Many people want to have at least some power in voting. 2: Strict entering process: Some might fail due to a silly mistake. 3: You sound like a warring alliance. Not many like to join those. 4: No mercy pollicy can lead to hostility with other alliances. No offence meant, just my 2 cents on the atmosphere of this alliance. It is partially democratic actually. 4 Minister positions are elected. We do think that elected leader and such usually harm an alliance more than help it. 2. The entrance process isn't so strict that a "silly mistake" will keep you from entering. The process allows us to get to know the player, his goals, his ideals, experience, etc. before we accept him. 3. We actually don't even allow tech raiding. So while the name may sound evil and menacing, we're hardly a "warring" alliance. 4. The no mercy policy has to deal with alliances we're at war with.
