With hardly any signs of Bolivia going to fulfill the demands of the ultimatum, the Kaiheitai, as well as the Kūteiheitai would be assembled and sent to the Galapagos islands.

The protection of innocent civilians is our number one priority. We are CURRENTLY in diplomatic negotiations with the Bolivian government via Vice President Melosa Navar. So it is incorrect saying that ALL South American nations don't give a damn and are not doing anything to ensure international peace and security.

The legislature back in my country is threatening not just you, but my President of military action in order to secure and dismantle your nuclear program. Take this as a warning, if any nuclear weapons are used against Tianxia or its allies as an offensive measure, Paraguay will have no choice but to react accordingly." As Vice President Navar settled down, she took a sip of Bolivian coffee, wiaitng to hear the Prime Minister's response.

Tianxia has yet to hit a single nuclear site. We are not rogue, and simply wish to be left to ourselves which we have always done. At no point prior to this unlawful attack which has only been killing civillians had we ever made mention of firing our nuclear weaponry. It was when we were attacked that we threatened, which is in our right to do so. We'll say again leave the Galapogos and stop your attack. Tianxia doesnt care for world order. If it did itd value the disposal of such weapons over our territory. But an expansionist state, which would better be called a terrorist organization does not have any moral code to live by. Clearly shown by their reply with OUR demand.

"Pretty much all diplomatic negations that seemed to have happened prior to the Imperial intervention have been solely in response to Bolivian incursion into SAO protectorate territory, with virtually none addressing the matter of weapons of mass destruction. Even the response to the incursion into Peru was delayed and it seems likely that had Tianxia not taken action, up to this day South America would have looked in apathy while the Bolivians are amassing the capabilities to harm the international peace and order.

 

This is not to say that we do not appreciate South American action to resolve this matter, however if the SAO wants to have any legitimacy as a regional forum for policing issues and if it wants to be taken seriously by outside countries it will have to acknowledge that certain matters are of wider importance, even if they just happen in South America, it will have to recognise the foreign security interests possibly threatened by actions taken by South American nations, it will have to take proactive action to ensure regional and global stability, instead of merely reacting when already others took the necessary steps and last, but not least, the South american Organisation will have to cooperate with international forums like the United Nations and seek to resolve matters of international importance in concert with the international community in an appropriate forum, instead of blindly following the short-sighted regionalist ideal of "South America for South Americans" with a complete disregard to the outside world, antagonising anything that is remotely linked to Tianxia, Athens and other "outside" countries."

the South american Organisation will have to cooperate with international forums like the United Nations and seek to resolve matters of international importance in concert with the international community in an appropriate forum, instead of blindly following the short-sighted regionalist ideal of "South America for South Americans" with a complete disregard to the outside world, antagonising anything that is remotely linked to Tianxia, Athens and other "outside" countries."

"As I was reading this statement, I agreed with it until I had to read the above. The SAO does not have to submit to the will of the Security Council, nor does any other non-member state. HOWEVER Paraguay is willing to work with other countries on the matter of Bolivia, so long as Paraguay is not sidelined.

"If the SAO is not even willing to work with the international order and the global community, as represented by the United Nations, how do they want to make a convincing argument to the world that they are not a short-sighted bloc of regionalists who disregard the implications of their actions for the international order? The world is becoming smaller, as technological and social progress lead to increased globalisation. If South america prefers to ignore the reality of the modern world and boycotts an international forum, it cannot expect to be taken seriously as a partner in resolving conflicts."

If we were able to voice our concerns and not be bullied by world superpowers then we would back a Security Council. We recognize that nuclear weapons is an international concern, but if we allow the Security Council to intervene and let it do whatever it wanted, whats next? They start telling us what kind of laws we can and cannot have? What kind of health insurance is legal and what is not? Who we can make treaties with and who we cant? These are the concerns we have. We support the UN in its fight against world hunger, preventing disease, and humanitarian assistance.

