I will not recognize attacks that have not been agreed upon by me in advance. Wars and rp should be collaborative. If you want to play with me, the following are the rules. 1) RP is discussed in advance. 2) Using ooc logs and conversations to justify ic actions, not allowed. 3) The rp desired is long term rp, don't bother me with your whining about needing a cheap thrill. If you want a war, we can do something, but only after the rp is put into place to justify a build up to war. 4) War posts will be very clearly written using technology we've both agreed upon, likewise so will character combat posts. All fights must start with the exact equipment, units, and locations of the units being stated. 5) RPing a character in Uruguay is permitted so long as you aren't burning down entire cities or controlling my citizens. The villagers, long used to the heat, took the predictable rout of resting rather than working. Only a lunatic would work in the middle of the day and the villagers weren't known for fits of insanity. One thing, or more so, one person who was not sleeping was an elderly gentleman of advanced years who clutched his chest in a fit of coughs. Captain Enema Posted April 13, 2014 Author Report Share Posted April 13, 2014 Argentina/Uruguay Border Trains, cars, trucks and the like would find themselves being forbidden from entering into Uruguay. Sandbag layered pillboxes with machine guns point out of Uruguay and almost as alarming, they point inwards. Large signs warning of what to look for with the influenza virus were posted as well. The troops being sent to the border to enforce the travel ban have been ordered to be polite, to explain the situation with the influenza outbreak, and to be as helpful as possible. Trucks and cars that do not have enough fuel to return to the nearest Argentinian city are given a few gallons from a waiting Uruguayan tanker. Trains that are unable to be turned around are replaced with heavily fumigated and sanitized trains heading outwards with the passengers and crews simply switched over. People unable to return to their homes due to other circumstances that come up during travel are given vouchers backed by the Uruguayan government for shelter in Argentinian hotels. Inside Uruguay Militia Units are tasked with organizing and supporting the thinly stretched medical teams that were being sent into what quickly became called the flu zone. The small regular military had been sent directly to the border to assist with enforcing the military ban, which left the poorly armed and poorly trained militia with dealing with growing internal crisis. Luckily, it wasn't a Diberian virus, those sorts of viruses were still used by mothers to this day for terrorizing small children into behaving for more than 3 minutes in a row. ooc- specific details on the afflicted area to follow, in transit at the moment, need an actual computer, not my google tablet. From the small village where it started, it rapidly spread via road and train to neighboring villages. Further travel brought it to a few major cities. Before long it would prove needed to include Montevideo into the afflicted zone. Inside the zones, the body count and the numbers of sick quickly rose to the point where it proved impossible for Uruguay's overwhelmed medical system to cope. The province of Entre RÃos, which is where all the fleeing Uruguayans went, was also sealed off from the rest of the country. Doctors from all across Argentina were sent to the province to be on stand by in case the disease broke out there. A royal mandate was issued ordering all medical research facilities in the country to begin or to continue researching for a cure to this mysterious strain. Hundreds were struck down in a matter of days and either died of flu related complications or took to their beds. The hospitals were packed to the point of overflowing as panicked citizens flocked to them hoping they could get treatment. With little choice, Presidente Montessori ordered the one remaining Brigade of Regular troops to take control of the city and force people to remain in their homes.  Once the order was given the 8000 men of the 1st Uruguay Guard's Brigade stomped their way into the city and used their menacing presence to thin the crowds considerably. This first use of overt force turned a corner as badly decimated militia units in the countryside immediately started conducting operations to regain control of a badly out of control situation by use of force. Several small scale gun battles broke out at hospitals and other treatment centers as a result.  The Presidente of Uruguay, being no fool, decides quickly the best course of action was to try to entice neighboring countries to sent medical assistance. With that decision made, he takes to the airwaves and with the help of Radio Montevideo, the larges broadcaster on the Medium Wave band in Uruguay, he calls upon the international community for assistance in alleviating the suffering of the thousands of sick and dying Uruguayans. Quote Link to comment Share on other sites More sharing options...

