OOC: BR, Lynneth and me are allowed to post here.

IC: In the interest of a beneficial relation with large parties in Central Europe invitations were send to the leaders of Bavaria and Prussia to come to the Belvedere Palace in Vienna for a meeting about how to promote cooperation in a new Europe.

Both were escorted from the Airport in Vienna to the Palace just a bit outside the center where heavy work was being conducted.

Once at the palace they would be taken to one of the conference rooms.

"Welcome to Vienna or as the locals call it Wien"the Empress said. At the Croatian side were the Empress and Provisional Prime Minister.

Otto bowed to the two.

"Servus friends. I come from de Freistaat Preußen. I wish to first recognize the great prestige that my nation holds in attending these meetings. We are honored and blessed to speak with nations such as yours and feel that only benefit for each of our nations, and for Europe and the world as a whole in is store.

Now...I must tell you, the first set of elections in de Freistaat will begin tomorrow, with the election of our Ministerpräsident...the highest seat in the nation. News polls put former Kaiser and Ländergovernor Albert Tanzband far ahead of the next contender...approximately 80%. He's become something of a legend in Europe, no? I have been given the blessing of Herr Tanzband to attend these meetings, but in the incredibly off change he does not win the election, I may be relieved by another diplomat for remaining course of this conference."

He looked at his notes for the conference and smiled.

"Now, shall we begin?"

"Very well, well the reason we have assembled here is because we have a lot in common, we come from the same nations our peoples are considered family of each other and our Influence on the Cultures of the world has been enormous as such I would propose the creation of a Central European bloc featuring cooperation on multiple levels such as Military, Economy and even Science. What would you think? "

"Griass Eana, Herr von Königsberg. The same to you, Frau Kaiserin and Herr Ministerpräsident."

(OOC: Empress = Kaiserin, Emperor = Kaiser /OOC)

Like von Königsberg, the King looked at the notes until the Empress began talking, which was when he started paying attention to her.

"Forgive me, but I have to correct you, Empress. The only 'same nation' we come from is the recently fallen GNR. Otherwise, our people have been very split within the last one or two thousand years. We have things in common, but not so many that I'd think of you or Herrn von Königsberg as family. Rather, acquaintances that I could grow to like if they don't alienate me.

On that note, I like to speak my mind. I hope you do not mind that.

Regarding this bloc, I'm sure we can work something out. Scientific cooperation? Sure. Economic cooperation? Yes, please. Military cooperation? I'll have to think about that. After all the world just recently destroyed the mockery of a nation that called itself Greater Nordlandic Reich. I'm not entirely sure if they'd like to see us cooperating on a military scale, unless it's purely defensive. I will thus not sign an MDAP, though in a few months or years, if the world thinks better of us all, this may of course change.

I'm also open to suggestions and tries of convincing me otherwise, though the latter will fail. I'm already married."

"Indeed, I feel that a Mutual Defense pact should suffice...it will keep the wolves that wish to call our actions aggressive at bay aswell.

I believe we are all in agreement to support such a "Central European Union", but we must first establish our priorities. I feel that first join administration of the current Prussian protectorate länder should be established, then a meeting with ethnic and national leaders across Europe be held to decide--by unanimous vote--to decide where and if land should be allocated.

Next, I believe we should establish 'Special Economic Zones' across the Baltic, Mediterranean and other key areas across our domain. These zones would allow for more investment in the area, encourage businesses to migrate to these areas, put more lax authority on shipping internally and internationally and establish common economic ground within our nations."

"I agree with all this points, in addition I feel we should maintain 3 levels of Membership; Founding Members who will have a veto right, Full Members who agree to all Articles but have a normal vote and Partial Members who do not sign the Military Articles they will have a normal vote too. I also believe this Union should have a clause stating no Colonies from other continents will be allowed on Europe as to protect the cultures which are so many."

"I fully agree with putting the prussian protectorates under joint administration for the time being, as well as the part after that.

About the 'SEZ', I've no problem with that. It should get trade up and running quite well. In regards to the Empress' proposal of three levels of membership, I can agree with that.

Colonies...I could agree with that. Do note, however, that the Alliance would thus have to be banned from Europe, their capital being somewhere in the indian ocean."

OOC: More of the saved than the saviors, thus not in the position to be dictating terms. Either way, let's remove ourselves from this petty argument.

OOC: France had a say in terms after WWII. Being saved doesn't mean you have no say.

It's hardly petty, you're saying an entire faction has no say despite being one of the main combatants.

OOC: Well... im actually moving my capital to Europe. Also my culture is primarily European and draws its roots from Switzerland, and I'd have to be grandfathered anyway, just like RA was grandfathered by tahoe's rule. (Of course it wasn't your original position anyway, consider my point more directed at cent.)

OOC: Who says we'd grandfather it just because Tahoe did? lol.

That said, no more OOC, please. This is srs thread.

OOC: Well I guess you could; though retroactive applications of policies are basically like punishing a person for a crime committed before a law existed. Rather than being viewed as enforcing an existing rule it would be more of a manufactured CB eliminate someone not a part of the strategic group. No more ooc.

OOC: I would personally recognize your right to stay there when you move your capital so you're pretty much safe in my opinion. Now leave this thread all, please.

IC:

I believe we have come to an Agreement, shall I order my Diplomats to make up a draft of the paper?

The King nodded.

"That would be good. If necessary,we can change it later, but right now I don't think that will be necessary."
