Vaule's representative simply indicates his agreement to the proposal to have a large protectorate area, where protectorate administration will be dealt with by the nearest region. We reiterate that we have no ambitions of expanding our southern borders, and would like to see the UFE area stable and eventually under the sovereignty of a new nation or nations. We hope that the land won't be treated like a freshly baked apple pie. (i.e. everyone jumps in for a piece)

VNN News: The hostage situation at the Zhukov Academy has had an unfortunate end with 300 deaths at the Academy. The government has vowed to bring those responsible to justice as soon as possible. ***South Faron Military Base*** Regional military commanders ordered a massive buildup of forces in the area to launch an offensive. Large columns of soldiers, tanks and artillery are causing minor traffic jams along the roadways leading to the border region. ***West Faron province, Vaule*** Zhukov Academy of Sciences Students hurry through the crowed hallways of the Zhukov Academy moving in-between their classes. Two students heading to class walked by a strange looking man dressed as a janitor. “That’s odd. Where’s the usual janitor?”-#1 “Who cares?”-#2 As they continued walking away, they paid no attention as the ‘janitor’ opened the storage closet to reveal large boxes of C-4 labeled as soap and floor cleaner. Muttering to himself, the janitor replies: “Soon…Soon all of Vaule shall tremble in fear.”-Janitor ***Lunchroom*** As students filed into the cafeteria for lunch, they noticed that the lunch room staff was behaving oddly. Once most of the students were in the cafeteria, the janitor and two of the lunch ladies locked and bolted the doors. As the students looked around dumbfounded, the lunch lady reached into a large pot of broccoli stew and pulled out a case. She opened the case and pulled out an AK-47 and replied: “No one move”-Lunchlady Suddenly the other cafeteria staff drew weapons and blocked the doorways, as the janitor wheeled in two large carts. Once he was at the front of the room, the janitor uncovered the carts to reveal tons of C-4 wired to a detonator. The janitor announces into a megaphone: “We are the Real Mongolian Liberation Army! Until the government agrees to our demands, you will all be held here as hostages. I suggest that no one attempts to be a hero, as the explosives have multiple detonation triggers. Unnoticed by the terrorists, a student takes out her cellular phone and texts to 911: “MLA. Terrorists @ Z.Academy. bomb help” ***On TV*** The newscaster was in the middle of the latest dreary stock report when the message came through. Although she was shocked, she quickly regained her composure and announced: “We have received reports from West Faron province that the MLA terrorist group is holding 350 students hostage, and is threatening to blow up the building if their demands are not met. We now go live to our reporter on the scene.”-Newscaster The feed cut to a reporter standing in front of a throng of angry parents trying to determine the fate of their children. Suddenly a siren wailed, and a rocket exploded less than twenty feet away from the reporter. The crowd suddenly ran for shelter, causing a small stampede in the process. Several other distant explosions were heard, then suddenly the cameraman dropped the camera as he and the reporter hurried away from another incoming missile. ***Vaule Central RADAR network*** A four-star General of the Army sat poring over the map of the region. He turns to one of his officers and replies: “How soon until we can hit back?” “We’ve been ordered to use air power only, and to show restraint. The President cannot afford to have an incident.”-Officer “Unless you haven’t noticed, there has been an incident, and we need to respond. Order the nearest battle group to counter attack.”-General “Aye sir. And if command disapproves?”-Officer “Then tell them that they will have to fire me, because I will not sit by and permit this to happen.”-General ***South Faron Air Force Base*** Three Mi-24s take off and head towards the border region with Outer Mongolia. They received orders to neutralize the enemy targets “using any force necessary” The first Mi-24 approached the first target, the pilot noticed that the target had moved himself next to the High speed rail track, as a passenger train neared the location. Hesitant the pilot sought confirmation: “Base, target has moved near to Mag-Lev track. Requesting confirmation” Before the base could reply, the target pulled out a weapon and fired a missile. The Mi-24 went down with a large explosion.

Vaule's government has requested that the Azerbaijani Ambassador to Vaule, return to Baku until this situation has been resolved.

Each of them bows in front of a golden sword then walks out of the Parliament. Once all of the members leave the Parliament, the President takes his seat, and the Senators enter the room. I present to you The Appointed Representatives of his Highness, the President and the Elected Representatives of the People of Vaule in the Senate Assembled. It is my honor…” Meanwhile, on the Senate floor Lady Vache walks in and takes a seat near the back of the Senate next to Lord Petrov. The elderly Lord glanced at Lady Vache then spoke: “Amazing…”-Lord Petrov “What do you mean?”-Lady Vache “They say that vampires can’t be seen in daylight, yet here you are…”-Lord Petrov “You have not lost your charming sense of humor.”-Lady Vache Lady Vache rose from her seat and walked towards the front of the Senate where she was stopped by a soldier: “Ma’am, only persons who hold titles of nobility are permitted to be on the Senate floor at this time. May I direct you to the Public gallery, Ms Vache?”-Soldier. While the Senate Leader continued his speech, clearly oblivious to anything happening around him, the rest of the Senate watched the exchange between Lady Vache and the soldier. Lady Vache smiled then responded: “I am Lady Vache of Caledonia, and I go wherever I damn well please. If you do not remove yourself immediately, then I will remove you…piece by piece.” Before the soldier could blink, she punched him in the face then said out loud: “Oh dear, it seems that he’s fainted”-Lady Vache. Lady Vache took a single step over the now unconscious soldier and walked to the front row where she took a seat next to the Foreign Minister Lt. Kharkov. Vaule expresses our support for our allies in the United Kingdom., and we request that Azerbaijan immediately withdraw from Dagestan until negotiations with the United Kingdom regarding the area are complete. Vaule's Ambassador to Azerbaijan, His Excellency Sir Vladimir Zhukovsky, is recalled to Vaule for consultations.

