A week into Ulak’s Bering Sea patrol and his reconnaissance pod has encountered nothing, maybe there wasn’t anything out there after all.

Ambassador Umnak tried yet again to explain his government’s position, Procinctia’s diplomatic representative to aquatic Hawaii was engaged in another extremely futile negotiations with several Hawaiin pods. Feral Dolphins don’t have concepts of civilization, government, manufacturing, or trade; much less treaties. As far as the ferals were concerned Procinctia is merely a really big pod.

No he does not want another fish, no he does not want to play, he wans to engage in serious negotiations.

Had he been a Dolphin of lesser integrity Umnak would have flipperslaped the uncouth simpletons long ago.

Somewhere the shallow waters in an Atlantic bay a young woman was having an animated conversation with a dolphin.

“Squeak, Squeak, Squeak”

“We’re no lost, according to Generalissimo’s map we’re in the Atlantic Ocean.”

“Squeak, Click”

“I’m sure that landmass over there” *pointing* “is either Europe, Eastern North America, or South America. Which puts us in..."

“Squeak, Click, Ping, Click, Click”

“You’re right, maybe Generalissimo’s map isn’t entirely accurate, but if we’re anywhere near where I think we are we’re bound to encounter someone sooner or later.”

Nicola is Procinctia’s greatest (and only) Dolphin rider, and with her Dolpin companion Chukchi is beyond lost.

Several weeks of scouting and the reconnaissance pods still haven’t found any truly intelligent life, if there was still anything out there a less direct method would be required to find it.

The radio signa came up.... after a bit of translation a response was attempted..

Eek eek squeek eek..... *etc*

"This is the Storm Dragon Empire, I am translator Rubicant. Pleased to encounter you Procinctia. We are located in the middle and eastern sections of north America, where might you be?"

“Our representative will be a marine mammal, how should we make the approach?”

The foreign office had radioed new orders, and jumping through a flaming hoop for an aquatic show could not curb Ambassador Umnak’s enthusiasm.

The entire last week was wasted, the ferals were more interested in an inflatable ball than international relations, why did Generalissimo send the infernal toy? No more talking to those barely able to talk, but real diplomacy with intellectuals.

Umnak was sure he could convince a friendly pod of feral dolphins to provide escort to Pacifica city, whatever the Olympians were didn’t matter, as long as they were better conversationalists than these children.

"That is correct. We're north of the Gulf of Mexico, East of the Atlantic, south of the Great Lakes, and West of the Mississippi.. for the most part. We could send a diplomat out if you'd like."

Those listening in Mandalore were astounded. They had never truly considered a sentient underwater race as possible. Nevertheless, once they got over their shock, a transmission was sent out in English, as they were still working on the dolphin language.

"We are the Mando'ade, located on the same continent as the Olympians, apparently, directly opposite their location on the continent. Iif you wish, you may send a representative."

Our empire is on what you may know as the continent 'Europe', central europe to be exact. Depending on your location, we will send either a civilian plane or merchant ship so that we may establish contact formally."

As most messages of the HGE, it was sent in german.

There was a buzz of activity in the communications centre as everyone went and looked at books of aquatic mammals and tried to learn everything that they could about the habits and diets of dolphins based on the old stories of the fishers. It was generally agreed that fish would be an appropriate food and this was met with approval, fish was something that they had a lot of and could both enjoy. But a gift well that was going to take some thought never had they considered that a dolphin might be intelligent so they would have to give this some thought.

The island is uninhabited, but our representatives will meet you in the northern bay."

Not a single Procinctian has knowledge of German, and until translation resources became available the message would not receive an intelligible response. All intelligent surface dwellers were supposed to speak English, at least according to the common misconception of dolphins.

With children's books and dictionaries, bound in a waterproof was so they could be read even under water.

If they couldn't teach these dolphins some german, then the Emperor'd eat something along the lines of an entire shrubbery - not that shrubberies tasted bad.

It was worse than trying to talk to feral Dolphins, twelve days waiting at what was supposed to be a Pacifica City Harbour pier and Ambassador Umnak was still unable to contact the Olympians. How hard could it be to notice a dolphin with wearing glasses and a top hat? Perhaps the Olympians were a species of blind, deaf, mole people . . . it would explain so much.

The activity of the harbor of starting to clutter his echolocation, if he was going to find an Olympian it was going to be somewhere else.

By the eighth day the welcoming committee, diplomats, honour guard, Generalissimo, and even the beer float had vacated Yunaska Island. Whatever their reasons is seemed the alleged Storm Dragons weren’t coming. A solitary Dolphin intern of the Foreign Office named Ted remained in case the Dragons ever managed to arrive.

An additional combat pod would be called in and the unknown ship would be escorted to Yunaska Island, perhaps these were the elusive Storm Dragons. Edited by Generalissimo

An additional combat pod would be called in and the unknown ship would be escorted to Yunaska Island, perhaps these were the elusive Storm Dragons.

The ship let itself be escorted to the island, anchoring a few hundred meters away from it (unless a harbor or pier was available), with the Diplomats on it staring from the ship down into the water.

"Also...Wie machen wir das jetzt am besten?", one asked himself.

"Well...How're we gonna do this best?"

A diplomat in an unarmed flight suit landed at the designated co-ordinates and walked to the shore-line. He looked around, then dropped a hydrophone into the water along with a sounder.

Rubicant did her best to imitate the sonar soundings.. "Eek squeek eek.. etc..."

"Hello, is anyone down there? I'm the Ambassador Rubicant with the Storm Dragon Empire, and the linguist for your species.. is anyone down there?"
