Queretaro, Queretaro - Nominations have begun this week as the parties prepare for the campaign for the Presidency later this year. In accordance with Mexican law, President Calzada is ineligible for the presidency. Two candidates from PRI, Enrique Pena Nieto & Manlio Fabio Baltrones are in the running for their party's nomination. Pena is the current Governor of the State of Mexico, and is considered the favorite for the PRI candidacy. PRD's candidate is Andres Manuel Lopez Obrador. After narrowly losing the last election, he has made a name for himself in the protests he lead after his loss. PAN will see Ernesto Cordero, Josefina Vazquez Mota, & Santiago Creel fight for their party candidacy. Should Josefina win the nomination, she will have to overcome the masculine culture to win the presidency. The elections are set for July 10, 20XX. There will be six gubernatorial elections, as well as the election for the Head of Government of D.F. Local elections will be held in previous six, as well as six more states.

"The UCNA supports the claims of the Imperium. The death sentence for a leader that was defending their nation from unwarranted aggression is by no means justice. The criminal in the war was the aggressor not the defender, sometimes one must look at their own allies as being in the wrong."
"You do not declare who is a criminal in our judicial system. Tianxia was not at the center of the trial and Tianxia was not mentioned in the proceedings, except to describe the actions of the former government. The missiles, which were haphazardly launched towards our allies naval assets near Mexican territory, put Mexican citizens working in the Gulf in serious danger. The men were convicted, and justice has been served in that regard."

Mexico City, Mexico - Former Texas President, Robert Denard, is having his name changed to Robert, in an effort to separate the actions of the former leader from the man known as Mad Dog Denard. Will Smith and Matt Damon would also have their surnames removed from their legal names, in order to prevent confusion from historical actors who bear he same name.

The Appellate Court of D.F. would accept the appeal of Robert, William & Matt. Their decision will determine whether the death sentence will be upheld, and determine the date of the execution as well. Protestors outside the supermax prison were hoping to permanently deter the executions, and plan on protesting outside the courthouse during the new trial. The criminal trial transcripts will be available a year from now for legal research and study outside Mexico. Mexican legal scholars will be able to access the transcripts in a month, after classified information has been removed from the documents.

In Mexico City, Mad Dog Bob Denard arrives directly from the moon. He approaches the nearest government office with a large sheaf of papers and a concerned look on his face. It seems there was a huge mix up and it turns out Robert Denard of Texas is actually a 4th cousin of Mad Dog Bob Denard. With some regret at the mix up he requests the name change not to be performed and that he be given access to his cousin to lend moral support during this trying time. He has no plan to interfere with the execution of justice by the Mexican government and he has a signed document stating he will make no public statements regarding this situation.

There is also a request that the body of Robert Denard, should he actually be executed, be turned over to him for burial at the place of his family's choosing as a humanitarian gesture by the Mexican government. All expenses to be handled by Mad Dog Bob Denard and with his personal thanks to the Mexican government should they allow this small courtesy. Further, the expenses for burial for the other two men will be quietly paid by Denard in private anonymous plots to prevent the martyring of the men by dissident hostile groups within Texas. Educational trusts for the children of all three men are will be made to ensure they never want for good educations and the stern advice of Denard will be made that they, "Get learned and banish all foolish thoughts of retribution".
The Empire wishes to protest the death sentence on these men. Whilst they are at fault and neglient, killing them serves no purpose. We respectfully request that they be permitted to live their lives in exile within the Empire performing hard labour in an Imperial Prison until the end of their natural lives.

Better men have been given life imprisonment for worse crimes than endangering the lives of civilians, the former King of Ireland remains incarcerated for wiping our three cities with nuclear weapons.

We urge Mexican authorities to permit the Empire, as your allies, to take these men and make them suffer a lifetime of hard labour for their mistakes as opposed to having them potentially executed.

Signed

Official Vietnamese Communique:

In regards to Umbrella Corporation:

Unless there was another King of Ireland other than Richard Dinsmore who used nuclear weapons in self defense to destroy three enemy cities then you'll find you do not, in fact, have Richard Dinsmore in custody. Richard Dinsmore is a valuable member of Virtus International and is currently contracted out to the Vietnamese government. King Dinsmore received a full Vietnamese pardon for any and all past crimes prior to his work in the national security sector, due to the nature of his work, King Dinsmore enjoys diplomatic immunity. We respectfully request that Umbrella review which person is currently in their custody to ensure no innocent person is being held against their will.

