Meetings with the Nords

A diplomatic message arrived in the office of Foreign Affairs addressed to the Reich Ministry of Foreign Affairs Nikolaus Wätteren (Merger) in the Greater Nordland Reich requesting a meeting for any diplomat that he would wish to send for a meeting to discuss the possibility of ending the tension as well as any possibility of war between the two large forces in the present world.

The meeting would take place in Monrovia, Liberia. The airport is ready to recieve any diplomat from Nordland and escort him to the Place du Government in Monrovia for discussion with Archon Mykep. The port at Brewerville is also available to provide another means of transportation.

There, a limo would be scheduled to pick up Relena and drive her from the airport to the inner city where across from the library, she would arrive at the Place du Government. Here, she would be dropped off, and escorted inside where the Archon would shake her hand. "Good evening, ma'am and welcome to the Republic. I have been eagerly awaiting your arrival. " He then made a hand gensture for her to follow him. They walked down the hall, where he would open the door to a lovely gallery. On the opposite end of the gallery, a doorway led to a room where a round table was placed with a window gleaming in sunlight. They made thier way around the table, where he pulled the chair out for her, and said, "please sit." After she sat down, he sat down a chair away from her and opened his suitcase. While he looked amongst his papers he said, "Now will anyone else be joining us, or will you be representing the Reich as a whole?"

"Ah very well then, is there anything of considerable importance that should be addressed before we get started?"

OOC: Also, if everyone could just RP thier way here rather than me make 5 limo drives that would be great. Limos are waiting, and me and Cent arent going anywhere...unless we need to tinkle.

ReichKanzler Visari arrived at the meeting. He wore his black uniform with Nordic Flag band around his right arm.

"Sorry if it took me awhile to arrive. I had some other business to attend to before I could depart the Reich."

Mykep stood up, shook the hands of the two people who have walked in. He directed them towards thier seats and sat down with them.

"Now, are we waiting on anyone else, or shall we begin?"

Welcome. I have gathered you hear to discuss your dealings in the foreign affairs department. I offer only constructive criticism and possibly opportunities in which you can be apart of. To begin, I'd like to tell you that I wish to help you achieve your goal of preservation of peace and security throughout the world. As stated in the The Warschau-Martensheim Pact. First, I have attempted to keep peace through other ways. The Second World Congress, which was one of my attempts, failed because it did not set aside a punishment for those who commited acts and still mainted membership. It made the pact a piece of paper worth nothing. Now, I am trying a more direct approach. I am asking that some of the larger players in the world attempt to change thier charter with an amendment of my wording, which we will get to in a moment. This keeps them from fighting unjust battles and at the same time not violate thier own charter. Any war with no legit casus belli would present complication foreign and internal.

The amendment however comes in parts. First will outline what is believed to be the making of a just casus belli. It is becoming globally accepted and has been written and editted by some of the more neutral thinking countries who have watched wars happen from the side lines. Second, it asks you to observe any optional aggression clauses in treaties stating you will not attack if your ally does not hold a just casus belli.

We, the *INSERT NAME HERE* will not find ourselves on the offensive party without a just casus belli as the cause of war. The qualities of a just casus belli are outlined here:
"legitimate defense by military force"

- The reason for going to war needs to be just and cannot therefore be solely for recapturing things taken (excluding unlawful land gains and the like) or punishing people who have done wrong (unless it is in mass-murderous or genocidal proportions or such things)

- While there may be rights and wrongs on all sides of a conflict, to override the presumption against the use of force, the injustice suffered by one party must significantly outweigh that suffered by the other

- Force may be used only in a truly just cause and solely for that purpose—correcting a suffered wrong is considered a right intention, while material gain or maintaining economies is not.

- Force may be used only after all peaceful and viable alternatives have been seriously tried and exhausted or are clearly not practical. It may be clear that the other side is using negotiations as a delaying tactic and will not make meaningful concessions.

- The anticipated benefits of waging a war must be proportionate to its expected evils or harms. This principle is also known as the principle of macro-proportionality, so as to distinguish it from the jus in bello principle of proportionality.

- The weapons used in war must discriminate between combatants and non-combatants. Civilians are never permissible targets of war, and every effort must be taken to avoid killing civilians. The deaths of civilians are justified only if they are unavoidable victims of a deliberate attack on a military target.

- The ultimate goal of a just war is to re-establish peace. More specifically, the peace established after the war must be preferable to the peace that would have prevailed if the war had not been fought.

We, the *INSERT NAME HERE* will use any and all Optional Aggression clauses present in our foreign treaties with limits in order to create a better and peaceful world, asking that the allied aggressive party must have a legit casus belli for the war to be just.
