In your case, you have 16,110 citizens, so you need at least 3,222 soldiers (look at the "efficiency" value, the one in brackets). Considering that you have 12,888 (46,100) soldiers, I believe you can deploy (46,000) - (3,222) ~ 42,000 (efficiency), that should mean about 11,740 "real" soldiers.
