  4. I've had 3 positive events going for the last few weeks. Lots of people get positive events, they just don't post about it. You only hear the ones that are complaining.
  5. I don't see why just disabling outgoing foreign aid when you're late on bills wouldn't fix the "exploit" (assuming that is really what the exploit was).

  7. This is somewhat OT, but does anyone know why the income penalty for unpaid bills was introduced? The changelog mentions a possible exploit but I can't figure out what it could be:
  8. Your infrastructure level actually has additional decimal places beyond the two that are shown. You were probably just under 12k and your infra level was rounded up to 12k when displayed. I've always kind of considered this a bug anyway though. I think either the non-rounded value should be displayed or it should be stored rounded. Edit: bah... I'm too slow
  9. This bug is actually in my TE nation but I've observed the same bug in CN:SE, I just haven't reported it until now. A few days ago I got the drought event and choose the -10% land option. As expected my land area decreased however, my citizen count didn't drop as it should have. Today my environment mysteriously dropped by one point. I was close to the 1:2 land:infra ratio after a few battles but hadn't hit it yet, however, removing the -10% land penalty would've put me just over it, explaining the extra env point. Buying enough infra to push my pre-10% land:infra ratio back under 1:2 did indeed increase my environment by 1 point. I hate to look a gift horse in the mouth here, but it appears the land events aren't being taken into account everywhere.
  10. As Syzygy said, citizen count, before modifiers, is determined (mostly) by infra and land. 7.5 citizens per level of infra, and 0.2 or 0.5 citizens per mile of land. I believe this is the "base value" you're looking for.
  11. Nope, if your environment is already 6.0 the event won't make it any lower, that option will, however, allow you to destroy a border wall, switch to a dirtier government, etc and still stay at 6.0.

  13. All the really good calculators are intentionally not publicly available in order to give those with access to them an advantage.
  14. You actually only get +4.1hp from the Great University since the happiness bonus only applies to your tech above 200. Tack on the environment modifier and it brings it down even further, to 3.89 in your case.
  15. I think the question was if events could lower your environment below GRL + 1. That is, if you have a perfect environment now (GRL + 1, 6.0) and choose option 1 will your environment be 5.0 or still 6.0. Indeed the subsequent removal of a border wall may be beneficial but that isn't what the OP is asking.

    Could you strip non-ascii characters out of the item description field to prevent triggering this paypal bug? Of course, if you're depending on the name making the round trip intact for some kind of automated processing this wouldn't work. Then again, you could just stash the nation id in there somewhere and then it wouldn't matter.
  17. Actually I didn't really explain that quite right. Indeed every happiness point is equal to $2, but all events, improvements, resources, etc have their happiness values modified by environment. Income is calculated something like this (vastly simplified) base_income = (total_pre_env_happiness) * env_modifier * $2.00 + income_delta So +1hp after being modified by environment will increase base income by $2.00 * env_modifier while +$2.00 will actually be $2.00. Try changing your government to something that is supposed to lose (or gain) you 1hp. You'll see slightly less than a 1hp change in your happiness.
  18. Before the environment changes 1hp was indeed always equal to $2.00 of base income, however, now happiness is affected by environment so 1hp is worth slightly less than $2.00 (how much so depending on your environment).

    I looks like it interpreted it as an octal number. 15 (Octal) == 13 (Decimal). Octal numbers are commonly signified by a leading 0. I bet if you typed in "0xD" you'd get 13 aircraft too. I'm not sure if it is a bug or a feature, but it looks like this is what is happening.
