Somalia

 

A voice is heard in the wilderness of Somalia. A cry for unity, a cry for a return to order, a cry of the people to once again be unified under a banner that holds a special and dear place in the hearts of all Somalians. In Mogadishu it is a hot day, most days in Mogadishu are hot, and this day true to the average is hot. The streets paved with two parts sweat and three parts asphalt shimmer under the sun's grim stare. A single vehicle pulls up to the boarded up Presidential Mansion that for so long stood empty. Parts of it crumbled in neglect, bullet marks pocked its surface here and there, but that didn't stop the passenger from stepping out of the car and examining the building. "Sir?"

 

"Yes Mustafa," the passenger replied.

 

"Is it safe to be out in the open like this?" asked Mustafa.

 

"Of course, why would I be in danger? This fine house used to be my home. I grew up here. My mother raised me here while my father was busy doing whatever it is that he did," replied the passenger.

 

"Sir, your father led what was either the most feared, most hated, most comical, or most annoying group on this continent for over twenty five years. He created a legacy. Not everyone loved him, many hated him. By default they hate you," replied Mustafa.

 

"Ever the worrier Mustafa. Relax. All is well. We are home."

 

Private Message to Athens

 

"I wish permission to conduct open and free elections for the purposes of forming a government in accordance to the wishes of the people of Somalia. Will you grant me permission to organize these elections?"

With permission secured (ooc- private confirmation), the word is spread via mass media that elections will be held to determine the future of Somalia. A special election is held using the old recruiting centers of the Legion as the voting areas. The voting areas are rigged with close circuited cameras and special guards assigned to watch over the ballots. Within a matter of hours the count determined that the provisional government of Somalia would be headed by none of other (surprise surprise) Jedidiah G. Denard.

 

An announcement is sent out-

 

Greetings World,

 

Legion, a name long since passed from the shores of Africa, has returned. The people have spoken, the House of Denard guides them with its loving embrace once again.

The streets of Mogadishu are filled with celebrating civilians. The big question of when the elder Denard will return is quickly answered by a direct feed from the moon. "Legionnaires! My day at the helm of the greatest country in Africa has passed. My blessings, my love, and my support go out to those of you willing to embark on this new journey. Be strong, be good Legionnaires. Serve Africa. Remember, Africa is for Africans and not every raggedy dirty hippy deadbeat Euro-trash who can't get a job waiting tables in what ever pigsty of a city that vomited him up."

 

Quickly, the newsfeed is cut and a somewhat embarrassed looking Prime Minister Denard appears. He rapidly says, "Of course, let it be known that Legion has a fair and exacting policy of immigration. In this spirit of what my father has affirmed, Somalia always has been, always will be for Somalians. Those who wish to come here and embrace our culture, our heritage, and our way of life will be allowed to do so. Standards for immigration will be demanding, we are Legion, do we want just anyone?

 

The next item of importance is the immediate reconstitution of the military arm of the Legion. The 1st through 10th Legion Brotherhoods are requested to make the command staff avalaible for the immediate formation of the 1st through 10th Legion RCTs. Traditional requirements for service are hereby affirmed. Not everyone can serve with a rifle in hand, we understand this, but those who can't fight in the field, can fight poverty, they can fight disease, they can fight illiteracy. Service to the greater good of Legion and all within its borders is expected and demanded.

 

That is all for now Legion, celebrate, rejoice, try not to get too hammered, though you are once again Legionnaire, it is somewhat expected."

 

With that closing comment the entirety of Somalia, now Legion, exploded with a frenzy of celebration, partying, Athenian troops would be showered with offers of beer, wine, and whiskey, many many babies would be conceived during the course of that very long night.