A total of 50 doctors, 150 nurses, and 20 emergency medical providers would volunteer to risk their lives for the people of Uruguay. A medical research team would also be sent to Montevideo. Due to the lack of avaliable medical staff, the tent city is mostly empty. Upon arrival they would find dozens of large tents for the sick, smaller tents for living quarters, and a small militia unit to assist. The militia unit is to protect the medical team and to do the cooking and cleaning needed to keep the staff and patients fed and clothed in clean garments. After its arrival, the hospital ship would immediately be on duty to help the most critical cases, Among the available facilities were distilling plants that might ease the local government's workload, able to make up to 1.1 million liters of drinking water from sea water per day. Further, the flight deck could handle even the heaviest helicopters in service, allowing for delivery of critical patients by air transport. The ship also had limited facilities to research bacteria and viruses in a sterile environment. At the time of arrival, it might rival Uruguay's best-equipped hospitals in capability, and the staff on board would make damn sure to use all this to help to the best of their ability.  The ships bringing food and other supplies were three in number, arriving over the course of four days to lessen the immediate workload some. The last ship also had supplies for the hospital ship on board, staying near the port after unloading everything but those to be able to provide them when needed. However, the sheer mass numbers of sick and dying have spiraled to the point where their efforts prove to be token at best. Reports from the provincial population centers prove disheartening as they show a sickening trend of abnormal death rates in the very young and very old sections of the populations. The usual methods of quarantine, treatment, and early diagnosis have shown themselves to be effective in limiting the impact of the influenza outbreak but only in those areas with advanced warning and the infrastructure in place to implement the necessary programs.  In the rural areas that were hit first, near lawlessness and anarchy has broken out. Badly decimated Militia Companies struggle to do their best to retain control. With the border between Argentina and Uruguay showing a rapid decline in new reported cases of influenza, it is decided to pull the 2nd Uruguayan Guard's Brigade away from the border and have the unit assist the overstretched and exhausted militia companies. Once the 2nd begins moving into assist, the militia companies are allowed to return to their homes for some badly needed rest.  Most of the men who filled the ranks of Uruguay's extensive Militia Organization would return to their homes to find their families in the midst of crisis. Death haunted the doorways of their homes and in more than one case a tired militia man would return to find his entire family dead in their beds. The peasants of Uruguay would prove to be a resilient lot, they would bury the dead, and then turn their attention to the grim details of living in a village that had just had the metaphorical equivalent of it's entire arm shoved in an industrial blender.  After a few suicides, the local militia company commanders in other districts ordered their surviving part time soldiers to turn in their rifles before returning to their homes. This sparked a fair amount of protest but all comply with the order and it did have the immediate effect of reducing the number of suicides by firearms and increasing the number of suicides by other means. Clearly put, the data collected demonstrated to those keen on those sorts of statistics that the men in the militia companies were poorly suited to deal with such a complex task as handling a full on civil meltdown brought about by a major influenza epidemic.  But, on the brighter side, at least the trains were running on time. Quote Link to comment Share on other sites More sharing options...