"Miss Navar.. Do not threaten my country, Do not threaten to come into my country and Do not threaten to come into my country with soldiers nonetheless. We were attacked unlawfully that is a given. Know I value our friendship but I do not value it so much that I would stand Idly by as you invade our country. In fact we already know of you moving soldiers into the U.R.B. and I'm asking you politely, remove them.

Thirdly, I believe that our discussions are over. I will be reporting my findings to President Gomez, and the government of Paraguay will see what the next steps must be."

"Moving soldiers across a militarized border is no hard thing to see. I'll show you out Madam." The tram which lead them in would then carry them higher back to the surface, the air warming as they reached the blast doors. With final salutations the Paraguayan party would be sent on its way. The Bolivian soldiers would watch them as they went while Cassio and Prime Minister Robles sat at a wooden table frowning. "I suppose this should be the end?" 

 

Chuckling Robles looked back at the General, "Yeah it is."

Bolivia would like to formally on the world stage announce its intent to be joined into Paraguay. General Cassio and Prime Minister Robles have stepped down as Paraguayan delegates process the takeover of Bolivia.

"While we appreciate the great step forward in the matter of finding a resolution to the conflict, we will withhold recognition of the incorporation of Bolivia into Paraguay for now, until matters are more clear. While there is no general law against this, we would just like time for consideration and we await the decision of the Security Council and Tianxia on such a matter."

The Republica requests that Paraguay allows inspectors and specialists into Bolivia to oversee the dismantling of nuclear weapons and capabilities. It invites the members of the UNSC to send its own specialists to observe that they are properly disposed of and capabilities are sufficiently disabled. If Paraguay agrees to this we also request that a temporary cease fire on all hostilities be put in place until dignitaries can meet to discuss the future of this nation and South America as a whole.

While brief parts of the F-5 pathways would be detected into Bolivian Air Space, they would rapidly fade back out, even as the SAMs put their guidance systems online.  Synthetic e/o apertures would track the ascent of the missiles and their launch points.  The reaction time between pilots orientation of the SAMs and the counter attack would be near instantanous as pulses of microwave energy would engage the SAMs as the powerful onboard AESA radar would emit its own full powered concentrated burst of energy pin pointing all its power onto single point of launchers neutralizing SAMs and ground based launchers and sensors near instantanously.  

OOC:  My nuclear facilities again are not above ground nor are they cratered. My radar is underground hooked up to thousand of nodes which are traditional ping-return's. I know it can't see F-5's but hell.

 

Before the F-5s even made it into Bolivian airspace, The by the SAMS situated around the borders would open fire, their missiles tracking down the F-5s as they sped into the NFZ. To mask them however Short emp bursts would be emitted over the entirety of the U.R.B. via concealed nodes which linked to the main infrastructure of the Armed Forces of United Bolivia rendering the ground unseeable for moments at a time after the missiles had found their targets and finished them.

 

While the attacks that had been foolishly launched by Tianxians armies would begin, the four squadrons of F-22 Fighter Jets would begin intercepting. Luckily they had been launched prior to the attack and began their ambush in earnest. Descending on the unsuspecting F-5s they'd open fire with IR missiles designed to home in on the infrared signatures emitted by the jet engines.

 

With their IR masking features, the incoming IR missiles would not be able to get locks until the F-22s were very close, far beyond he lock on range of the F-5s, who would both detect it with their EO/IR synthetic aperture and networked array of radar sensors simultanously fusing the raptors multi-angle radar returns into them.  As F-22s radars scanned, the radars of the F-5s would lock onto them, using their tailored access operations packages to insert cyber code onto the planes, disabling the well known raptor mission control and targeting systems and generating false returns int their targeting.  As missiles flew off wildly from the raptors, the F-5s would fire their own anti-air NGTAM missiles which were linked both to onboard sensors and the radar and optical returns of the entire F-5 force making spoofing and jamming near impossible, while the already read in specs of the raptors would give the missile and its intelligent guidance the ability to anticipate the raptors rate of turn and climb.  Manuver was neigh impossible.

 

A Mobile ICBM would then begin activation sequences to fire upon the Galapogos, Chico Alto their weapon. Though they had not left the safety of the subway, an underground fortress which connected each military base through titanium blast doors, and tunnels which stretched one end of Bolivia to the next.