And with this affirmation so generously delivered by nations from all corners of the world, Legion was reborn, from the ashes. With it the entire Legion Army, Legion Missile Command, Legion Air Force, and Legion Special Forces, and Legion Navy. Equipment would be drawn from the depots of departed nations and while it is older and somewhat worn, it would service the needs of the Legion until they could be properly replaced. The services of Port of Sudan Imports and Exports also go quite the distance in preparing the Legion to resume its place in the world with several massive deliveries of equipment ranging from a wide range of types taken from the older Chilean depots that were loaded onto ships during the collapse of Chile.

Financial considerations has necessitated a massive reduction in force. The 1st through 3rd Regiments are ordered to form a dedicated unit under the banner of the Legion Rapid Response Force. This division and its attachments is given orders to consolidate at Fort Dengali outside of Mogadishu. The 4th through 10th Regiments are ordered to put 2/3rds of their strength on reserve status while keeping 1/3rd of their officers, specialists, and non-commissioned officers on duty in a ready reserve battalion.

 

The RRBs are given a roster of rifle companies that will rotate out on a monthly basis to keep the newly fledged reserve troops in fighting trim by ensuring that that have a minimum of 2 months of full time duty a year with supplemental weekend training sessions twice a month. Every month two of the Regiment's reserve rifle companies would assemble and report to duty to relieve the other two companies. This applies for attached support companies as well as each of the Legion Regiments are supported with a variety of attached units to ensure they are capable of being expanded to a much larger size or being able to act independently for a prolonged period of time.

 

A nationwide inventory was ordered and stockpiles, depots, and other sites are given a careful inspection. Items that have proven to be out of date are distributed to the extensive network of Legion's Brotherhoods chapters for sale or personal use. New stocks of parts, munitions, and other items ranging from Class 1 to Class 5 supplies are put on order to the vendors that keep Legion's military machine well supplied. The Commissary Department is put on notice that the number of items found to be expired was unusually high and to be more attentive to such details in the future.

Testing has shown that the LNS Enterprise to be a versatile tool in Legion's response to small scale conflicts in a variety of maritime and coastal environments. To supplement the LNS Enterprise, a pair of escorts has been authorized. The two new vessels will be guided missile destroyers with a mixed load of missiles designed to protect the LNS Enterprise from airborne threats and lend their weight of firepower against land and sea targets. These two new ships will serve as replacements for three rather elderly corvettes that comprise of the LNS Enterprise's current escorts.

An increased level of spending on infrastructure projects has brought about the growth of businesses of all sizes. The increased of revenue from the Legion Revenue Service, mandated the recall of the 4th and 5th Regimental Combat Teams to full duty levels. Funds were also used to purchase the expandable supplies needed to replace what will be a series of ongoing readiness tests codenamed Varsity. The Varsity exercises are to be conducted on a local, regional, and national levels for the purpose of determining the response times of Legion's command and control structures.

Funding and manpower allowances has been made to begin rebuilding Legion's Civil Action Teams. The CATs have a long history in Legion and Africa as being Legion's answer for governmental collapse. A single CAT having a basic level of 1200 men has enough men and equipment to establish a forward operations base in a country that has collapsed. From that base the Special Forces element of the assigned CAT can begin operating, likewise air traffic, medical support, logistical functions, and engineering projects can all be carried out under the direction of the CAT Commanding Officer.

 

Legion is authorizing funding for 6 Civil Action Teams at this time. Further funding is being directed towards upgrading Legion's long range air transport fleet, which is showing itself as wanting.

All reservists, off duty military personnel, and inactive reserve militias are given orders to report to their depots. Concerns of the growing crisis in Europe necessitate raising the alert levels within Legion in the event that Athens gets pulled into a conflict that could spill over into Africa. Air patrols are authorized to screen all major air traffic corridors into Legion and Legion's radar networks are given orders to go to full power to scan the skies. Air Defense Artillery and Air Defense Rocket Units are put on full alert under the command of Legion's Air Defense Command that consists of all of Legion's fixed Air Defense Units, heavy mobile units that are not directly attached to field forces, and the Legion Overwatch system that long since has been a staple of Legions human and electronic information collection and distribution system.

