"So tell me again what confirmed reports do you have" asked the commander in charge of the nation's intelligance to one of the agents under his command. "We have confirmed reports that the missiles that intially struck Mandalore came from Furon and now that Caucasia have dumped oil across Mandalore's coastline and has possibly struck the country with air strikes and maybe missile strikes too" replied the agent.

The commander rubbed the stubble under his chin whilst he thought of what this meant for the world and Mandalore. It was clear almost all of the world didn't care though some nations had offered assistance to Mandalore and he had his orders to provide what assistance they could to Mandalore. Smiling the commander also realised that some new nuclear warheads would be arriving shortly but with no room in the silos they had to get rid of some.

Striding confidently out of the room after informing the agent to keep recording any new information the commander made his way to his office and contacted the government and the nuclear silo commander and they all swiftly came to the agreement that enough was enough.

With permission granted the nuclear silo commander had one nuclear missile aimed at Furon's capital and one nuclear missile aimed at Caucasia's capital. The missiles would take a path so that they only had to cross other nation's territory if the target lay beyond another nation. The commander of the silo watched with a smile as the two ICBM's left their launch silo's and headed into the sky at their targets.

Non-Classified Information

The nation of Helzan has gone to Defcon 1 and the military has been mobilised to repel any invaders. Aircraft are on standby to scramble to meet any airborne attack. Torpedo boats are prepared to engage any naval attackers.

Civilians have been evacuated to shelters for their own safety and a state of martial law has been made temporary.

The missiles immediately appeared on the missile alert screens causing a Priority one message to be send to the Empress. Upon reading it she sighed and entered a message she hoped never to enter.

**Imperial Order for the Launch of Nuclear Missiles**

ORDER:
4 Nuclear ICBMs are to be launched and head for Helzan.
1 is to hit the capital
The remaining 3 are to hit major Civilian Centers.

Upon the order the 4 missiles left their silos and a State of Emergency was declared with civilians being evacuated to shelters. The defending nation would be unable to do anything due to the path over International waters and the lack of its own anti-missile systems.

After having confirmed missile launches upon our allies Furon we hereby declare a state of war upon Helzan and announce we have fired 4 Nuclear Missiles in retalliation. The Phoenix Empire officially gives Helzan 24 hours to surrender unconditionally or more actions will follow.

"We got four incoming nuclear ICBM's one is aimed for the capital and the rest will hit three of our cities!!" shouted out one operator as he watched the radar tracking the incoming missiles. "Damn it!! Where did they come from!!" shouted the commander who had quickly gone from joy to anger and fear. "Trajectory shows they came from the Phoniex Empire sir!! they just declare dwar on us too sir!!" replied the same operator.

"I see. I issue order MAD I repeat order MAD is now in effect!! Don't just stand there carry out the order!!!" roared the commander as he ran to his office and telephoned the capital city to let the government know what was happening.

The operators meanwhile after a moment of shock began to carry out order MAD and they swiftly had target data inputted for the Phoniex Empire and unleashed the remaining nuclear ICBM's against the Phoniex Empire. In total sixteen nuclear ICBM's were launched against the Phoniex Empire. Four of them were aimed at the Phoneix Empire's capital and the rest were aimed at suspected military bases and airfields, civilian areas other than the capital were avoided unless the military base was in or near the civilian area.

Two to three hours later.

There was no defense against the incoming Nuclear ICBM's as the Phoniex Empire had rightly known about. Luckily a lot of civilians had been evacuated to shelters but many of them remained outside where many of them would die in the ensuing nuclear detonations.

In the capital city the new government personal had been evacuated to the shelter below the government building and many citizens had reached over shelters but still over fifty six thousand citizens died in the biling nuclear fires with many others wounded.

In the other three cities struck by the nuclear warheads the total dead came to over one hundred and seventy three thousand civilians dead and many more thousands left wounded. Most of the military bases had been built away from civilian areas so the majority of the military was uneffected but a total of two thousand and fourty five soldiers lost their lives and sixteen F-22 Raptor aircraft were destroyed on the ground. The rest of the aircraft had scrambled in to the air upon hearing that there was incoming ICBM's.

Radiation fallout expected to drift in a south east direction into Viniland protected area and other nearby areas.

The counter-missiles were expected but Missile Defenses already commenced tracking the incoming missiles and countermeasures were activated, however the nation of Helzan would be less lucky. With 21 Nuclear Missiles, 30 Chemical Missiles and 20 EMPs the General of the Armed Forces initiated its own MAD policies.

Upon the order 16 Nuclear Missiles and all Chemical Missiles were fired and headed for Helzan with 10 EMPs following to completely annihilate the nation.

Meanwhile an invasion force was prepared and requests were officially filed with the Holy Imperium and HRE for support.

Helzan have gone insane.

Helzan launched nuclear weapons at Furon. Playing with such weapons are dangerous and as such the PRC is obliged to defend our neighbours and allies. TO WAR!

