Membership of The Hive may be revoked at any time by the Governor or the Grämlins Conclave. 5. Upon leaving The Hive, a nation must make arrangements to pay back any debt accrued during its time in The Hive. [b]III. Governance[/b] 1. The Hive will be run by a Governor, appointed by the Grämlins. 2. Governors may resign, or be removed by the Grämlins Conclave, at any time. Should a Governor leave the Grämlins, he will be taken to have resigned his governorship. A replacement will be appointed by the Grämlins. 3. The Governor has complete jurisdiction over The Hive affairs, as long as their actions are valid under this Charter. 4. The Governor may, at their discretion, create any number of internal positions and appoint members of The Hive to such positions, in order to assist them in their duties. [b]IV. Jurisdiction and Autonomy[/b] 1. The Hive is an autonomous region of the Grämlins. Thus, an attack on The Hive is an attack on the Grämlins and will be responded to accordingly. 2. The Hive may not sign militarily binding pacts with other alliances. 3. The Hive may, at the discretion of the Governors, choose to opt out of aggressive wars conducted by the Grämlins. 4. The Hive may not declare war except as part of a Grämlins operation. [b]V. Assistance[/b] 1. The purpose of The Hive is to assist nations with their material and political strength. Thus the Grämlins will provide The Hive with certain documents about nation building, military matters and other important information. 2. The Hive nations will be provided with opportunities to sell technology. 3. The Hive nations will be given access to loans from the Grämlins Bank in order to facilitate nation building. Nations which accept such loans will be advised in the most effective use of them. 4. The Governor, and at their discretion other Grämlins, will provide individual assistance with respect to nation building, military strategy and miscellaneous other matters that may arise. 5. In order to best be able to provide assistance, the Grämlins membership will have access to The Hive boards. 6. Member nations will be eligible for any Grämlins trade programmes, or bilateral or multilateral trade programmes to which the Grämlins subscribe. [b]VI. Graduation[/b] 1. Nations which are deemed to have been successful members of The Hive will be permitted to undertake the Grämlins application process even if they do not fit the requirements. In particular, successful membership of the Hive will count as a vouch for the purposes of securing an application. [b]VII.   3. Schatt, I think you are mistaken as to what this bloc is, what it's going to do, and in what manner it might approach things. To be quite honest, I think TOP, Gre, and Argent in particular learned a lot from our experiences within Citadel, what worked for a bloc, what didn't, how to assuage the decisions of some alliance versus the good of the bloc and various other intricacies that most undoubtedly will be presented at some point in time. While I do not consider Citadel to be a failed experiment, it did indeed allow us to become who we are today, through mistakes made, and define what each and every one of us defines as our policies regarding blocs and how to act. I think you might be pleasantly surprised at how things will all turn out. As the saying goes, "please Gre, don't betray TOP!" I believe our independent thought processes, not just as a bloc, but as individual alliances, and individual people will allow us to move forward in a way that is agreeable to all of us in the bloc, not simply being the whipping boy of any one alliance. I can say without a doubt that the major point for us as a group was bloc supremacy and doing things unanimously. Don't let your dislike of some individuals, allow your vision to be clouded in judgement. You're better than that.

Yes some alliances have OTP, but the main fact is that this bloc has less OTP than any other bloc and ultimately is tied to less power structures. I think we did a pretty good job gathering alliances of like-mindedness that have minimal OTP. Add that to the fact that these alliances are much more independent in thought than the multitude of alliances out there that simply tag along because their friends are and again I fail to see how we are so closely tied to PB/DH, or anyone for that matter.

