The only real uses that I can see for it are in these circumstances -A large nation buys one, and a small nation buys one, it is then used to help boost the small nation up further. Although this seems rather weak as the small nation is probably better off getting another wonder with it's own income -A large nation is knocked down to near or at Zero Infrastructure and a large, intact nation can then funnel extra cash to boost the weakened nation back up Either way I would get it when I run out of wonders to buy, but I doubt it will ever really be necessary

You can still have a viceroy, you just can't demand root admin access without running afoul of the rules

Attacking someone in an alliance and getting counter attacked by two of his friends. Then I counter attacked his friends, and then attempted to surrender (they actually accepted it, but they were pretty close to simply pounding my nation into oblivion for those bungles)

Getting all the wonders

You could run in peace mode permanently, but your growth would be severely curtailed and in some cases you could even bill lock yourself. If you need an example of people in long term peace mode, have a look at the Federation of Armed Nations. Most of their members have stayed in peace mode for a very long period of time to avoid attack from a foe far superior in numbers

It has something to do with deployed soldiers. I think deployed soldiers are immune to nuclear attacks

The Independent Devouring Kangaroos are attacking us, so I guess we march to war

Could be a problem in a protracted war though, especially if they stagger war slots to stop a nation going into peace mode