In regards to the prisoner situation in Mexico:

Vietnam is surprised how many nations feel that they should give advice to the Mexican government, like they're a nation of fools. The Socialist Republic of Vietnam offers the Mexican government its full support, and if needed, another judicial setting in which to try the convicted prisoners.

OOC: Richard Dinsmore, like all of my past national leaders, works for Virtus International. He was never placed in a position that would have enabled his capture - please do not assume that you have him or any other leader of mine, past or present. Apologies for having this dragged into your news thread, Voodoo.

Mexico City, Mexico - 40,000 Mexican soldiers will be entering the former Republics of Indianapolis & Chicago upon the fall of the nations government. President Calzada has indicated he wishes a local government to form, and to assist the people in maintaining law and order. Until the day a local government forms, he says Mexico will protect the territory.

Queretaro, Queretaro - The appeal trial for the three former government officials of Texas began yesterday with prosecutors explaining the timeline of events to the jury. The team of attorneys representing the defense were seen only taking notes. The prosecution's case is only expected to last a few days, while the defense has said they have come up with a new strategy that should help set the men free. Legal analysts say the acceptance of an appeal for this case was unlikely, but believe the justice system wants to ensure a precedent is set. Responses from other countries were largely ignored by the Judge presiding over the case.

**Classified**

Ten squadrons of F-7 multi-role aircraft and 3 AWACS would fly to the territory to establish air superiority. They would find troubled areas and report on the state of the region to the incoming commander. Troops would begin dropping into the territory shortly after. Their RoE was to fire only when fired upon, and to assist local authorities in maintaining order.

Mexico City, Mexico - In a series of drops, PRI has begun to fully back Enrique Pena Nieto. President Calzada, whose term is ending at the end of this year and is barred from re-election, has announced his support for Pena Nieto. In his announcement he brings up "his youthful passion for energizing the Mexican state, as well as continuing many of the progressive policies started under my administration, will be a great asset". Pena Nieto is known for being the Governor of the State of Mexico, but whose fame is overshadowed by his wife of telenovella fame. Reaction to his nomination range from full support to mockery for his "youthful look and his trophy wife".

Previous presidential candidate, Andres Manuel Lopez Obrador, has begun fundraising and campaigning efforts in states surrounding his home state. He is expected to lead in Mexico City, where he was Head of Government for five years, and the surrounding states. Analysts believe his near-victory in the 2006 election will assist him in this election.

PAN candidate Ernesto Cordero announced the end of his nomination campaign, after falling behind both candidates considerably in recent primary elections. Josefina Vazquez has led the party with a double-digit lead in the polls. She is considered the favorite to win the nomination, despite the masculine culture of the rural regions she needs to win for the nomination. In a poll, which asked whom would you vote for in an election, with the answers being a generic PRI candidate, Andres Manuel Lopez Obrador & Josefina Vazquez, she was voted second to a generic PRI candidate by only 3.4%.

Queretaro, Queretaro - The Appellate Court of D.F ruled in favor of the defendants last week. The court upheld the convictions, but overturned the death sentences for the men. The judge explained his reasoning as "the men, while recklessly endangering the lives of Mexicans and their livelihoods, did not cause any deaths when they decided to launch the missiles against Tianxia in the Gulf of Mexico. This action was reacted to by the government of Mexico as an act of war, and as such invaded to protect its people. The men, should they be executed, would go against the interests of the families which were affected by this and create martyrs out of cowardly men. I will overturn the death sentence on each defendant. In its place, each man will receive a sentence of life in prison, with no opportunity of parole. They will also have to pay restitution to the families that were psychologically or physically injured in their attack, which will be taken from their assets prior to their arrest. The total amount will be determined at a later date." The prosecution has stated they will not seek to appeal the courts decision, ending the process that could have set the men free. The mens surnames would also be reverted back to their original, prior to the trial.

Private

Mad Dog Bob Denard would be informed of the results of the appeal by the government of Mexico, and be given the option to continue with his initial plans of opening educational trusts for the children of the men.

Private,

The trusts are set up anyway through a prominent Mexican legal firm and left in the care of said legal firm for future handling. Yearly reports are expected on the children's educational and family lives in the event Denard decides to intervene personally to ensure their lives are kept on track. To this end a message is sent out to all Legion hiring halls tasking them with the responsibility of collecting information on the families of the accused for future collection and reporting it directly to him.

Said reports will also be made available to the Mexican Intelligence Apparatus as a gesture of good faith.

Suffices to say, the eyes of the Legion are upon the little beggars and the rest of their families.

