I actually calculated the nation strength of the US, China and another country a while back. The numbers are a little off because the formula has changed, but the numbers should be close since it was primarily infra that contributed to NS. Basically, there's a big nuclear war going on. Global Radiation is a measure of the number of nukes fired off, and it is added to your environment. Right now, it's reached the max of 5, although it's somewhere around 12 (correct me if I'm misinformed). Also, having 20 nukes is hardly abnormal for large nations, and often nukes go unused. Hope that helps. EDIT: You might also want to fix your poll, because I believe both options are available.

Look at the Global Radiation Level. Then ask yourself if a nuke war "could" start.

Technically, you can't start an alliance just by clicking on Specify Other for your AA. However, I would strongly recommend joining an alliance first. Maybe my sig will give you some ideas.
