You need to stop taking nation building advice from farmer Junka. Making money relatively quickly and recouping costs and obtaining even the strictest warchest requirements isn't difficult at certain easily achievable infrastructure levels. It's certainly doesn't take several months to start seeing the benefit of increased infrastructure levels.
