We are still awaiting further reforms and are willing to make the necessary changes to our government structure in order to satisfy the wishes of other African countries. Currently, we are investigating the possibility of a constitutional monarchy since it best represents our link to Christian faith and tradition while respecting the rights of those amongst our populace who may not agree with Christianity. In the meantime, we would like to hold off on a formal application for membership until we, of the National Levantian Conclave, can consolidate control over the nation and finalize our government. We hope to receive support from the African Union whether through symbolic gestures or through concrete economic assistance. Advisors would be highly useful, especially in creating a long-lasting, stable government which will best serve the interests of the Levantian people. The Principality would also like to forward a motion for the African Unity Pact to aid its woe befallen brothers and sisters within the nation of Arctica - be it through civil, or yes, even military aid. While we admire the Arctican people's bravery and honor in the face of unprecedented military might, we cannot stand idly by any longer as the days wind down. We propose AUP members grant the Arcticans whatever resources they require in order to rebuild their decaying state into the respectful and strong neighbour Arctica ought to be. Whether this aid comes in the form of humanitarian deliveries, free reign for the Arctican military to utilize AUP member bases in its vicinity, or deploy active combat forces to their territory the Principality stands firm in its desire not to allow Arctica to fall. They will be transported to Legion at the end of the week where they will serve a term of no less than 10 years of hard labor for their crimes. Educational funding has been made available to the West African University, a new institution created by pooling the talent and resources of several smaller former educational vendors. This University has opened its doors and is currently enrolling students. The funding provided is a short term grant to allow the organization to operate until tuition money meets their needs for keeping their doors open. Local hospitals are suffering a shortage of trained staff, which has prompted Firebase Opie to open it's doors to the West African citizens who are in need of medical care. A long term solution is being implemented by providing full scholarships to the West African University for medical training and encouraging expatriate West African doctors to return from abroad to serve their communities by offering a 5 year contract through the West African Civil Authority. All direct affairs with the West Africans are being handled by the West Africans. Legion presence has been kept deliberately out of site when possible. Legion is in favor of granting them immediate acceptance. Levantia is a more troublesome matter as Legion has men on the way and in the country as observers. The political situation being in flux makes their admittance at this time hard to accept. However, I do see the room for placing Levantia in caretaker status. This implies the African Union will work to ensure that Levantia has the space and freedom to work through their political process through whatever means they deem necessary to achieve a stable government. This also implies should fighting break out in the form of a civil war in Levantia that the African Unity Pact will not take sides and allow the war to continue unhindered providing there is no ongoing aggressive campaign of crimes against humanity by either side." -------------------- AUP Base Bosaso is given it's own series of tidal generation plants for independent power production along with access to the regions wind farm produced power. The base's fall out shelter system for aerial and nuclear attacks are under construction. The massive runway required to land the Aeonic supply aircraft is under construction. AUP OTH bases for Legion are being opened up as well. They are simply being incorporated and piggy backed into the current chain of defensive positions that exist up and down Legion's coast. AUP Base Andy is well underway. Using the similar construction pattern of using prefabricated modules and earth moving equipment the base's residential quarters are being quickly installed in underground positions. Typical depths are 10 to 15 feet under the earth depending on the local bedrock layers. The runways and helicopter ports are well underway as well. The base is also given a permanent Combat Engineering Regiment, Air Assault Regiment, and Support and Services Division for forward operations. Unfortunally compared to its allies Manticore's bases facilities were of a much lower capacity and quality. In fact Firebase Ravana consisted of nothing more than a pair of metal sleeping quarters, a small two vehicle garage and a chain link fence for security. Of course work was continuing to upgrade the base as time went by. *Message to AUP members* "Firebase Ravana is now online for AUP forces to be stationed in Manticore however, please be aware the facilities are limited and it can only hold at most thirty to fourty soldiers and only two light vehicles at this time.
