Hello again. I am Fleet Admiral Zhaan, Commander-in-Chief of Starfleet. I would like to address the nation leaders of Digiterra once again. On June 30th, I came before you to announce our presence in your sector. At that time, we received many warm welcomes and on behalf of Starfleet, I thank you. After we constructed our headquarters on Planet Bob, we got to work establishing relations with others on the planet and found ourselves a place to call home as an alliance member of the Black Team. Not that we haven't had fruitful conversations with other alliances outside of the Black team, as a matter of fact there are those we wish to build on the bonds we have created with, but ultimately we felt this team to be the most welcoming, encouraging, and supporting of Starfleet...and the black just felt like space, so we didn't really have a choice did we?

At the time of our previous announcement, there were only two in our convoy. Since then, we have DOUBLED in size! Yes, that's right, we now have 4 nation leaders in Starfleet and this is a positive sign of things to come. The first being the reason for this announcement.

Today, I come before you to present our official Charter.

Charter of the StarFleet

Preamble

In recognition of the need for an interplanetary exploration, peace-keeping, and defense force,

With the support of the member worlds and citizens of Digiterra,

Article I: Establishment/Purpose

Section 1: There is hereby established a Starfleet headquarters on Digiterra, hereby referred to as Sector 001, to be under the direct cognizance of the Starfleet Commander-in-Chief.

Section 2: The combined purpose and directive of Starfleet is as follows:

• a. Interstellar exploration and scientific assessment of the space within Federation boundaries, including contact with sufficiently developed intelligent life-forms;

• b. Defense of Starfleet member nations and citizens from any and all hostile entities;

• c. All other duties and tasks which the Command Council may deem necessary and/or appropriate for Starfleet to perform.

Article II: Structure

Section 1: There is established a Starfleet Command, composed of the Commanding Officer and Executive Officer of each sub-fleet and division within Starfleet.

Section 2: The sub-fleets and divisions of Starfleet are as follows:

• - the Office of the Commander-in-Chief of Starfleet;

• - Starfleet Academy;

• - Starfleet Internal Affairs;

• - Starfleet Operations;

• - Starfleet Exploratory (Foreign Affairs);

• - Starfleet Military Operations

• - Alpha Fleet;

• - Epsilon Fleet;

• - Sierra Fleet;

• - Omega Fleet.

Section 3: Starfleet Command controls all aspects of Starfleet and is authorized to regulate the inner workings of Starfleet as a whole, through the setting in place and maintenance of general orders and regulations.

Section 4: The Commanding Officer of each division, shall have one (1) vote on matters concerning the Starfleet Command and Starfleet as a whole.

Section 5: Each sub-fleet and divisions of Starfleet, shall compose a brief Charter stating its general purpose and internal organization, to be reviewed and approved by the Commander-in- Chief of Starfleet.

Section 6: The sub-fleets comprise the bulk of the Starfleet. These fleets are created as a means of organizing the large number of ships and crews into manageable units. Sub-fleets do not have the authority to negotiate treaties, cease-fire agreements or make pacts with any foreign group, government, military unit, etc.

Section 7: No member of Starfleet Command may hold a rank lower than Vice Admiral.

Section 8: Amendments to this Charter can be added after ratification by majority vote of the members of Starfleet Command.

Section 9: All members of Starfleet Command are prohibited from commanding more than one single sub-fleet or department in Starfleet.

Section 10: All members of Starfleet Command are prohibited from holding positions within any sub-fleet or department other than the one they command.

Article III: Selection of Starfleet Command and other senior positions

Section 1: The Commander-in-Chief of Starfleet:

1. There will be a Commander-in-Chief of Starfleet elected at the beginning of every 3 month cycle, beginning with the month of February. This position will be held until either such time as the Commander-in-Chief's term expires, or the Commander-in-Chief abdicates the position, or is removed by Starfleet Command for a justifiable reason. The Commander-in-Chief may hold office for consecutive terms with no limit on terms.

