I haven't tried it but it may work. You just have to find someone willing to use up a trade slot for .03 tech. Or add it in with a monetary aid package. I don't think there is a way to do what he wants now, other than being lucky when someone attacks you (or when you attack someone). I'm just glad I got all my numbers rounded before this changed.