Vaule celebrates independence Today Vaule celebrated the 119th year since the restoration of national sovereignty, and the 20th year of independence from the Soviet Union. The occasion was marked with a large military parade and a mass gymnastic performance at Vaule’s Revolution Stadium. Further celebrations are planned for tonight, including a lavish party at the Presidential palace. The military parade through Revolution Square was watched by a large crowd of spectators, including the President, Prime Minister and the Imperatrix who watched from the balcony of the Presidential palace. For the first time since 1990, the military parade included Vaule’s ballistic and nuclear missile arsenals, as well as a ceremony to honor Vaule’s Soviet veterans. Under the Ban on Communism Act, instituted in early 1991, references to Communism, as well as to Soviet Vaulian veterans were strictly forbidden. The act was repealed by President Rokossovsky just before the last election. -Vaule Air Force -Vaule Navy -Vaule Army Later today, Prime Minister Ivanov will be presenting the National Honors at the Imperial Palace. A number of Vaulian Soviet veterans will be receiving the Order of the Lion for their service to the nation of Vaule.

Vaule will withhold our signature from this agreement. We had seen the failure of the last World Congress to be effective, and as such we see this simply as history repeating itself. However, if this renewed World Congress demonstrates why it is different from its predecessor/s, then we shall reconsider applying to join it.

After an embarrassing defeat with his Outer Mongolia proposal, Prime Minister Ivanov has now proposed amendment of Vaule’s Citizenship and Immigration Act and an overhaul of Vaule’s Immigration Enforcement Agency. While Vaule has traditionally had a closed border policy regarding immigration, Vaule’s accession to the RUSSIAN pact has resulted in an opening up of borders, however funding to the VBC (Vaule Border Corps) has not increased to match the additional border traffic. This bill, one of the planks of the Nationalist Party, is widely expected to pass with broad support from Nationalist and Socialist Parties. Some Nationalists have called of a much tougher reform policies, however the Prime Minister has rebuffed their calls opting for moderate policies in order to gain cross party support. In the aftermath of the disastrous vote on his last proposal, this is seen as a crucial test for the Prime Minister. Analysts believe that if the Prime Minister cannot gain enough support to pass the bill, then it would be extremely unlikely that the Prime Minister would be able to follow through on any of his other main policies, including Tax reform, health care reform, energy reforms and education reforms. This proposal will also be a barometer of how the upcoming National Budget debate will be as the Prime Minister attempts to cut down spending and increase efficiency. In Vaule: At noon, all public television stations in Caledonia, Faron, and Outer Mongolian-Buryata played the Vaule National Anthem. However, the Vaulian Flag displayed on the screen was shown waving in a westward wind instead of an eastward one. Understanding the signal, citizens in the densely populated areas of the provinces started packing some basic supplies, and waited for the next code that would indicate that they should move to the underground bunkers.

***Classified*** Vaulian SWoRD Command HQ establishes secure communications with the allied forces in Burma. Vaulian Prime Minister Ivanov has been flown to Novaya Zemlya, Imperatrix Marimeya has moved to a secure bunker outside of the capital city. Vaule's nuclear and ballistic missile forces go to DEFCON 2. Military command power has been transferred from the provinces to the capital city. To supplement the 10,000 troops already stationed at the South Faron Military base, near Lake Baikal, the Army has started sending in shifts of 20,000 soldiers to bring the total number of soldiers stationed around Lake Baikal to 330,000. The soldiers moved to the region by land (above ground in convoys), underground (via Vaule's subway, specifically the military tunnels) and by air (Tupolev planes carrying planeloads of troops to the area). Most of the troops moved via the subway. 3,500 T-90BV tanks and 1,000 VA-774 Hammer MRLS (Based on the TOS-1) are also ordered to move to the region in shifts of 500. Deployment map will follow shortly. A Naval task force consisting of 2 Frigates (VNS Irkutsk, VNS Imperator), 2 Destroyers (VNS Lenin, VNS Krasnoyarsk) 2 Subs (VNS Martini, VNS Bourbon) and an aircraft carrier (VNS Excelsior) leave port in Novaya Zemlya and head in an eastern direction towards the Northern Empire. The Excelsior is carrying a single squadron (12) of VAF MiG-29Ks, as well as a number of V-99B Dolphin missiles.