Almoloya de Juárez, Mexico - While on a flight to serve their sentences in La Palma, the plane carrying Robert Denard, Will Smith and Matt Damon crashed at around 7:18pm yesterday. The investigation is underway for the blackbox of the aircraft to determine the cause of the accident. The pilot and co-pilot managed to survive the crash. Both are in intensive-care units and are currently in an unstable condition. This accident comes after a tumultuous court battle over whether the men committed a crime under Mexican law, and whether they deserved to die for their crimes. The former was found true in the original trial and in the appeal trial. The appellate judge decided the lower courts death penalty decision was considered a cruel punishment when lives were not lost due to their actions. The prosecution decided against appealing further.

Mexico City, Mexico - Enrique Pena pulls ahead in the polls against Andres Lopez and Josefina Vazquez, leading by double digit figures in all polls. Pena Nieto is building off his predecessors success, yet is offering different courses of action againstfor the drug cartels and in international trade. Andres Lopez is tied with Josefina for second place in the polls. Lopez Obrador has led an aggressive campaign on the lack of domestic policy under Calzada, and subsequently PRI's, reign over the last six years. He claims "Calzada has made strides to establish Mexico on the international stage. In his actions, he and PRI have ignored the Mexican people back home". Josefina Vazquez has made attacks against Andres Lopez in his actions after the 2006 election, and his record while Mayor of D.F, as well as criticized PRI for its wild spending spree over the last six years.

Mérida, Mexico – The body of an Irish soldier was found in a shack early last week after a package of picture, garments and the whereabouts of the body were sent to Mérida City Police. Police have packaged, analyzed the evidence, and have determined the Irishman illegally came to Mexico to seek the assistance of Los Zetas for the sum of 20,000,000 Pesos. Arrested members of the Zetas, who claim to have attended the meeting, have commented the man was seeking the Zetas to attack Reichtenburg with a military & civilian internet-crippling virus that "they can't block out". Secretary Espinosa released a statement regarding the Irish actions:

"Evidence presented to my government, has led us to believe the Irish were seeking the assistance of Los Zetas, a declared and well-known criminal organization, to attack their neighbors in the British Isles. On the deceased was an iPhone, which gave us detailed records of the mans locations, actions he took while on the phone and phone records. A money transfer of $20 million pesos was taken from what we believe to be an account set up by the Irish. We have also found evidence on this phone of contacts and numbers primarily inside the Irish nation. The vessel which the man arrived in held beverages to be of Irish origin as well. As a part of an effort to bring the family of the man closure, we will release a picture so someone may be able to claim his body. Until such a time, we will perform a proper burial in Mérida.

While we do not recognize the nation of Reichtenburg, or New Britannica as they are now known, we do understand the people of the nation are not to blame for the government they did not elect. We denounce the actions of the government of the Kingdom of Ireland, and their attempts to help the criminal organizations who wish to harm this nation and others. The Kingdom of Ireland is no longer considered a friendly country to Mexico. We encourage nations who wish to trade and maintain relations with this nation understand they will use criminal elements to harm not only Europe, but North America."

The body of the Irishman will remain in the custody of Mérida City Police until a burial can be performed. Police have stated they will bury him in a local church in an unmarked grave.

Houston, Texas - Texas held its first gubernatorial election today. This election was held separately from the recent elections due to logistical reasons and voter registration issues. Legal Texans immediately became citizens of Mexico upon their entry in to the Republic, but the voters had to be registered before they were able to vote. Those who were not registered at the time of the election will be able to register at the ballots.

Elected to the governorship was single-term state senate member, Barrack Jose Obama. A member of the PRI party, analysts claim he rode the wave of success of senior party members. Their success in the Presidential elections, as well as success in incorporating Texas in to Mexico, gave Governor-Elect Obama the perfect platform to further PRI goals in Texas.

Mexico City, Mexico - President Calzada, 2 weeks before the end of his term, has declared the former Regnum territory as a protectorate of Mexico. He announced 15,000 peacekeepers would be sent to the territory to maintain law and order, and to bring humanitarian aid to regions of concern. The Regnum territory would be merged with the Oklahoma and Indiana protectorate regions to form the Midwest protectorate. Galvan appointed Major Gutierrez, after Senate approval to temporary military governorship over the entire protectorate. The purpose of the temporary governor was to act as a liason between local governments and the Mexican government.

**Classified**

5 squadrons of F-14's were positioned over the former Regnum territories to dominate the airspace before ground troops can arrive. Commanders declared a no-fly zone as troops moved towards the Capital city and a select number of other major cities. Ground troops would move in to take control of government headquarters in the Capital, as well as major municipalities.

