They were to remain just outside of national waters upon reaching the Alaskan area, so as to prevent any difficulties in the deep Pacific. The ship was an odd one to be a merchant ship, for it was, in fact, based loosely off of old Caucasian cruisers. It had been stripped of old guns and such before being sold off. The SHRLDC, and the SGM, Inc., however, had policies forbidding their merchant ships from going on intercontinental voyages without what the CEO of the companies called, "Proper Cargo and Ship Protection." For a voyage out of the Mediterranean and around the Americas, the required weapons were, to most other companies, extensive, but easy to obtain due to the openness of the Slavic arms market; eight 105mm howitzers, lashed onto the deck, three to each side plus one each to the front and rear of the boat; four 155mm howitzers, two to a side, also lashed down; three dozen .50 caliber heavy machine guns, placed strategically around the vessel; two anti-aircraft guns, positioned fore and aft; and an armory with enough weaponry and ammunition for their 300 crewmen. The weapons had never been fired outside of testing, as they were mostly a "Don't $%&@ With Me" sign. Cargo included a cargo hold full of marijuana and cocaine, in wooden, airtight crates. This was what they were seeking to sell at various ports in the north Pacific and, ultimately, Hudson Bay, after which they would refuel in Atlantis and return to the Federation. As the declaration was issued, the ship's captain was not aware, as the radio was not tuned in to any station that played that. The crewmen had also assumed that marijuana and cocaine would be considered medical, and were not worried about anything. If Ryan doesn't want to RP with these folks sending in supplies to his nation, then that is his choice - he can choose not to recognize those imports. I personally think it would be boring and against the spirit of RP to simply say that he won't recognize the drug imports and I think that him maybe blowing some of those commercial ships out of the water, or arresting the ships crew and sending them to prison for ten years would be a better deterrent than OOC complain fests. That said, do so with caution because if you continually do not recognize legitimate actions then you run the risk of no longer being recognized by the community.
