In accordance with the Status of Union Agreement approved by all the states, the various states national guard units and assets now fell under the command of the executive triumvirate to form the primary defense force for the USNA. More or less on loan, they would be returned to state control once a federal military force had been formed. Even so, they only numbered up to some 400,000 troops. It was projected that at least double that number would be needed to provide an adequate defense force. On the other hand equipment was not lacking at all. Between the former USA, which was the second largest military power in the western hemisphere, and the former New England government, there was quite a large surplus of weapons, munitions, vehicles and equipment available. Guns, tanks, planes, and even ships were inactive or in storage and could be readily prepared for operation easily. The process to quickly get them online was started in order to provide the necessary equipment. Capable manpower was also rather plentiful, with many former veterans of the armed forces heeding the call to duty and enlisting. Many had joined private contractors and many of these companies were hired in order to provide logistics, security and training services for the new burgeoning military.   2. The Drug Debate A new initiative by several congressmen and senators is pushing for the decriminalization, or even the legalization, of controlled substances. Public support and opinion is high on both sides of the issue. Proponents of decriminalization and legalization point to the large and rising cost of anti-drug policies and operations as ineffective and wasteful. While most Americans favor some measure of legalization, there is heavy debate as to what extent. As the debate starts there is no doubt that supporters and interest groups for multiple viewpoints will make their voices prominent and visible.

INTLEGRES 22 Today the Interim Legislature has passed INTLEG Resolution 22, a non-binding resolution rejecting the former foreign policy of the Second United States as incompatible with the views and policies of the United States of North America. In a vote of 24 to 12 the resolution was passed and approved by the executive council. The idea of making the resolution binding was almost unanimously rejected with one of the legislators stating "We decided this would be the best course of action, a good spot between the need to preserve the sovereignty of our new nation and to assuage the concerns of our neighbors". Many of the other legislators have said that this demand was an attempt by Tikal to dictate terms to the USNA to undermine its sovereignty and that it was an affront to the country's dignity. Enough support was gathered after a closed session meeting took place between the legislature and Governor Moore who said that "the statement made here today is important in assuring our neighbors of our peaceful intentions and to alleviate their concerns".

  6. It was decided to send a member of the executive triumvirate to Tikal and Governor Randall Crawford volunteered for the meeting. A chartered business jet would take him from Washington DC to the Tikal capital of Dusk and Dawn. After receiving clearance the plane would land and he would greet water party was awaiting him.

  8. You may have claimed it as your protectorate but you've never rped having troops move in to re-establish control after you left the area from when it was new england. As such I'd argue that while you can claim you have a protectorate you don't actually have the means in place to enforce anything. The issue of ic action being required to do something is my issue with this whole thing. On the other hand I'm fine with talking about whatever issues you have here but as far as I can tell there are no tikal troops in the entire area because the only troops deployments I've seen since you left the area before was AFTER we DoE'd. So as far as I'm concerned I shall, respectfully, attend your meeting but I will not recognize tikal troops being present without evidence of previous rp that you have actually moved them there since you last left.
  9. Last I checked there were no Tikal troops in the area since the previous formation of new england and I haven't seen anything to suggest tikal has returned to reassert its protectorate.

First Steps Almost immediately after the announcement of the creation of the nation was made, the constitutional convention has already begun to take place in the House Chamber of the Capitol building. Behind closed doors, the delegations from each state will debate and decide upon the future of the nation that had just been born into the world. Each delegation is composed of between 5-10 members chosen by joint approval of the state governors and legislatures. Each state will have one vote, which goes to the majority decision made by the state's delegation. Until a final decision has been made, the delegates will be prohibited from making any comments on the processes of the convention. The 36 members of the temporary legislature have set up in the Senate Chamber to conduct their daily business. Sources have said that the top priorities at the moment are the rapid creation of an budget to fund initial government efforts, establishing a basic framework for civil and criminal law at the federal level and the creation of basic federal agencies to provide essential government functions for both the transitional period and the future. As per the conditions of the Status of Union Agreement, the legislature has unanimously passed a bill of rights as its first law to ensure basic human and political rights to all citizens of the USNA. The three members of the executive triumvirate have several priorities. One of the most pressing is the creation of a federal military defense force. Other issues that need to be dealt with include settling legal disputes between the states and the running government agencies formed by the legislature or by executive decision, which requires unanimous approval of all three members of the triumvirate. The establishment of relations with foreign nations is also said to be an important issue that will be worked on as a priority.

