orihime. These wishes would be granted to those who wrote them, later in life. She also had to re-schedule and plan The Hachigatsu Bon. The Bon of August would be late this year, but it would still be held, both a national festival and local ones. As it was customary. She decided inviting Amy as a foreign guest and a friend would be interesting. She might as well allow foreigners to come witness the Tanabata festival from all over the world.

"Amy, there's a really important cultural and religious festival coming up soon in my Empire. One that i view personally, as very important, it's called Tanabata. I would really like if you came and stayed here during the festival, and witnessed it for yourself."

She made a light smile, having friends there would be more than excellent.

Amyante clicked her tongue, thinking of her agenda. The festival, though relatively unknown to her, sounded like something she would like. The only problem however was that she didn't know when exactly this Tanabata was, and how it would fit into her schedule. She winced apologetically, but some appointments she could not move.

- "Don't know if i can... I need to be in Europe in three days. Something happened, and it's very important i attend personally as they specifically asked me to. It'll take me a few days to get back again too as i'm going by ship. Fear of flying... When exactly is this festival?"

She was choosing her words again, unaware of Haruhi was aware of the death of the Pope. Regardless, she had been asked to attend as a pallbearer by the Church, something that had taken her by surprise when she had heard. Still, talking about funerals would be quite a mood killer, and she tried to keep the topic on the festival, hoping it wouldn't be earlier than a week from now.

She was hoping Amy wouldn't respond negatively to that. Haruhi viewed the festival as important to her own beliefs, but also as something that tied the nation as a whole together. It brought together Haruhiist culture, religion, and life in one stunning event. As other festivals in the nation such as Obon did. She would just sit and wait, and hope for the best of luck. Koizumi was keeping himself rather occupied with foreign affairs, writing dispatch after dispatch to foreign nations. Mikuru had finally come out of the room, and sat down with them. One thing Haruhi didn't do often was watch television, which Mikuru was doing now. While it was interesting sometimes, as was the computer, she preferred simpler things.

"Well, that's good. I'm happy that I can consider your nation already friendly with mine. Now, about the treaty..."

He took a piece of paper that happened to be laying nearby, as well as a pen, and wrote the treaty down in simple block letters, to make it easily readable.

It would take a while to write everything down, though.

[b]Preamble[/b]

In the interest of promoting the security and prosperity of their people, Austria and The Haruhiist Empire (henceforth: THE) hereby agree to enter a pact of non-aggression and free trade under the following terms:

[b]Article I - Enforcement and Termination[/b]

This pact takes effect immediately upon valid ratification of both signatory sides and lasts unto perpetuity. Should either of the signatories choose to end this arrangement, they are to inform the other side a minimum of seventy-two (72) hours before terminating the arrangement. Should either side knowingly and with ill intent violate any of the terms of this agreement, the other side may consider it null and void with all repercussions that this may carry.

[b]Article II - Mutual non-aggression[/b]

Austria and THE hereby swear to a pact of mutual non-aggression. Neither nation shall attack or aid an attack on the other. This also includes all forms of direct or indirect aggression. From a direct declaration of war to indirect war outsourcing to third parties, from overt military operations to covert espionage attempts. The nations of Austria and THE also pledge not to provide any aid to third parties in a state of war with either nations, as well as pledge to recognize the territorial sovereignty of each party.

[b]Article III - Free Trade and Mobility[/b]

The nations of Austria and THE agree to facilitate mutual trade and movement of personnel and goods between each other and have an open border policy, although the implementation of supervision and security at the discretion of either nation is allowed so long as it is acceptable, ergo, it does not significantly hamper the freedom of mobility. Tariffs for goods imported from either country shall not exist - thus a state of free trade existing between the two signatories.

[b]Article IV - Violations[/b]

Should any form of transgression violate this agreement it should immediately be reported to the other side and the same transgression should be neutralized promptly through joint cooperation. Should any material damages be caused through such a transgression, Austria and THE guarantee to compensate the damages to the victim if offender is one of their citizens. Should an offender fail to terminate hostilities once a transgression is identified, both nations agree to perform a joint disciplinary measure.

[b]Article V[/b]

Both parties agree not to initiate hostilities towards third parties that the other signatory has a mutual defense pact with. Should such an event come to place, the mutual defense pact takes precedence and this agreement is to be considered null and void.

Amyante slumped in her seat at hearing the date. Much as she feared, the two events fell together on the same day, making being present at both... quite impossible. As much as she would have liked to be there, unless there was a way for her to travel through time there'd be no way she would be able to make it, with even the timezones working in her disadvantage.

- "Ah crap, i can't. It's the exact same day i need to be in Europe... Sorry about that."

It was possible that despite her hushed tone, Haruhi would overhear her for being almost right in front of the two of them.

"I see."he mutttered. "Thanks." he had been unaware of the pope's passing.
