The up house is much smaller than the lower house because each state has three members in the upper house, they are up for election every six years, but they stagger are too one per state every two years. The legislative branch can impeach both members of the executive branch and the judicial branch for high crimes and misdemeanors. This will end badly. North Korea(NK) has say any form of punshment will restart the Korean War. But NK has no shot at winning with out the support of Mainland China and they dont want to start a war with US or South Korea. South Korea has a much better military all around the only card NK has is the nuclear weapons with as many as 10, if this goes nuclear US will lunch their nukes at the north. Yes that worse case but if this becomes a shooting war it will go nuclear fast.
