Although I can see where you get that from, I think your ready too much into it. I think he meant. "This war is completely justified." As in the one he's talking about. Saying: "War is completely justified" would be far too vague. Because not all wars are justified. But I don't think it was an intended slap in the face for the NPO. Could be wrong though...