The epidemic hit Uruguay in several different ways and it left most families torn dealing with the loss of one or more members, the high numbers of qualified individuals in the medical and engineering fields dead, and a growing shortage of trained manpower in the military.These worries coupled with a severely weakened Militia pushes Presidente Montessori to reach out to some of his associates to provide a unique solution.  A quiet announcement is made that creates the a "Uruguayan Foreign Legion" for the accepting of foreigners who are qualified into the ranks of Uruguay's military. With the recent collapse of the Legion government in Africa there is a veritable stampede of highly experienced and qualified men and women who make their way to the various steamers and ships heading to South America. Within a week or two the Uruguayan Legion is renamed the Legion and left under the command of its own officers and high ranking non-commissioned officers with a strength of 12500 men.  Further, permission is given to the Legion to set up a private subsidiary to conduct operations in other parts of the world. Rather than shooing them off like thieves in the night, a parade is organized to honor both contingents. Both groups, with a large honor guard of Uruguayan Guards would be paraded through the streets of Montevideo. They would find the routes lined with well wishers and grateful citizens who shower them with flowers. Once the parade was finished they would be treated to a large feast and awards were handed out to the senior officers of both groups. Upon recovering from monumental hang overs both groups would be escorted back to their ship and train in first class style.  A rough estimate is made that nearly 40 percent of the Uruguayan population was killed in the epidemic. This culling of the ranks of the very young, the sick, the disabled, and the old leaves Uruguay a battered yet stronger nation. With so many resources that were previously going to service the needs of those groups no longer needed, the funds are directed at underwriting badly needed infrastructure development and social programs.  The military is to be one of the largest recipients of the government's increased spending. The 1st, 2nd, and 3rd Guards Brigades are ordered to begin recruiting up to division strength. The newly arrived Legion troops are tapped for providing training to the new recruits. The Militia units are formed into six militia districts, given increased pay, provided with more training, and are required to triple the amount of drill they were doing in the past. Each district is also given permission to begin forming an Independent Regiment.  The Independent Regiments are self-contained formations tasked with providing a regular army presence for their assigned Militia district. Further, they are to assist the Guards Divisions during times of crisis. Each regiment is provided with a cadre of troops, a Legion assistance team, and given a budget to recruit from the militia units in their district. The Independent Regiments are also very much and explicitly so responsible for ensuring the quality of training for the militia units in their specific district so that the militia men are capable as serving as replacement soldiers to the Independent Regiments and Regular Divisions. Captain Enema Posted May 4, 2014 Author Report Share Posted May 4, 2014 As part of a series of upgrades and improvements, the People's Army of Uruguay is ordered to begin replacing its older generation of infantry weapons with upgraded variants.   The Light Machine Gun, Browning M1919A4 is chosen for its versatility. It is to be issued to infantry companies as a support weapon, transportation companies to mount upon vehicles, and other formations needing automatic weapons in vehicles and fixed positions.   The M1 Garand rifle is selected to replace the older Mauser Bolt Action rifles. While the Mauser has been a valuable weapon in the hands of Uruguayan Militia and Regular soldiers, it is considered a bit dated.   The Thompson Submachine, .45 caliber, is ordered into service. It is issued to security troops, recon troops, and other specialist units needing a more compact automatic weapon.   The M3A1 Submachine Gun is to be issued to those in need of a compact support weapon. Security troops, recon troops, officers, and other soldiers most likely will be issued the M3A1.   The. It has grown from the 1st and 2nd Guards Brigades to six divisions of regular soldiers. These six divisions are supported by eight regional Independent Regiments that are assigned to the eight Militia districts.  The Independent Regiments are made up of Militia men who have been selected for national service through high test scores and a willingness to sign a 12 year enlistment contract. Each Independent Regiment is responsible for the maintaining the highest quality training camps for induction, specialist, non-commissioned officer training for militia units in their district.  Correspondence courses are available through the University of Montevideo at a greatly discounted cost to Militia men. The program is funded by the national government through a large grant for the purposes of using the Militia as a means of improving the rates of literacy and education in the rural militia districts. Further, as the Militia is to serve as a pool of trained replacements for the regulars during times of war, it is thought that giving them educational opportunities will only enhance their performance as a replacement soldier in times of crisis and war.  The regular divisions maintain their own training courses, which Independent Regiment and Milita soldiers are regularly invited to attend as space permits. Captain Enema Posted May 9, 2014 Author Report Share Posted May 9, 2014 With the acceptance that Uruguay is a Department within the fold of the Holy American Empire, the need to maintain such a large standing force is no longer necessary. The 1st Division and the Militia Brigades are kept, all the rest are informed their contracts will not be extended. It is a phased draw down of forces timed not to flood the market place with unemployed workers in one large wave. Those troops who agree to be released from their contracts are given large settlements to tide them over while they find new jobs. Given the recent growth in Uruguay's economy, it is not envisioned they will be waiting for very long to find work.  Upgrades to the 1st Division and the Militia are sought to bring the Department of Uruguay's Defense Force up to proper standards.