Los Angeles, California - Started a few years ago, the railways of Mexico have connected the entire country with one system. The Federal Railway initially cost the nation an estimated $100 billion, and became delayed in several cities due to localized cartel violence. When Texas was added to the nation, Secretary Pérez-Jácome requested additional funds to extend the rail ways to the furthest west city in Louisiana. It has not been discussed whether Panama will be included in the railway system, but officials have said it will not be possible to extend it to Panama City until it has been determined whether Panama will become a state or remain a protected region.
Opponents of the plan have noted the completion of the project will mean a sharp rise in unemployment across Mexico. A spokesman for the Sub-Secretariat of Transportation has stated the railway will require thousands of people to remain as permanent employees to operate and maintain the Railway. In an effort to keep highly skilled workers, the Subsecretary of Transportation, Duarte Olvera Felipe, has announced a workers program to allow the contract workers who worked on the railway to have priority consideration for the permanent positions.

Rio Bueno, Jamaica - The Mexican military base in Jamaica will converted in to a joint Naval-Air base in an effort to increase the Mexican presence in the Caribbean Sea. Since the fall of the Republic of Texas, Mexico has had sole control over the economic assets in the Gulf. Mexico will continue to maintain its presence in the Caribbean with the increase in air assets and drone patrols over the Sea. Hanger construction will begin in the next two months, with new docks being added in 4 months. Naval assets have already begun securing the Sea from Mexico to allied Athens in the Virgin Islands.

Mexico City, Mexico - President Calzada announced an addition in the Calzada Doctrine. The addition will bring Latin America under the Calzada Doctrine and under the Mexican Sphere of Interest. The change, Calzada says, will ensure Mexico's backyard will remain stable and free from aggressive moves from fellow Latin American nations. Calzada spoke on the addition earlier today, stating "the omission of Latin America in the original doctrine was not a mistake, but closer to where the instability and aggression near Mexico was occurring. With North America and the Caribbean stabilized, for now, our focus must now include the region where our brothers and sisters are located. A new group of organized nations have formed in Peru and Columbia. Mexico will ensure the stability of the region against regional conflict. The American continent can be stable. It will be stable. We commend nations such as Greenland, our allies, for supporting a stabilized North America. We commend Umbrella for their work in South America. Despite their attempt at invading Britain, we cannot forget their work back home helped bring a region stability".

PAN critics have said the new doctrine will overstretch Mexico's military, but as others have said, the use of the doctrine has not always seen military as the primary tool of enforcement. Several conflicts have been brought to an end through diplomacy and mediation. The recent Vinsalia/United States of America conflict is the most recent success of this doctrine.

The Calzada Doctrine

Article I.
The Mexican Sphere of Interest (MSI) will primarily be the North America, Latin America and the Caribbean. Mexico will ensure the stability of the MSI through whatever means are deemed necessary to secure Mexican interests.

Article II.
Should a nation act against the interests of the MSI, Mexico has the power to intervene through any means necessary to end the action as swiftly as possible.

Article III.
Future colonies, military movements and economic activities that go against Mexican interests and the MSI will be considered an aggressive act, and will be dealt with as such. Current colonies, as of the issuance of this doctrine, will be considered stable areas of the MSI.

Article IV.
Should the lawful government of a territory cease to exist in the MSI, the territory shall immediately be under the legal control of Mexico. At this time, the territory will become a protectorate or other form of governance as deemed appropriate by Mexico to suit the needs of the local population.

Article V.
This doctrine can be amended at any time by the President of the Republic.

Mexico City, Mexico - The former territory of SUSA has been placed under the protection of Mexico, per the Calzada agreement. This move will result in 5000 peacekeepers moving in to the area to ensure the local governments will be protected from foreign intervention. Opponents to Mexicos increasing military presence across North and South America have called for the next president to curb Mexico's foreign intervention to focus on problems at home. President-Elect Pena-Nieto had no comment in response to the requests.

OOC: Like TBM wanted to do, feel free to do some character RP in the former SUSA. Attempts to use character RPs to affect national RP won't be recognized as well.

Mexico City, Mexico - The inauguration of President Enrique Pena-Nieto will happen a month from now as his staf begin preparations for the event. It is expected to be one of the largest inaugurations in Mexican history, due to the unreal success of the PRI in the elections and over the course of the past six years. AMLO supporters have declared there will be hundreds of thousands people attending to protest the new President, in support of Andres Manuel Lopez Obrador. Opponents of Pena-Nieto have accused his party of buying votes and bribing the media. The Federal Election Institute confirmed the victory early Monday morning, based on the lack of supporting evidence and the large lead over Lopez Obrador, whom was second in the race this year.