The Helzan military had expected the counter attack to their MAD order and as soon as the missiles were launched procedures were put in to effect. With the fallout of the last nuclear ICBM's still falling across the nation the last few civilians who were left on the surface ran for the shelters to try and get to safety. Some did and many didn't arriving just in time to see the doors close and lock leaving them to die.

To try and counter the expected EMP effect from anymore incoming nuclear warheads all electronic equipment was shut off. they hoped this would mean that the equipment would be unharmed by any EMP effect from the nuclear blasts though it did leave the nation blind to attack.

The airborne fighters were routed to a location north of the nation where they would be left unharmed by any attack however, this would leave them at best thirty minutes flight time after which they were to return and engage any invaders. The torpedo boats of the Helzan navy were also sent out to sea away from the nation so that they to would be unharmed by any attack.

OOC: Before I RP losses and damages does anyone know if shutting and powering down equipment would protect it from EMP effects? Thank you.

IC: Before the nation went dark messages were sent to the Eggman Empire occupying force and government informing them about the ICBM's that had already hit and the others that were expected to arrive shortly. Then the connections were cut as the systems powered down.

The Missile defenses had been successful the most important target in essence the capital was completely save from the attacks making civilian losses close to 0.

The 6 who managed to pass the SDI were heading for bases mostly at the edges of the nation. 2 Air force bases and 4 Ground bases were destroyed.

OOC: Its cool. Though I am so going to teach those operators of mine to better aim their missiles

IC: The effects on the civilian population from the second round of missile attacks caused less civilian casualties but more property damage. In total another fourty five thousand civilians perished in the attacks as countless nuclear and chemical missiles struck the nation killing any who were unfortunate enough to have not reached the shelters in time.

Damage to infrastructure was terrible as whole cities were ruined leaving whole buildings collasped across roads and streets. Bridges, railways and roads were torn up and destroyed by the attacks leaving many highways unusable and in the case of cities whole alleyways and roads were blocked off by rubble which would take massive efforts to remove.

Dangerous pockets of chemical gas were left behind in areas and all of those areas that had taken direct hits from nuclear warheads were left covered in radioactive fallout. The entire island had been turned into one giant radioactive pocket that made the Chernobyl disaster look like nothing.

As for the Helzan military ground forces it was almost wiped out with over ninty percent losses leaving it combat in effective. Some soldiers had managed to get into their NBC gear but the high doses of radiation meant that the suits proved ineffective and the soldiers inside were left to die slow painful deaths.

Message to Helzan

This war has gone on for long enough, the Phoenix Empire is preparing to attack once radiation gets to a lower point however we are willing to handle this here and now. Should you accept the following terms the war will be over and we will assist in cleaning your nation.

1. Helzan admits responsibility for the Nuclear Attacks on Furon, Caucasia and the Phoenix Empire.

2. Once the situation is deemed habitable elections will take place on all levels of governmnent.

3. A council of 3 from the Phoenix Empire will be established.

3a. The Council will be able to overturn decisions made on foreign level such as treaties, offensive actions and others.

3b. The Council will be given half of the authorization codes on all Weapons of Mass Destruction.

3c. The Council will remain in existance for as long as it is deemed neccesary with evaluations every 6 months.

4. Helzan will never again attack the Phoenix Empire or her allies.

We remind you these terms will maintain your government if the people wants them and does not limit your capability to defend yourself.

No reply was given from the Helzan government to the Phoenix Empire. Whilst it could be seen as them being defiant the more educated members would be able to see that their was either no one alive to respond or there was no one capable of responding.

Peace terms between Helzan and PRC

1) Helzan acknowledges it started this war with a public apology on international television and a speech about the greatness of beer.

2) Helzan for a period of 6 months(IRL 15 days) shall not have a military of more then 1,000 soldiers or have any sort of nuclear/chemical/biological weapon

3) PRC promises to protect Helzan for these 6 months

4) Helzan may keep whatever treaties it holds

5) PRC will spend a total of 50 billion Rupees to clean Helzan and publicly apologize of usage of nuclear weapons and shall decomission nuclear weapons for 6 months as well

6) PRC and Helzan may sign a NAP after the duration of these terms.

A small Taskforce of 2 Submarines, 3 Cruisers and an Aircraft Carrier was deployed to Helzan to establish a quarantine line due to the situation within the land no forces were deployed for an invasion however the ships would make sure that they were able to come the moment it was safe.

Procinctia has received decisive evidence from our various allies, satellite imagery included, that Furon indeed carried out the series of secret cruise missile attacks against Mandalore, the nation of Furon is very much guilty of a large-scale terrorist attack conducted with conventional cruise missiles. While Furon is far from blameless, the government of Procinctia strongly condemns Helzan’s unnecessarily disproportionate nuclear response. While Helzan is undeniably guilty of unilateral atomic violence, Phoenix Empire and People's Republic of China are both equally responsible for equally disproportionate nuclear escalation.

Procinctia condemns the governments of Furon, Helzan, Phoenix Empire, and People's Republic of China for dangerously unnecessary and excessive violence; you are all irresponsible monsters unworthy of national leadership.
