Don't underestimate the power of the Dark Side of the Force.
It's a tragedy that it had to come to this, but maintaining truth in your agreements is the foundation of good relations. The fact that Chris Kaos was allowed to serve in an official capacity despite an agreement not to is not only a breach of said agreement, but stupid considering nobody should have to put up with his constant bad attitude.

As far as I know, it doesn't belong to any alliance in particular, at least not recent ones.
I did answer a similar question a few months ago, so I will quote it here for convenience, although it's a little bit outdated since two sanction changes and I don't feel like updating it:

It's mainly the "it's" instead of "its" that pisses me off.
I'm sure if Mary the Fantabulous was Empress of the NPO, poor grammar would have to be outlawed forever.
My take on this is that it is possible to bring a serious challenge to the Orders' predominance, but so far nobody has really taken the steps necessary to carry it out. Maybe we will see something in the near future to that effect. CN is by no means dead, but whining is always easier than planning.

\m/ has ruined the game, I thought that is common knowledge. NPO is just 'teh ebil' and responsible for ALL bad things in the game, including events, modbias, inactivity deletions, and server downtimes.

My opinion is that the MDP web is shallow enough that treaties will be broken once people get bored. Have patience.

NATO has never been my favourite alliance, but the fact that they are expressing opposition to this bloc should really make any alliance participating in it stop and reconsider. Also the fact that Lysandros is involved.

I think there's enough precedent with many previous wars to state that all members of an alliance are responsible for the actions carried out by the government of said alliance.

There's going to be a lot less inertia within Inertia nations soon. Nuclear weapons tend to release a lot of energy in their explosive blasts, placing motionless objects in motion.

This is a most superb example of excellent foreign affairs. Okay, not really. Actually it fails greatly on such a grand scale I don't have appropriate words to describe it. I can't say I remember ever having seen anyone sign a treaty like this with a one nation gimmick alliance, but there's a first time for everything I suppose. So to sum it up, hail CIS.

I have to agree with Random. I was in NoV at this time, and I Remember that all our hopes were on NPO. I remember everyone in IRC talking about our protectorate etc...
Ironically, despite this, it certainly didn't stop NoV from being perpetrators of the very same thing they were victims of, when ICP was attacked a month or so later.