 

As missiles opened from the blast doors, their systems would be detected by high geo Earth orbiting satellites and the fighters in the areas of the launches.  Information was streamed into the fleet command, giving the Tokugawa CSG the coordinates of silo locations.  Flashes of smoke poured out from the launch bays as ER-M-51s were launched in salvos of four, storming towards each location, with a kinetric pentrator followed by three HDRM munitions would cave in silo doors and clear the way for the HDRM muntions to create catastrophic destruction.  

 

As the missile ascended fighters raced to super cruise it targeting its sensitive gyroscopic electronics and warhead detonation devices with pulse DEW to break down its capability to accurately hit.  Even still inertia would be an issue.  At this point the fleets command ship's powerful dual X-Band array would achieve lock on, standardizing intercept to a Sun Tzu's SM-6 missile array which flew up smashing the target with its kinetic kill vehicle, breaking the warhead and its array over the blue Pacific Ocean.

 

Following on these attacks, the transmission of surrender would be given, as forces were surged in to conduct counter prolif operations disturbing news would be recieved in regards to claims made by the Paraguayans.

 

 

Military Dispatch from the Empire of Tianxia:

 

Security Council resolutions are universally binding.  If Paraguay expects to be expanding its territorial integrity while not recognizing them, military operations to continue disarmament will continue by force.  Paraguay is expected to recognize security council authority or its territorial advancement will be halted and rolled back.

 

Eight stealthy B-9s meanwhile would take off from their bases in the South Pacific and continue their mission of doing counter prolif using massive bombs to break upon the doors of satellite designated facilities and follow them in with cratering ordinance to rapidly degrade the capability to launch missiles.  Meanwhile a force of EW stealthy skyhawk drones would be dispatched over the site to provide jamming for communications in Bolivia, while four AWAC skyhawks would be used to provide air information dominance for rotating squadrons of F-5 and F-6 aircraft performing air space control.  

 

Two regiments of ranger forces would be brought in to do air borne drops via their stealth aircraft transports to drop down in and begin securing areas where MAG, sonar, SATINT, SIGINT, and radar suggested tunnels may be, while an aviation company and a marine airborne expeditionary force would be landed into La Paz Airport to facilitate the deployment of a combined Army/Amphibious counter prolif force with elements of supporting heavy forces to sortie, destroy, and ultimately roll back SAO forces into their home countries and if necessary topple them.

OOC: You have also seemed to miss the Republica's request for a cease fire so it can help peacefully remove the nuclear weapons facilities.

 

OOC:  I've not missed it, but the terms for Tianxia to allow any sort of cease fire where SAO nations enter into Bolivia are that the SAO nations acknowledge the security council as having the ability to intervene in South America even without the SAOs permission or consent.  You guys as best I cannot read have not said it, so combat operations are continuing.

I invited the SC to come in with me? I also publicly acknowledged the legitimacy of the UN in dotComs going away thread. If that's not acknowledging you then I don't know what you're looking for.

The Amazon Republic/Bolivian Border

 

As if a sleeping giant was being awoken, the military of the Amazon Republic began assembling. Troops, planes, helicopters, artillery pieces, MLRS vehicles, and all manner of equipment began to head to specific points along the border. The border itself would rapidly be found to be infested with roving squads of Amazon Republic Army Rangers, drones, and attack helicopters conducting intensive sweeps for the purposes of security. The Amazon Republic Expeditionary Army would be put under the command of the well experienced Major General Benito Chavez of the Arica Inserrection fame.

 

All told, 300,000 men, countless numbers of machines, nearly fifty percent of the Amazon Republic Air Force, and four Special Forces groups would be activated and assigned to the AREA Comand.

In recent light of troop movements by the Amazon Republic, Paraguayan President Jose Gomez wants to reiterate to the Republic that Bolivia is now Paraguayan territory. He does welcome, however a SAO Peacekeeping task force to assist Paraguayan forces keep the peace. if the SAO or any other South American country is interested they should contact President Gomez via diplomatic channels.