Invitations will be sent out to allied world leaders, as well as friendly regional leaders. Tickets will also be sold to the general public for $500 pesos.

Natal, Brazil - Mexican military officials have begun reducing the number of military patrols across the state of Rio de Janiero and Rio Grande do Norte with the lessening of violence post-fall of Umbrella. Congress has approved the incorporation of both states as territories of Mexico, with a referendum on status set for four years from now. The biggest reason for the move, analysts say, is the large amount of investments Mexico and Mexican businesses have made in both states due to the large naval bases in both states.

Panama City, Panama - Panamanians have voted to be added as a state of Mexico after two years as a territory and two years of being a protectorate prior to that. The results were 52% in favor of statehood with 36% voting in favor of maintaining the status quo. 7% voted in favor of becoming a sovereign nation, with 5% voted in favor of being a sovereign nation with free association with Mexico. Congress has approved the resolution for Panama to become a state, which will allow all current residents to become Mexican citizens.

Houston, Texas - University of Houston researchers have begun looking in to establishing a large underwater research facility in the western Gulf of Mexico. The concept has existed since the 1950's; however due to cost concerns as well as technological concerns, the ideas never came to fruition. Some call the research a waste of money, however scientists have said the practical uses for space training will become the standard across Mexico.

Baton Rouge, Louisiana - With the nonrecognition of the Northern Imperium government, President Calzada has declared the Louisiana territory of the former nation as a part of the state of Louisiana. He was preparing to send 750 troops to the area to begin the incorporation of the small region in to the rest of the country.

4500 soldiers would arrive on the Falkland Islands and the Sandwich Islands that were formerly controlled by Umbrella to secure it from Virtus International. They would set up an outpost until a permanent base could be erected on the west island of the Falklands.

The soldiers would, if they arrived, be met a very polite, very heavily armed contingent of Imperial Marines, the Imperial flag still flying high and proud behind them, and a rather stern-looking Colonel with a message embossed with the Imperial seal asking, equally politely, if the Mexican soldiers would please leave Imperial territory, as the government was still very much alive and kicking.

New Mexico, Mexico - With the recent acquisition of the former UCNA territory as a protectorate, drug cartels are beginning to move operations northward of Texas and Louisiana as well as operating in rural areas of Brazil and Chile. Officials have started to see a rise in drug-related crimes across the vast protectorate regions as cartels begin establishing their own growing facilities for Coca and Marijuana in Northeast Brazil. Local authorities in Montana, Michigan and Ohio have stated their concern for a rise in cartel activity in their region as they seek to expand their influence as far north as the Arctic.

Mexican Federal Police have been quick to mention the fall in drug-related crimes in Mexico, but have conceded their inability to enforce Mexican law in protectorates due to the Calzada Doctrine. President Calzada has stated authorities in Mexican protectorate regions are more than capable of enforcing drug laws and has offered increase assistance should it be requested.

In the last six months, drug-related homicide has fallen 25% and drug-related offenses have dropped 14%. Rafael Morgan Ríos, the Secretary of Education, has attributed a modernizing education system and strong local enforcement as the two primary reasons for the drops.

Mexico City, Mexico - President Calzada has called a press conference regarding the recent taking control of the former Cascadia region. He has declared "the Utah and Colorado regions of the territory will immediately begin the process of being incorporated in to the Mexican nation, just as they were during the Mexican golden age. We are a nation restored. These last six years have been a joy to serve, to watch Mexico grow, to see our people prosper. We are in a new era of Mexican history: one that is progressive, yet economically sound. We no longer see the plagues of dictatorship that once harmed our people. We are a nation for Mexicans. We are a beacon in this hemisphere and this world. We are, for the first time in over a century, a world power". President Calzada has also vetoed Congress' bill to incorporate several states of Brazil in to the United Mexican States. In response to the military's needs, he has declared the city of Natal and city Rio de Janeiro to be autonomous territories.

"The Republic of Greater Colombia highly commends President Calzada for his veto of the Mexican Congressional Bill that incorporated pieces of South America into proper Mexican territories. It is clear that the executive branch of Mexico's government is not in the business of prematurely making highly critical and sensitive decisions. We look forward to continuing cooperative diplomatic engagement over Latin American bilateral and multilateral relations, as well as positive engagement over South America in general."
