Article I – Proclamation

Novus Universitas is the international economic treaty for fellow countries residing in the white sphere. The treaty itself is designed to bring closer fellow countries which share a common bond and ideas, and would like to further these ideas through strong interconnected economic ties with one another.

Novus Universitas will stand as a bastion as well as containing the hope of propagating the old European values of moral charity, culture, and peace in the European political life. It is with these common and shared values which all signatory members share that will bind us together as friends and allies in present and future times of growth and decay, as well as war and peace.

Novus Universitas will serve as a main sector for the exportation and importation of technological manufactured goods, as well as the trading of natural resources between one another.

Article II – Method & Organization

The organization of Novus Universitas will be managed by two branches of work classes: The Capitalist and The Industrialist. From these two respective divisions of work will arise the appointment and selection of The Union President and The Minister of Industry and The Minister of Trade.

1. All voting procedures which occur within Novus Universitas will last for no longer then 48 hrs.

2. If any representatives are absent in a voting procedure, votes will be counted for those present.

3. Any amendments to the charter document of Novus Universitas will require a 2/3rd majority vote from all the representatives.

4. Should any country wish to depart from Novus Universitas, it must inform The Union President 48 hrs prior to its removal. All rights and duties of Novus Universitas are still subject to the departing country during the two day period.

5. Any country may be removed from Novus Universitas with a 2/3's majority vote from all representatives, as well as approval from The Union President.

The Union President – is the head figure of Novus Universitas. The Union President is elected from the direct vote from the Capitalist's and Industrialist's. The Union President's main job is to ensure that both the Ministry of Trade & Industry are working and do not fall to inactivity.

If The Union President falls to inactivity, the two Ministers will co-work till he regains activity. If The Union President is inactive for more then a week, then a “Vote of No Confidence” occurs, if a majority decision is reached in favor of removing The Union President, then re-elections occur after replacements are found. The proclamation of a new Union President occurs:

January 1st

April 1st

July 1st

October 1st

The actual voting takes place two days exactly before the 1st of each months stated above.

The Minister of Industry - is appointed by The Union President. The main duty of The Ministry of Industry is to ensure that all Industrialists from each respective country are present and active, fulfilling their job requirements and duties. The Minister of Industry can be dismissed and appointed at any time by The Union President.

The Minister of Trade – is appointed by The Union President. The main duty of The Ministry of Trade is to ensure that all Capitalists from each respective country are present and active, fulfilling their job requirements and duties. The Ministry of Trade can be dismissed and appointed at any time by The Union President.

The Capitalist - The Capitalist must be active, and if inactivity falls on any said Capitalist, then the respective country will be notified and expected to find a replacement in a respectable timing. The Capitalist's only duty is the managing of trade between citizens of various countries in the regard of natural resources. Ensuring stable and economically profitable trade agreements are established.

The Industrialist - The Industrialist must be active, and if inactivity falls on any said Industrialist, then the respective nation state will be notified and expected to find a replacement in a respectable timing. The Industrialist's only duty is the managing of the importation and exportation of technological manufactured goods.

The amount of Capitalists and Industrialists which countries send forth is determined by the number of members they have. For example:

10-50 - 1 Capitalist, 1 Industrialist in total.

51-100 - 2 Capitalist, 2 Industrialist in total.

101-150 - 3 Capitalist, 3 Industrialist in total.

This continues forever, as long as the increment of 50 is continued.

Article III – Application & Admittance

Membership can be granted to any country on the white sphere who is sharing the same values and ideas, mainly being part of a imitation of a country from the time period of (1800 – 1918 RL CE).

Membership is decided by national leaders of all members in the form of a a general discussion is made regarding the merits of admitting any country into Novus Universitas, after the discussion, a vote is made and requiring a majority vote for admittance.

Article IV – International Affairs

The signatory members of Novus Universitas, will not partake in any acts of aggression towards one another. Acts of aggression include:

1. Espionage

2. Military Action

3. Assisting Enemies

Fellow countries in Novus Universitas, are also part of an understood optional defensive and optional aggressive military alliance. Any foreign entity which strikes a signatory member will be expected to be attacked themselves by Novus Universitas.

Governance of the British Empire Act

Preamble:

Know Ye, that We, unto the honour of Almighty God, and for the salvation of the souls of our Progenitors and Successors to the advancement of Holy Church and amendment of our Realm, of our meer and free will, have given and granted to all Archbishops, Bishops, Abbots, Priors, Earls, Barons, and to all freemen of this our Realm, these Liberties following, to be kept in our British Empire for ever.

Article 1:

Of His Sovereign Majesty the King of the British Empire.

