You should be in Tier 5, sure enough. I'll investigate. Edit: Actually, as of today the bottom of Tier 5 (#75 by Average NS) is Aurora at 15,427 NS. RIA is at #79 with 15,204 NS. Yesterday RIA was #78 by Average NS at 15,282 NS. There are a lot of alliances clustered around there, I am surprised.
