Now re-reading it, I see he has indeed detailed how many refuges, military personal, and assorted military hardware made it there (I will need to re-assess those into my own RP, taking account for his stats conversions). I will incorporate his military 1-per-1 into mine - but what is the population modifer you guys use for civilians? Post #77 in the same thread also includes info on O'Deaghaidh's flight from Tahoe (as well as getting Van Matteus' daughter out of the country as well). I don't use a population modifier, I use a number based on real-life population for the most part.
