Although they descreas your citezen count by 2%, you gain 2 Pop happiness, and 1 enviroment, so thats more happiness there. Even with about 10 days taxes saved up, I only gain about $140K (after the price of the Borderwall is figured) for the first borderwall when my environment is 2 (before borderwall). They do increase your money collected after you have bought all other money making improvements. The larger (and closer to the Agricultural trade set [population]) you get the worse they are. They are good to get if you have all of the other money/happiness boosting improvements (as the reduction in population would slow down the progress to other improvements).
