The UCR seeks to uphold the independence and stability of the Brown Sphere, an independence and stability that is actively threatened by the aggressive actions taken by the Doom Wolves. It's a bit of both. Of of The Five is former UCR. It was through them that we became aware of the scope of the Wolves' aggression, and contact was then established with the others. No action was taken until military assistance was specifically requested (by which point, some of these nations had already suffered immense damages from nuclear weapons launched by the Wolves). Unlike what dishonest characters like firingline have tried to imply, we are not on some crusade, and we are not attempting to police raiders. We are simply offering what resources we have in the defense of victims of raiding, just as we have consistently done in the past for unaligned left wing states.

Although the ratification and announcement of the treaty did occur after the attacks, it had already been drafted and it's terms had already been discussed. What prompted the formation of the pact was a desire to finally and formally mend old wounds and re-establish a united left on paper. The raid actually delayed the ratification.
