Build them as your last improvements, excluding military, unless you really want military improvements I guess. Because by that point, the loss of citizens doesn't matter as long as you are gaining money, since you are only looking to get the most money. You don't need to worry about another 1,000 people to get your next improvement.

They choose to start that way, but the money will only get you so far. Eventually you have to keep up an efficiency, and that is when the best players show they know how to play.

With my old nation, I had 5 border walls. They do increase your money collected after you have bought all other money making improvements. The loss in people doesn't matter because you are looking to make more money, not buy more improvements.

I started one with my first nation when I was like 1000 NS, but that was back when the strongest nation was like 19k. now I have a new alliance and new nation and all that jazz, but it isn't that hard, just don't expect to be #1 in a week, and you will grow steadily.

Disaster Relief Agency is only worth it if you are a tech whore or banking nation. With my old nation I got the Stock Market first, and it pays off the fastest. But the most effective is SSS. Now i restarted, and my nation has nothing.
