A recent uptick in revenues from tax collections, internal growth programs, and other economic activities has filled the treasury just enough to allow several ships of the Legion Naval Reserve program to be reactivated to full status. The ships will be activated into two task groups, one for assignment in the Atlantic and the other for assignment in the Pacific of Africa.

After a period of outfitting and training these task forces will be ready for full duty.

Task Force 1.01

1 Amphibious Assault Carrier

1 Battlecruiser

4 Destroyers

Task Force 1.02

1 Amphibious Assault Carrier

1 Battle Cruiser

4 Destroyers

Further, additional funding allows the Legion Air Force to reactivate 10 squadrons of A-10 Ground Attack Aircraft, 10 Squadrons of F-16 Fighters, 2 Squadrons of B-2 Bombers, and 5 Squadrons of F-15 DEW Variants. The DEW Variants are dedicated Electronic Warfare Aircraft that carry powerful radar jammers and sensing equipment. All of the aircraft are dated but in working order. They will undergo an program of rehabilitation to refit the planes before being put into active duty. Parts for the models are readily available on the open market and will be sourced through Legion's normal vendors. Pilots, ground crew, and other manpower will be assembled from Legion's Active Specialist Reserve and Legion Air Force Inactive Reserves.

Taskforce 1.01 is ready for duty and already on its way to Sierra Leone. Task Force 1.02 will be ready for duty within a few weeks. Following the departure of Task Force 1.02 on its shakedown cruise, the ships of the newly authorized Task Force 1.03 will begin preparing for sea duty.

Legion Central Command having the capability to deploy a far higher quality of equipment than it has for quite sometime, authorized the creation of the Legion Heavy Division. This unit will be a merger of several Regimental Combat Teams into a tradition Heavy Armored Formation. The vehicles for the Heavy Division will be kept on several large RORO transport units and protected by a dedicated task force of Destroyers and Frigates.

With this is the expansion of the 501st Airborne Battalion into the Airborne Division. This single Battalion will be filled with Legion Veterans from infantry units. It will consist of 8500 or so men and women. Each and every Legionnaire of that unit will be drop qualified. The equipment of this Division will be light, it will be air transportable, and the Division will be able to be deployed anywhere in Africa within days.

To underwrite of these expansions, 50 percent of the Legion National Guard units will be either recruited into the new formations or phased out as their terms of service expire. The remaining Legion National Guard Units will be expanded by one battalion as well. Those wishing to sign new contracts with active duty units will be allowed to do so at the rank they have upon re-signing.

Alistair_B_Winston_III utilizes a secure line at the Winnepeg Interim Government Offices to place a call abroad. The intended recipient is a gentleman who can supply him, and the people he represents, certain opportunities. A packet has been sent ahead of this call, describing (confidentially) the intentions of his organization and why they need...the Legion.
17:25 germaine After being referred through the channels up to the top the call is transferred to Legion's Minister of Procurement and Special Projects Gentleman Johnny Germaine Esq.
17:25  germaine "How might I help you?"
17:30  Alistair_B_Winston_III clears his throat, then settles to address the issue. "Mr Germaine, Winston here. I'm calling on behalf of the Hudson Procurement Group, currently contracted to work...procurement on behalf of interested parties in Manitoba and Saskatchawan. I believe you have received our courier packet describing the project we intend to undertake? Training, Engineer and Civil Engineer Corps, work opportunities in Cana
17:31 germaine "Yes, I'm looking at this package now. I believe these services can be provided. The question I have is do you want them provided overtly or covertly?"
17:32  Alistair_B_Winston_III smiled silently and addressed the matter exactly. "Overtly. We believe the...reputation you bring to the table will discourage the right people, encourage the right people, and bring legitimacy to the projects security and economic vision.
17:34 germaine "Very well, the first round of hires will be detachments of security troops hired from the ranks of Legion's Inactive Reserves. We ought to have enough Military Policemen at loose ends after the Gabon affair. To follow will be civil engineering units. Will this suffice in the short term?"
17:47 Alistair_B_Winston_III Yes, that will suffice. Legally, the Commander Of Troops or CO you send will be treated as the Chief Liason Officer; I'd like him to contact me at the provided email or phone number in order to talk specifics at his earliest convenience. But now we come to the price of the thing. I'm sure your organization has a specific price tag in mind for this package, why don't you lay it out for me.
17:48 germaine "Control of the city of Churchill and a diameter of 10 miles around it. It will of course be heavily invested in and persons of your nation will be hired as often as possible to satisfy labor requirements."
17:57  Alistair_B_Winston_III coughed. "That's a significant price tag....but then again, it's a significant package. We can meet the requirement, provided you agree to a generous personnel limitation, at least for the first year. Documentation will show that the territory is leased for a 99 year period, with the option to review the agreement at 6 months, 1, 5, 25, 50, and 75 year marks to discuss expansion or refit the agreement to
17:58 Alistair_B_Winston_III Politically, that means we have the paper option of releasing the contract. Realistically, we want the option to expand our agreement, and expand the administrative zone of your 'free associated territory' in order to potentially increase investment and business, as well as meet training opportunities that may require more space."
18:00 germaine "This is reasonable. The package you sent indicated the need to be prepared. A Legion Officer, traveling as a tourist, was sent after receiving your package. He will serve as the CLO and has been provided with a pair of encrypted sattelite phones bought on the open market. Given the ability of foreign governments to eaves drop on those signals I advise they
18:00 germaine not be used for anything more than general communications. He will make contact with you directly upon the announcement that your part of Canada will be recognized as a nation."
18:02 Alistair_B_Winston_III Outstanding. Than I believe this concludes our business, sir. My staff will be in contact with your staff, I'm sure we will have a mutually prosporous relationship together.
18:03  germaine signals his assistant to send the recall orders for the several hundred Inactive Reserve Legionnaires who will be going to Canada. He also sends several emails to order space be made available in Legion's training schools for the Canadian specialists and officers."