III. In order to ensure operational security, each signatory pledges to limit any privileged knowledge to the minimum practicable number of members within its alliance. The High Standards of OPSEC within the bloc is maintained within the best judgements of the individual allied governments. Military Action I. Mutual Defense. [indent]A. Direct military action against any signatory shall be considered an attack upon all signatories. B. For the purpose of defensive obligations, this treaty shall not chain. However, signatories have the option to respond to “chain into” another signatory’s war should they desire to do so. [/indent] II. Mutual Aggression [indent]A. Should any signatory initiate military action against an outside alliance, the other signatories are not required to follow suit. However, they may do so should they desire. [/indent] III. Bloc Military Procedure [indent]A. In case of independent military action by any signatory, 48 hours` prior notice must be presented to the other signatories. B. In order to determine bloc behavior as regards independent military action by any signatory, a vote shall be held amongst the signatories. [indent]1. In case of a unanimous vote in favor of the military action in question by all signatories, the declaration of war shall be issued as a bloc announcement. In this event, all wartime decisions and all peace talks with the opposition shall be conducted as a bloc. 2. In case of a majority vote in favor of the military action in question, the declaration of war shall not be a bloc announcement; however, it will be considered a bloc-sanctioned action, complete with declarations of support from those signatories who choose to not involve themselves. 3. In case of a vote that does not produce a majority in favor of the military action in question, the declaration of war shall be considered solely the realm of the alliance(s) involved. This shall not, however, suggest that the action is opposed by the bloc. 4. In case of a vote of only the requesting signatory voting in favor and all remaining signatories voting against military action request, the alliance in question shall abstain from the planned military action. 5. Any alliance not casting a vote within the allotted time-span shall be considered to be in support of the action in question. [/indent][/indent] Treaty Membership I. Any signatory may withdraw from the treaty twenty-four hours after presenting to the other signatories a notice of intent to that effect. [indent]A. Withdrawal from the treaty will establish between the signatories and the former signatory a seven-day period of non-aggression, this period beginning exactly twenty-four hours after the presentation of the signatory’s notice of intent. B. Alliances are prohibited from withdrawing from the treaty while involved in a bloc-wide military action (one unanimously voted in favor of). Only by unanimous approval of the other signatories may an exception be made.[/indent] II. Expulsion of a signatory may be accomplished by a unanimous vote of all signatories (excepting the target signatory). [indent]A. A seven-day period of non-aggression shall exist between the remaining signatories and the target of expulsion, this period beginning the moment the expulsion vote succeeds.[/indent] III. Hyperbad, you'll come to realize when dealing with us that we've never really been ones to go out and tell everyone what we're doing or explain everything we do. What we do, we do because we feel it is right and in line with our principals. You asked what the older Gre members would feel about this and I'd say this statement, that is from old members, members that were here from the beginning, is truly what we feel. We feel as though our home was destroyed and invaded. An infestation if you will. We are simply taking our home back. Sometimes you can't pass judgement from a single moment and you'll need to simply weigh an alliances measure over time. We will hold to the principals of old, ones of honorable intent, and let our merits and actions dictate the cyberverse' opinion of us. Again I know it's vague, but you're question really comes down to "are you guys going to suck or are you going to be cool?" All of our opinions are going to be biased of course in that we believe we will suck and be overlording tyrants of the world that none have ever seen. If you're interested in finding out who we are, feel free to come chat with us in our channel as that median is a bit more productive. If you're looking for a specific answer to "what are your principals" go look up our previous codex as that is about the most definitive answer you'll have on the question of "what was Grämlins, what did they stand for?"

[/quote] No, Q was a treaty to pacify threats and consolidate power, in particular Gremlins and NPO at the time. MK and TOP was honestly a logical treaty truly based on two communities that were much more similar than different. I personally always pushed for a MK treaty or better relations pre-biPolar because I knew both groups quite well and knew they'd get along well. Both have a strong sense of independence, quality of membership, and are a bit more mature than the avg (yes I actually called MK mature) capable of discussion past the "No U" and other garbage that passes as alliance "friendship" and better relations. Standard route: Alliance 1: OMG I your guyz is awesome o/ Alliance 2: o/ to you too, you guyz rawk! Alliance 1: I think I like you Alliance 2: I like you too Treaty gets signed TOP/MK Route: MK: Screw you TOP: Screw you TOP: Pre-emp MK: Tricky moves and interesting propoganda that even TOP will laugh at that also happens to generate quality discussion TOP: Great at war, see's that MK is great at war, mutual respect MK: Discussion of all things awesome TOP: Q&A that generates a lot of discussion, argument, meeting of the minds MKonTOP: Treaty Fact is we have two communities dedicated to preserving ideals and beliefs that are similar that actually like each other instead of the mindless discussion of what is considered politics that passes in many places. Lastly, I'll say it again, it's not a treaty to nullify a mutual threat, heck if either one of us ever had an issue with each other that was big enough we'd cancel the treaty and blow each other up again, none of us fear losing the pixels.