2. The Commander-in-Chief of Starfleet will hold overriding command of all sub-fleets and departments of Starfleet. The Commander-in-Chief of Starfleet will preside over Starfleet Command. The Commander-in-Chief of Starfleet will make the final declaration of Starfleet Policy decisions, general orders and regulations, as voted on and approved by voting members of Starfleet Command, with the power to break any voting ties. The Commander-in-Chief of Starfleet will have the authority to promote subordinate officers, conduct boards of inquiry and investigations in all matters concerning Starfleet Command and Starfleet as a whole, as well as have the authority to pardon military criminals, and make ceremonial awards. Finally, the Commander-in-Chief of Starfleet will have the authority to override and/or change the duties and responsibilities of those subordinate to him within reason. The Commander-in-Chief of Starfleet will appoint an Executive Officer of Starfleet.

Section 2: Executive Officer of Starfleet

1. There will be an Executive Officer of Starfleet as is appointed by the Commander-in-Chief of Starfleet. This position will be held until either the end of the current term of the Commander-in-Chief, the Executive Officer of Starfleet abdicates the position, or is replaced by the Commander-in-Chief with someone else, upon the presentation of just cause, or is removed by Starfleet Command by the same standard.

2. The Executive Officer of Starfleet will be responsible to serve as advisor to the Commander-in-Chief, and for serving as Commander-in-Chief in the event of his/her absence. He shall have the authority to discipline any officer under his direct command for a non-criminal breach of protocol.

Section 3: Commandant of Starfleet Academy

1. There will be a Commandant of Starfleet Academy appointed by the Commander-in-Chief of Starfleet. This position will be held until either the end of the current term of the Commander-in-Chief, the Commandant of Starfleet Academy abdicates the position, is replaced by the Commander-in-Chief with someone else, upon the presentation of just cause, or is removed by Starfleet Command by the same standard.

2. The Commandant of Starfleet Academy will be responsible for the function and supervision of Starfleet Academy to include Command College for Officer training, the organization and deployment of any additional vessel and equipment needed for training, as well as the supervision of the Enlisted and Warrant Officer Programs, initial placement of such newly trained personnel, and as a resource for Starfleet Command in questions of protocol. He shall have the right to choose his own staff, and judge the performance therein with his own faculties. He shall have the authority to discipline any officer under his direct command for a non-criminal breach of protocol.

Section 4: Head of Starfleet Internal Affairs:

1. There will be a Head of Starfleet Internal Affairs appointed by the Commander-in-Chief of Starfleet. This position will be held until either the end of the current term of the Commander-in-Chief, the Head of Internal Affairs abdicates the position, is replaced by the Commander-in-Chief of Starfleet with someone else upon the presentation of just cause, or is removed by Starfleet Command by the same standard.

2. The Head of Internal Affairs will supervise the Judge Advocate General's office, which will be responsible for court martials, boards of inquiry, and hearings, and the office of Starfleet Criminal Investigation. The Head of Internal Affairs will also have the authority to issue ceremonial awards, issue promotions above the rank of Captain, and make policies concerning officer conduct. He shall have the right to choose his own staff, and judge the performance therein with his own faculties. He shall have the authority to discipline any officer for any criminal or non-criminal breach of protocol.

Section 5: Chief of Military Operations:

1. There will be a Chief of Starfleet Military Operations appointed by the Commander-in-Chief of Starfleet. This position will be held until either the end of the current term of the Commander-in-Chief, the Chief of Military Operations abdicates the position, is replaced by the Commander-in-Chief with someone else, upon the presentation of just cause, or is removed by Starfleet Command by the same standard.

