IC: Shortly after Federal troops entered Mexico to secure it as a satellite, there was a major clamor for independence. Commander in Chief Holden left the issue up to the executive branch (as New Mexico was a territory, Congress had no jurisdiction). Federal troops will continue to hold the state until the interim government is established.   8. Due to a communications error, it was some time before the FDF received the go-ahead to continue from California to Alaska. The bombers would remain on-call to hit Prussian cities should the need be, but otherwise it would only be the AC-130s, transports, and stealth fighters that would continue on as an escort into Anchorage. It would be several hours before the men and materiel would reach Anchorage, but when they did, it was unusually peaceful. Joseph was slightly relieved that he would not be facing combat today, if he were to die, surely it would should not be for such a place as in Alaska. The transports were given the go-ahead to land by Ursalian troops (ooc: couple pages back, implied), and the AC-130s, seeing no need to rain fire and death upon anyone, would be turned back towards California for the time being. He disembarked his transport, shivering slightly as he and the others of the 30,000 strong detachment were unloaded to support Ursalian troops. A communique was received from Texas, to hold off and help maintain general order and defense in Anchorage, and a message would be issued to the Ursalians.   12. San Antonio, Texas PFC Joseph Stryker of the Western District's 5th Airborne Division awoke to the sound of alarm and a frantic jostling by his bunk-mate. He widened his eyes and took in the sight of just about everyone preparing for deployment, and he fumbled with confusion. He stumbled out and began to dress as quickly as possible, all the while asking his bunk-mate what had happened, who shrugged his shoulders as he packed. An hour later, he was headed for the C-130 transport. He had been allowed to phone his mother and father back home and tell them he was being deployed, but that was about it, as he was hurried along and into his transport. He saw scores of men, tens of thousands, including the Spooks and hundreds of armored vehicles. They'd been training for this, but with the focus on the democratization, he didn't expect a deployment during his service time-- he was only supposed to be here another six months, and then he was out. So much for that. On the transport, they were briefed about the situation in Anchorage, and the invasion by the Prussians and attack on Ursalian troops. ------ The C-130s would fly from the FASNF base in San Antonio towards the American Union, headed towards San Francisco with her F-35 escorts, bombers, and gunship support. The regiment of a thousand Spooks attached would be separated from the rest of the Armed Forces, and flown to their own objectives within Anchorage. The Supreme Court's rulings are the final say in legal and civil matters. Also established are a series of district courts, criminal appeals courts, and districts. The first district consists of the states of Mississippi and Alabama. The second district consists of the states of Tennessee and Kentucky. The third district consists of Kansas and Missouri. The fourth district consists of Texas, Arkansas, Oklahoma, and Louisiana. [center]State courts[/center] The state legislature and constitution will provide specifics, but per this document, they must include a criminal appeals court, civil courts, and punitive courts. The states have the right to limit who may be a judge in the context of experience, profession, and other legitimate means of qualification. While the need for a “face” to the government that extends beyond the foreign affairs division is present, the overbearing command and absolutism the presidency once bore goes against the core of the Federal Republic and Republicanism in general. The Office of the Presidency is created for that face, for the purpose of creating federal agencies as extensions of the Administrative branch of the federal government, and for the purpose of upholding legitimate treaties and guarantees of independence given. The President and representatives of the presidency only have authorization to sign treaties under the explicit permission of the federal legislature, and generally, the federal legislature has the supreme authority in the ratification of treaties, with the judicial branch overseeing the legality of the terms-- leaving the military and the administrative branch the job of enforcing them. The President does not have the power to declare war, to sign treaties without permission, to create agencies that cannot be scrutinized by the judicial or legislative branches of the federal government, to launch nuclear weapons, to use conventional force, or create legislation or executive orders. The President is not the Commander in Chief of the Federal Defense Force, and cannot order anything of the military, the legislature controls the means to declare war. [center]Agencies[/center] Federal agencies are to be created by the President for the purpose of carrying out law passed by the federal legislature, or independent of that in the resolution of a national problem. Agencies are subject to review by the federal legislature and judiciary, and if not subjected to review by the end of every four years, are ultimately shut down. Agencies are otherwise free from other branches of the government-- they are strictly administrative. [center]National Capitol[/center] The Republic has expanded, changed, and the cities within have too. The current capitol of Montgomery holds too much presence of the old guard, of the nation we were, the nation that embraced absolutism, autocracy, and opportunism, that rejected Republicanism and morality. A nation that looked to authority and not to innovation and freedom. For this reason, the nation's capitol is now to be placed in Austin, Texas-- of the newly acquired territories, and a city of innovation, not only technologically, but culturally. The Commander in Chief has the ability to respond quickly to international threats, but must provide a complete review and justification to the federal legislature within 365 days. The Commander in Chief is also, at any time, able to be dismissed by a 2/3rds vote of both Houses from the federal legislature. [center]District Commands[/center] For the defense of the Federal Republic and the North American continent, military districts are being created for the division of forces appropriately. The federal government cannot discriminate against you based on the prior classes, and no employer may discriminate against you based solely on these classes. The right to life, personal property, and opportunity are all protected as essential to the Federal Republic of America. [center] Civil Service Projects[/center] With the end of the war and the nation settling into peace-time, a number of civil service projects are to be set up. Chiefly, projects repairing the damage brought about by the conflict with the US and the communications black-out and infrastructural damage visited upon their states. The repair and maintenance of highways, river-ways, levees, dams, park and recreation, and city streets, among others, are to be created to combat unemployment as well as to improve the national image and our standard of living. The terror attack was troubling, and he believed it would only further the nations involved towards armed conflict, and destabilize a neighboring state.

[b]Occupation of new territories creates unrest, military forces Kunis down from position[/b] Imperator Nikolai Kunis was forced from his position today, following riots in the newly acquired states, particularly in fiercely independent cultures like that of Texas. The military forces of the restored so-called Federal Republic of America continue to rule as an inter-rim government and swear by statements to hand over sovereignty to the people, but are more a benevolent dictatorship than anything else. Kunis, aged 54, and his wife, former politician in his administration & Empress, were allowed to settle in Montgomery, while a new general from Austin, Stefan Holden, became the head of the military council managing the federal government. The agitators in the new territories have been placated so far by the government's concession, however unless further democratization occurs, they won't stay that way for much longer.
