All nations were invited to sign onto the distributed documents, the Laws of War. [quote] [u][center]The Laws of War[/center][/u] SECTION I: PRISONERS OF WAR A. Prisoners of War constitute all soldiers, insurgents, medics, sailors, and foreign nationals who have surrendered to an opposing force. B. Prisoners of War are not to be killed or tortured. C. Prisoners of War all allowed the following things: sufficient nutrition, hygienic living conditions, protection from the elements, and all necessary medical treatment. D. Prisoners of War are not required to divulge any information, save their name, rank, and serial number. E. Prisoners of War are to be open to inspection by humanitarian agencies to confirm their safety and well-being. F. Prisoners of War are to be repatriated to their home nations at the end of hostilities. SECTION II: PROTECTION FOR DISABLED A. All soldiers removed from combat due to injury or illness are immune from being killed. B. All wounded soldiers encountered are to be cared for. C. Places of healing, including hospitals, field hospitals, and hospital ships are immune from attack and occupation. D. Encountered wounded or ill soldiers are able to be captured as prisoners of war. SECTION III: NON-COMBATANTS A. Medics are considered non-combatants, and are immune from attack so long as they are wearing insignia identifying them as medics and are not engaging in attacks themselves. B. Military chaplains are considered non-combatants, and are immune from attack. C. Foreign diplomats are considered non-combatants, and are immune from attack. D. Foreign civilians are considered non-combatants, and are immune from attack. E. Non-combatants have the ability to be captured as prisoners of war. SECTION IV: ATTACKING CIVILIAN CENTERS A. Civilian structures such as schools and hospitals are immune from attack unless they are being used to garrison troops. B. Civilian structures needed for survival, such as water treatment plants, reservoirs, and farms are immune from attack unless they are being used to garrison troops. C. All towns and cities imminent to sustained bombardment are to be warned both verbally and by pamphlets in the native language of the town or city. SECTION V: OCCUPIED TERRITORIES A. Should a territory be occupied during or immediately following conflict, the inhabitants of the area shall be classified as Protected Peoples. B. Protected peoples are immune from forced labor, harm, and death. C. Protected peoples are immune to collective punishment for the actions of soldiers or insurgents. D. Protected peoples are immune from property confiscation and deportation. SECTION VI: MISCELLANEOUS A. Disguising soldiers as civilians or other non-combatants is illegal. Any commanding officer or politician found issuing orders that violate one or more of these laws will be labeled a war criminal and will be subject to arrest and imprisonment.