2. The Chief of Starfleet Military Operations will be responsible for coordinating inter-fleet activities, planning offensive and defensive strategies, and the deployment of Starfleet Military resources. He shall authorize the use of Military force, if deemed necessary by himself, the Commander-in-Chief, or Starfleet Command. The Chief of Military Operations will serve as the Executive Commander of the fleets, serving as an intermediary and subordinate to the Commander-in-Chief. He shall have the right to choose his own staff, and judge the performance therein with his own faculties. He shall have the authority to discipline any officer under his direct command for a non-criminal breach of protocol.

Section 5-A: Commanding Officer of a sub-fleet

1. There will be a Commanding Officer for each sub-fleet appointed by the Chief of Starfleet Military Operations. This position will be held until either the end of the current term of the Commander-in-Chief, the Commanding Officer abdicates the position, is replaced by the Commander-in-Chief or Chief of Starfleet Military Operations with someone else, upon the presentation of just cause, or is removed by Starfleet Command by the same standard.

2. The Commanding Officer will be responsible for coordinating inter-division activities (if any), planning offensive and defensive strategies, and the deployment of that sub-fleets Military resources. He shall authorize the use of Military force, if deemed necessary by the Chief of Starfleet Military Operations, the Commander-in-Chief, or Starfleet Command. The Commanding Officer will serve as the Executive Commander of the sub-fleet, serving as the Chief of Military Operations for his patrol district. He shall have the right to choose his own staff, and judge the performance therein with his own faculties. He shall have the authority to discipline any officer under his direct command for a non-criminal breach of protocol.

Section 6: Head of Starfleet Operations

1. There will be a Head of Starfleet Operations appointed by the Commander-in-Chief of Starfleet. This position will be held until either the end of the current term of the Commander-in-Chief, the Head of Starfleet Operations abdicates the position, is replaced by the Commander-in-Chief with someone else, upon the presentation of just cause, or is removed by Starfleet Command by the same standard.

2. The Head of Starfleet Operations will be responsible for implementation and regulation of technological and trade resources, as well as assets management and financial programs. He shall have the power to pass new regulations and bans on Starfleet technological resources, after launching a full investigation into the area of question. He shall be responsible for the distribution of Starfleet material resources. He shall also be charged with keeping records of Starfleet Command sessions (where applicable), and maintaining a source for inter-fleet communication. He shall have the right to choose his own staff, and judge the performance therein with his own faculties. He shall have the authority to discipline any officer under his direct command for a non-criminal breach of protocol.

Section 7: Head of Starfleet Exploratory

1. There will be a Head of Starfleet Exploratory (Foreign Affairs), appointed by the Commander-in-Chief of Starfleet. This position will be held until either the end of the current term of the Commander-in-Chief, the Head of Starfleet Operations abdicates the position, is replaced by the Commander-in-Chief with someone else, upon the presentation of just cause, or is removed by Starfleet Command by the same standard.

2. The Head of Starfleet Exploratory will be responsible for the implementation and regulation of all Starfleet treaties and will be responsible for establishing contact with foreign alliances as well as developing and maintaining friendly relations through the implementation and regulation of goodwill ambassador programs. He is responsible for the dealings of all non-military action outside of Starfleet, including but not limited to Foreign Policy. The Head of Starfleet Exploratory is responsible for presenting to Starfleet Command all new treaties for a confirmation vote before the Commander-in-Chief, Head of Starfleet Exploratory and the foreign representative signs said treaty. He shall have the right to choose his own staff and judge the performance therein with his own faculties. He shall have the authority to discipline any officer under his direct command for a non-criminal breach of protocol.

Article IV: General Procedure

Section 1: The rank system of Starfleet shall be as follows (in increasing order):

ENLISTED RANKS (Non-Commissioned Officer)

-Crewman Recruit

-Crewman Apprentice

-Crewman

-Petty Officer, 3rd Class

-Petty Officer, 2nd Class

-Petty Officer, 1st Class

-Chief Petty Officer

-Senior Chief Petty Officer

-Master Chief Petty Officer

-Command Master Chief Petty Officer

-Fleet Master Chief Petty Officer

-Master Chief Petty Officer of Starfleet

These ranks are achieved by members of Starfleet who have attended Starfleet Academy, but have not undergone Officer training at the Command College. Promotion in these ranks is earned through post counts.