Legion's Navy, such as it is, will receive orders to stay inside Legion's territorial limit and out of the Red Sea area.

"Given the tension in Europe, Legion regrets to inform that Legion's territorial waters and air space are closed to military traffic from nations who do not hold a mutual defense level treaty with Legion until the European crisis is resolved. Legion is moving to secure it's borders and would appreciate the cooperation of our neighbors in this matter. Legion's land borders will continue to be guarded by the Legion Custom Enforcement Service, a civilian entity, until the circumstances dictate a change in this policy. A series of exercises are ordered as the reserves and militia formations are called up. The first series of exercises will be tests to assess individual soldier's proficiency in their primary and secondary classification. These tests will be proctored by active duty soldiers and will consist of a written, verbal, and physical segments of the tests. The time allotted for conducting these tests is set at one week as the performance review system for individual and unit assessments is already in place and well established. Once completed, a two week period of training will be undergone to bring individual Legionnaires up to speed as individuals and within their platoons. Upon completion there will then follow an additional one week of war games designed to test the capabilities of regiment sized units.

Substantial stocks of personal weapons, squad weapons, and munitions are to be distributed to Legion Forces as the first step in the Legion Ministry of War's Total Force Improvement Programme. With the weapons comes new radios, new uniforms, new body armor, and a slew of other items necessary to keep a combat soldier in the field for a prolonged period of time. The older weapons and munitions are to be put into storage in a new series of classified depots once they've been refurbished and certified ready for use. The new depots are locally sited and are known only to a select few within Legion's command structure and the appointed Local Area Militia Officers.

The individual testing of the reserves and militia has been completed. Training to bring all areas up to par and platoon level training will commence. Equipment for the Total Force Improvement is being distributed and the old equipment being taken to depots for reconditioning before being sent onto their classified caches.

With platoon level exercises complete the focus shifts onward to battalion sized activities. The equipment replacement under Total Force Improvement has been completed and the reserves, militia, and active duty regimental combat teams have been the primary beneficiaries of a wide range of improved equipment.

 

As part of an overall improvement scheme, a unified rocket division is ordered into formation. This rocket artillery division will be made up of all the traditional division and corp level rocket batteries for those nonexistent units. Calling back the former members of the units happens quickly enough and drafts of replacement soldiers for those former rocket division soldiers who are either dead, not willing to re-enter service, or occupied in other parts of Legion's military. The new Supercobra MLRS system is to be issued out to the Rocket Division long with a integral security and services regiment to keep the division supplied and secured when in the field.

Council of 13, private

 

"It is said that there are those who lead and those who by the very presence of their being are followed without a second thought. Our Prime Minister is one of the first and I find this most troubling," commented number seven.

 

"He's certainly not his father," number three replied.

 

"The parliament has requested, in private, our thoughts and directions. Only the Council can overturn Parliament and the Prime Minister. Do we have a quorum of nine members to advance our directives to the Prime Minister?" asks number one.

 

"We do."

 

"Very well, let our words be heard," number one grumbled as he wished the damn ceremonial robes didn't make him itch so much.

 

Prime Minister's Office, Private

 

Prime Minister Jeb Denard opened the sealed pouch that was just deposited on his desk by a robed gentleman who looked like he really needed some sort of lotion to deal with an intense itching sensation. A sealed pouch from the Council of 13 could either be a request for various mundane items like hemorrhoids cream or something more important, such as directions that by Legion tradition and law must be followed. His eyes glace over the documents and he quickly comes to the conclusion that the documents in front of him aren't for an order of suppositories.

 

"By Order of the Council, the Prime Minister will assume his place in the ranks for a duration unspecified at this time..." Denard read to himself. 'Am I to step down from my place in Legion and take up the life of a simple soldier?' he asks himself as he read further. "Suiwi Duval will assume the Prime Minister's position on an interim basis. I am to assume command of the 1st RCT and proceed north into the tribal regions and pacify them by any means necessary," Denard said out loud as he read the rest of the document.