His Sovereign Majesty the King holds and possesses the powers of the Royal Prerogative as follows,

• The appointment and dismissal of ministers;

• Clemency and pardon;

• The award of honours;

• The declaration of war;

• The declaration of an emergency;

• The grant of Charters of Incorporation (the creation of new institutional bodies);

• The issue of membership to the British Empire;

• The expulsion of a foreign national from the British Empire;

• The creation of new courts (for legal matters);

• The appointment of the Prime Minister;

• The publication of all statutes, legislative instruments and Orders-in-Council (legislation that has received Royal approval); existing and new;

• The appointment of Royal Commissions and Officers for any purposes;

• The choice of the numbering of monarchs;

• The power to order a subject not to leave the realm;

• The accreditation of diplomats;

• The granting of Sovereign Immunity (immunity from prosecution for a body under its protection);

• The negotiation of treaties;

• Duty to uphold the defence of the realm;

• Duty to keep the peace of the realm;

• Right to immunity from prosecution in the courts

Article 2:

Of the Right Honourable Prime Minister of the British Empire.

The Prime Minister of the British Empire is drawn from Parliament and appointed by the Sovereign. The function of the Prime Minister is to exercise Royal Prerogatives in the areas of:

• The appointment and dismissal of ministers;

• The publication of all statutes, legislative instruments and Orders-in-Council (legislation that has received Royal approval); existing and new;

• The negotiation of treaties.

These powers can still be exercised by the monarch, and if that is the case the monarch’s decision takes precedence.

The Prime Minister is also responsible for the programme of legislation and will draft the King’s Speech at the opening of each Parliament, outlining that programme. It is then the Prime Minister’s duty to push that legislative programme through Parliament.

Article 3:

Of Parliament.

Parliament is legislative body of the Empire consisting of the House of Lords and the House of Commons. The House of Lords contains the Nobility and any other Crown appointees. The House of Commons is composed of elected members from the citizenry of the empire.

The Speaker of the House of Commons is then responsible for the organisation of elections under a first-past-the-post system to elect a Parliament for a 1 month term, or until the monarch dissolves Parliament.

Parliament debates legislation and votes on its passage; legislative bills must be approved by the Commons and the Lords before they can be passed to the monarch for Royal Assent.

Parliament is not limited in its legislative remit and can discuss and propose bills on anything.

The House of Commons as the elected chamber holds precedence and can bypass the House of Lords if the House of Lords rejects a bill twice unless said bill is to change the constitutional framework of the Empire.

Article 4:

Of the Cabinet.

The Cabinet is the office brought together by the Prime Minister to aid in the task of governance. To this body is appointed ministers with portfolios decided by the Prime Minister; said ministers are then responsible for overseeing legislative proposals for that area.

Ministers are, by convention, MPs.

Article 5:

Of the Privy Council.

The Privy Council consists of the Prime Minister and Cabinet, the Nobility and any other Crown appointees. It is a body that can be summoned by the monarch in an advisory capacity.

Article 6:

Of the Supremacy of Parliament.

Any decisions made by Act of Parliament are binding on all member states regardless of the policies of the Viceroys and Governor-Generals.

Article 7:

Of Succession.

The monarch will appoint an heir apparent whilst still on the throne, this person will take the title Prince. They have no formal role but will succeed the monarch upon their death or abdication.

Article 8:

Of Foreign Policy.

Foreign policy is decided by the monarch, Parliament and the Nobility. However, the general stance of the British Empire is against tech raiding of any kind and in favour of amiable diplomatic relations.

Article 9:

Of the State of Emergency.

If the monarch declares a state of emergency, reserve powers are afforded to him and the Crown representatives. A state of emergency requires the entire Empire to cease spending and move into DEFCON 1 and a severe threat level. Assessments of the continued necessity for a state of emergency are made by the Privy Council at the end of each day it is used.

ROYAL INJUNCTION

Be it known that until such time that an adaquate number of nations fall under the jurisdiction of the British Empire that we hereby suspend articles 2, 3, 4 and 5 of this Governance of the British Empire Act. All powers outlined by article 5 as being invested in Parliament are to be transferred to the Privy Council. Parliament is hereby dissolved.

Now a brief explanation from the founder of the New World...

This story will involve OOC and IC, but I will continue with the tale. You all know me I am sure to some degree, either not at all or very well. If you know me well even, and even if you don't it should be rather apparent that I have a blatant obsession about the world from 1800 - 1918, not sure if I was living there in a past life or so, but I just love it! :P So much, that it shouldn't be a surprise to you all that I am doing a history major and focusing on this period. So of course I would make an alliance named "The German Empire" and focus on the good old Imperial times, they were just splendid! Then as everyone knows, the Kaiser is ebil! So he had to make an ebil plan which involved... spreading the 1800 - 1918 love to all! So here I have made the New World, with its purpose of increasing the presence of the 1800 - 1918 world. Cause I know you all wish to see an Austro-Hungarian Empire issue an ultimatum to a Serbia, or a Britain declaring a colonial war on Panjab or Burma, or South American countries rising together to resist foreign colonial powers. It is all about reliving the dynamic past and making things interesting! :)
