Additionally we are hereby opening up our borders to political refugees from other countries whose governments look less favorably on our ideology. Let there by no excuse in the world to imprison the masses who strive for liberation, for we shall take them in, and you shall learn the error of your ways in oppressing them. But Manchurian Students shall not be coming as per our strict Immigration Laws they will have to be atleast 35 before moving out of Manchuria and mostly they do not pursue more then a Bachelor Degree in Manchuria. We are willing to make room for however many are needed, our view is our investment in higher education will ultimately lead a more productive immigrant workforce for those who stay, and increase our soft power with those who return home.