With the deal signed, Germaine orders the recall of hundreds of Legion Military Policemen, Logistical Specialists, and puts out the word that Civil Engineers are going to be needed. Within the hour his assistants are flooded with bids from Legion's pool of talented men and women who cut their teeth in the Combat Engineering Regiments and in various Civil Engineering projects around the world. Contracts are signed, assignments made, last wills and testaments updated, and plane tickets are purchased.

The Security Teams will go in first, dressed as civilians, and in civilian planes. Their luggage will contain their personal weapons and a reasonable facsimile of a uniform of the former nation of Faraway. The purpose being giving the local civilians something somewhat recognizable as an authority figure yet differentiating them from the normal military uniforms of Legion, for the purposes of not attempting to present themselves in the role of an occupation force.

Equipment for the fledgling Canadian Army will come out of Legion's stockpiles. Orders are issued to begin checking it over to be sure it is fully functional. Other equipment that includes heavy construction equipment will be bought in North America. Once the Engineers report on local conditions around Churchill, a clear picture will be had of the best way to proceed.

Space in Legions numerous training academies is ordered to be made available. Not the accelerated programs either, but the full term schools for NCOs, Officers, and Specialists that one day will make up the ranks of Canada's army. A special course is ordered to be assembled to prepare a small percentage of these soldiers to be trainers with the intent of the Canadians quickly becoming able to put together their own courses once they have assembled the materials, manpower, and experience.

Until then, the 3rd Special Forces Group is put on notice to begin brushing up on their mountain and arctic warfare training. The report from the commanding officer of the 3rd is not promising in the area of Arctic Warfare skills. Because of this problem it is decided to forgo sending a Special Forces Group and instead send the few Arctic Warfare experienced troops they have to Canada with orders to hire local experts. Once a local training corp is hired, it will be flown to Legion, pushed through Legion's Special Warfare training program, and  then sent back to Canada to serve in the role of Specialist Trainers in Mountain and Cold Weather fighting.

As part of the agreement with Poland, the Legion France Company CEO is sent to the Polish holding in France with orders to procure office space. Once this has been accomplished, contracts for imports and exports will be made available.

The Free State Contract required the necessity of dispatching a few dozen of Legion's finest railway engineers. With them a older gentleman is sent, one Ser Niklaus Cagee has been recruited for his expertise in managing the building of heavy underground shelters. His work with the Legion Olympic Company is still regarded as an exceptional feat in engineering and local diplomacy.

The first wave of trainees from the Free States are put into a camp on the coast. They will be given a three week climate adjustment period with light training in the form of close order drill, basic military standards, and physical fitness. Once they've acclimatized to Legion's weather they'll begin a 200 kilometer trek up the coast. They'll march each morning and train each afternoon. Upon arriving at their first training camp they'll do a week long period of intense mental and physical conditioning. Once this week is completed they'll proceed farther up the coast. Given that most of Legion's basic induction training proceeds in this manner, the necessary infrastructure is already in place. Once they've completed this 12 weeks of induction training, they'll be assigned to their advanced training program.

Given these men are expected to have some sort of military or police background the plan is to drill them in basic Legion standards in order to bring them all along to the same set of standards. Hence the necessity of subjecting them to a rather difficult 12 week induction training that is tweaked at certain points to ensure a higher than normal rate of washing out to cull the first few classes of the meek to leave the absolutely determined, which will be diverted to the Officer and NCO training classes. Once those courses have been filled with enough people to satisfy the immediate requirements, the dropouts will be cycled back through the course and allowed to complete their training as regular infantrymen and given an option of receiving technical training to gain a specialist ranking if they can past the entrance exams to those courses.

The collapse of the Polish government prompts the Northern Legion Military District to make a meeting with the Polish Commanders of Bossaso. An offer is made and accepted. The men and women who wish to stay are given jobs within Legion, those who wish to return to Poland are sent home with generous severance packages. The equipment of the Polish is put into storage for sale or distribution to Legion Forces at a later date.
