I think to say no skill is necessary is a bit harsh. People spent an extremely long time building their nations and reserves to where they are. Should they be punished for conserving their resources in a different way than others? There are different approaches to the game. This is one of them. Nations like this are built for long wars. Each alliance and nation builds and prepares to fight in their own style. Long conflicts take two sides to keep going. If one side doesn't like the damage they're taking, they have the option of finding resolution diplomatically. Besides, you're going to either have to make tech cheaper and/or increase the foreign aid amounts able to be sent or else no one's going to want to go to war in fear of losing tech which would make the game less interesting.