WARRANT OFFICER RANKS

-Warrant Officer

-Chief Warrant Officer

-Chief Warrant Officer, 3rd Class

-Chief Warrant Officer, 2nd Class

-Chief Warrant Officer, 1st Class

Warrant officer ranks are held by those who are given special warrants for specific tasks.

Section 2: Chain of Command.

1. Starfleet Command division and Sub-fleet Commanding Officers

o May give orders to any subordinate Starfleet officer regardless of department or sub-fleet.

o May not give orders to any department or sub-fleet's CO unless that order deals directly with the department under their own command, or if the is order is to desist from performing an act that goes against Starfleet general orders.

2. Starfleet Command division and sub-fleets XOs

o May give orders to any subordinate Starfleet officer regardless of division or sub-fleet. This includes officers of higher rank, which do not serve as a Commissioned Officer.

o May not give orders to any division or sub-fleet's XO unless that order deals directly with the division under their own command, or if the is order is to desist from performing an act that goes against Starfleet general orders.

Section 3: In keeping with the military nature of Starfleet, conduct and procedure befitting an efficient military organization shall be required of all members of Starfleet at all times, with no exceptions.

Article V: Acts of Hostility and Aggression

Section 1: Starfleet Command does not condone unauthorized, aggressive acts of war by any member nation of Starfleet. In the event of such an attack by any Starfleet member, Starfleet Command will work diligently to resolve the issue diplomatically with the attacked nation(s) and his/her alliance leadership. Starfleet members found to be engaging in unauthorized attacks will be reprimanded and face punishment up to and including expulsion from Starfleet and possible military action against the member's nation.

Section 2: In the event of an attack on a Starfleet member nation, the attack will be reported to the commanding officer of the attacked nations Fleet. The Chief of Military Operations and his/her staff will co-ordinate with the Head of the Exploratory Division to reach a diplomatic solution to hostilities. The attacked nation will not return fire until approval is given by a commanding officer. In the event that all diplomatic efforts have failed, the Chief of Military Operations will authorize a defensive campaign against the aggressor(s).

Article VI: Amendments

Section 1: Any member of Starfleet may make recommendations for amendments to the Charter. Amendments to the present Charter shall come into force for all members of Starfleet when they have been adopted by a majority vote of Starfleet Command and ratified.

Section 2: Any member of Starfleet may make recommendations for alterations of the existing Charter. Any alteration of the present Charter shall take effect when they have been adopted by a majority vote of Starfleet Command and ratified.

Article VII: Ratification

Section 1: The present Charter shall be ratified by the signatory nations of Starfleet.

Section 2: The present Charter shall come into force upon the ratifications by the members of Starfleet.

IN FAITH WHEREOF the representatives of the Command Council of Starfleet have signed the present Charter.

LORD HELP US! I think my mind just got sucked into a black hole! To much to read in that charter!

And you only have four nations in your alliance? I would have thought you have 50 by now.....

We haven't begun active recruiting in-game. The Charter is designed to handle the growth when it comes. For now, we've been focusing on getting this charter done and working on internal programs, as well as making contact with other alliances. We're still hoping to find some other seasoned players to help us out in government before we begin recruiting new nations. New alliances pop up daily, so it's a lot tougher to get members than it was a couple of years ago. Still, we have a theme that many people are attracted to, a solid charter, an experienced (although small) membership base and I believe we can have success with this alliance. We're patient. Starfleet has only just begun.

Is this pre-Federation Starfleet? Or Federation period? :P

Also, what class of vessels are you offering to newly recruited Captains. Perhaps if a Sovereign class command were handed my way I could be persuaded to enlist....
