OOC is generally not allowed, something that is quite rare in my threads, but necessary. IC: We already have two things to discuss. First, where will the place of our meetings be? Please propose a location. Once we have at least two locations, voting will begin. We propose the Nakheel Tower in Ferinh. Secondly, with two of our members already actively engaged in the war in Eurasia, we propose that, without much voting, the rest of us come and help the Russian cause. [Outdated information] The primary HQ of the ComIntern is located in Ferinh, Canada. The secondary HQ is located in New York, New England. Between the 42th and 48th streets in New York City, on First Avenue. Also, the treaty again for those who wish to apply. The Communist International Preamble: The world is a heavily industrialized place. However, the world cannot function without the workers of the world. The countries that have come to sign this treaty have seen this beacon of truth and have embraced it with communism or hard socialism. They will help the workers of the world one step closer in uniting. Article 1-Non Aggression The signatories of this pact agree to never fight each other. As comrades it is wrong to fight amongst each other, when we need to be working for the greater good for the classless world. Article 2-Mutual Defense If any signatory of this pact has their independence violated all the signatories are required to come to their comrades aid, whatever the cost. Article 3-Optional Aggression For the benefit of the greater good of our comrades aggressive war may be required. If a comrade is involved in an aggressive war, the other signatories of the pact will vote collectively on whether to aid the aggressor. If a 50% majority passes all signatories will join in and fight for their comrade. [struck from the treaty, through a vote] Article 3-Mutual Nuclear Retaliation If a comrade is hit by a nuclear weapon or any other WMD, their comrades are to unleash their nuclear arsenal on the offending nation. Article 4-Trade As we are all comrades there are to be no tariffs and closure of ports to our comrades mercantile fleets, as that would harm trade. Article 5-Economic Aid If a comrade comes to be encountering economic difficulties their comrades will do their up most to help the failing economy. Article 6-Voting All comrades are able to vote on any proposition put forward, as we are all equal. Article 7-New Members Any new members will put through a rigorous test to see if they are communist or just capitalists trying to work their way in through lies and deceit. A 66% Majority is also required. Article 8-Governmental change In the case that one of our comrades moves away from the communist ideal, be it elections, a coup d'état or any other such reason, his membership will temporarily be put on hold, until the others decide on a course of action. Article 9-Supremacy Clause The ComIntern takes precedence over any other treaty, regardless of why and when the other treaty was made. Article 10-Complete Withdrawal If a comrade decides to abandon their fellow comrades a 72hr notice and a sufficient reason is to be given. First amendment A.) Members of ComIntern hereby agree to conduct themselves with civility, maturity and diplomacy in all communications. We, the ComIntern, will act reasonably with all international responses, as well as treat all nations with respect in order to establish a level of maturity within our ranks. B.) We, the ComIntern will use our Optional Aggression clause with limits in order to create a better and peaceful world, stating that the attacker must have a legit CB for the war to be just. The qualities of a just CB are outlined here: "legitimate defense by military force" - The reason for going to war needs to be just and cannot therefore be solely for recapturing things taken (excluding unlawful land gains and the like) or punishing people who have done wrong (unless it is in mass-murderous or genocidal proportions or such things) - While there may be rights and wrongs on all sides of a conflict, to override the presumption against the use of force, the injustice suffered by one party must significantly outweigh that suffered by the other - Force may be used only in a truly just cause and solely for that purpose—correcting a suffered wrong is considered a right intention, while material gain or maintaining economies is not. - Force may be used only after all peaceful and viable alternatives have been seriously tried and exhausted or are clearly not practical. It may be clear that the other side is using negotiations as a delaying tactic and will not make meaningful concessions. - The anticipated benefits of waging a war must be proportionate to its expected evils or harms. This principle is also known as the principle of macro-proportionality, so as to distinguish it from the jus in bello principle of proportionality. - The weapons used in war must discriminate between combatants and non-combatants. Civilians are never permissible targets of war, and every effort must be taken to avoid killing civilians. The deaths of civilians are justified only if they are unavoidable victims of a deliberate attack on a military target. - The ultimate goal of a just war is to re-establish peace. More specifically, the peace established after the war must be preferable to the peace that would have prevailed if the war had not been fought. We have done this sort of operation before so it will be familiar to some Military Veterans. Regarding the second vote, we already have a 66% majority. It is highly likely that the NNE and Cainette will vote "Yes", too, as they are very supportive of Slavorussia. Thus, it is decided.