 

It isn't much of a surprise to him. Legion's long absence from the rural regions of Somalia had left the place a free for all. Some parts of Legion have always been something of a grey area as far as the law is and was concerned. Yet the current state of affairs showed lawlessness and violence to be the order of the day. Assuming command of the 1st RCT and engaging in a badly needed pacification mission had not occurred to Denard to be very Prime Minister like action, yet the Council of 13 had other opinions on the matter. Whatever unfathomable reason they had for putting him at the helm of the tip of Legion's spear is a secret held closely by the Council.

 

"Right then," he grumbles as he toggles his intercom and sends a message to Suiwi Duval, one of the last living survivors of the Dengali fight. That fact alone would give Duval credibility well outside of J. Denard's reach, yet until this moment it never had been a consideration as Duval had been content to serve as the Minister of Procurement. "Whatever the hell that means," Denard grunts to himself as he still isn't sure what exactly the Minister of Procurement is supposed to do.

With the continuing need for protection and readiness in Africa it was time to more properly include regionally available forces. In line with this Legion would be formally invited to place forces within the Exarchate of Africa to deploy based on need of course payment in the form of ladies and other resources would be provided.

We just so happen to have two regimental combat teams that are currently preparing for their... ....... annual regional operational readiness exercises that could be quickly diverted to deployment abroad. They come with attached units and it is our suggestion they be deployed as close to possible to the potential crisis points within Athen's Protectorate. This will allow Legion the use of Athen's more developed air transport services rather than having to rely on our own somewhat antiquated forces.

With the campaign in Gabon completed and the bulk of Legion's fighting troops in Gabon slated to return home, the time has come for Legion to look inward for awhile. The recent fighting has demonstrated that Legion's machines of war are showing their age and it is proving to be an item of concern for the Legion High Command. A study of Legion Air Force sorties shows an highly unacceptable rate of mechanical and electronic failures throughout the Gabon incident. Further information shows that Legion Armored units were plagued with malfunctions. Taking these facts and figures into mind, a decision is made to begin pulling Legion's heavy equipment and aircraft off the line and replacing them with modern equipment as funds allow.

 

A notice is sent to Legion's Tianxian allies requesting advice on how to best proceed with replacing the vehicles of Legion. Some of those vehicles having seen duty in previous versions of Legion. The Legion Logistical Corp and Port of Sudan Imports and Exports being the parsimonious sorts they are had never shown any scruples about driving the vehicles and heavy weapons of Legion into their depots, putting them in storage, and then locking the gates behind them on the way home. With the resolve to replace the battered and frayed equipment in place, the even more difficult task of finding ways to pay for it raises its ugly head.

 

Recent payments from Athens to resolve the Gabon crisis along with significant stockpiles of gold and silver liberated from the vaults of various Gabonese rebels, Legion has a fair bit of cash to spend. The question is, just what to spend it on?

The purchase of new equipment and rebuild kits had gone through. Now all remained was to take delivery of the new material and machines. The deployment into the field would bring about other issues, but none of them terribly overwhelming. Though, the coming year or two looked particularly grim for the Legion Logistical Command along with the specialists tasked to rebuild the thousands of Legion vehicles that are soon to be upgraded with the rebuild kits.

Esteemed Sir,

Legion and Poland would like to create a trade deal that requires Athenian approval. Part of the deal calls for the city of Bossaso being given over to the Polish for use. In return Legion would gain access to their French Treaty Port. The approval needed is the allowing of a reciprocity clause that in essence states should either nation fall, the other gains control of properties in question. As an example, should Poland fall, Legion would come into control of their French Treaty Port, and likewise, should Legion fall, Poland would retain control of Bosasso.

Would this be tolerable by Athens?
