Nuked in less than 25 hours

When I try to nuke somebody, I get the "you must wait more than 24 hours" message, but I was nuked at just after update today (2/4/2010 12:06:49 AM) by a target I declared on at 2/2/2010 11:36:02 PM. He should have had to wait until 12:36:03 AM on Feb 4th to nuke me.

Actually, its 24 hours+however many minutes to get to the next hour.

If one declares war at 00:01 on January first, you have to wait until 01:00 January second.
If one declares war at 00:59 on January first, you still have to wait until 01:00 January second.