As time passed, the government of New England that held sway over most of central North America east of the Mississippi River had gradually eroded, its authority and power receding further and further until most of the states it had previously governed were more or less left to govern themselves. As a result the primary powers of governance was now in the hands of the individual state governors and the state legislatures. The joy resulting from the newfound independence in these states was quickly replaced with the grave reality of the situation they now faced. In this world the strong survived and the weak were absorbed by those who coveted what they could take. The individual states by themselves were vulnerable and it was quickly determined by both the population and the leadership of these states that a collective effort was the only measure of safety available to them. A conference of the state governors was held in the Capitol Building in Washington DC and an agreement was quickly hashed out. A central government needed to be formed and would be based on the traditional style of American government, federalism. The agreements were submitted to the state legislatures and were quickly and almost unanimously approved. With confirmation of the agreement the announcement was made. Major media networks were notified of an important upcoming announcement from the capital and they in turn notified the people of the soon to be nation. A record crowd, estimated to be over 2 million people, had gathered in Washington DC in front of the Capitol Building on the National Mall and the media was broadcasting the event live. Heavy security was provided for the event by the DC Metropolitan Police, and national guard members from several states. At the scheduled time of the beginning of the event the state governors all filed in behind the podium while three of their number stepped forward and one of them stood at the podium. “Ladies and gentlemen. My fellow Americans. Today is the dawn of a new age. The beginning of a new nation. One that will stand firm and stand the test of time. For those who may not know me my name is John Moore, the governor of Pennsylvania. Behind me are the governors of the states of New York, New Jersey, Virginia, Maryland, Delaware, West Virginia, Ohio, Michigan, Indiana, Kentucky, Tennessee, North Carolina, South Carolina, Mississippi, Alabama, Georgia, and Florida. The Status of Union Agreement approved by all the legislatures of the states represented here today has laid down the foundation for the creation of a new nation. Our nation”. “Founded on the principles of American democracy and representative government, in the coming days and weeks we shall hold a convention to form a new constitution and will hold elections to realize the desires for our citizens to have a role in the shaping and the direction of our government. In the meantime, a temporary transitional government shall operate and lay the groundwork for the future government in accordance with the principles and directives agreed upon in the Status of Union Agreement”. “Until a final government is formed, the governing body of this nation shall consist of an executive triumvirate and temporary legislature. The legislature will consist of two representatives from each state chosen by each state’s legislature. The triumvirate has been elected and agreed upon by the 18 state governors. Today marks the birth of the United States of North America”.
  15. TOP SECRET In the late evening a diplomatic courier left the White House escorted by a DSS agent to Ronald Reagan International Airport, both in plain clothes and unannounced. There they boarded Transatlantic Pan Am Supersonic Flight 110 to Rome, arriving in less than 2 hours. From there they boarded a private plane chartered by the State Department which arrived in Athens after a short flight where they were greeted by several DSS agents and transportation to the Commonwealth Embassy, the entire trip lasting less than three hours. Arriving at the embassy the courier delivered the sealed notes to the Ambassador who opened the one marked for him. In five minutes he was out the door and on the way to the Athens Foreign Ministry with the embassy's military attache, calling ahead to arrange a meeting where the remaining note was presented with the still unbroken White House seal. Opening it would reveal a hand written note.

  17. Commonwealth military officials breathed a sigh of relief as the Norse fleet headed south but the ultimate destination of theirs was truly puzzling and random. In the meantime Commonwealth Forces in the Atlantic would remain on a war footing as a precaution while MQ-4, RQ-4 and RQ-180 UAVs with ISR and ELINT loadouts would continue to shadow and monitor the Norse fleet in conjunction with ocean reconnaissance satellites and Greenland's OTH radar network while recon satellites would overfly Iceland to monitor activities there..
  18. After less than an hour of deliberation, the Commonwealth Senate has announced the ratification of the "Special Relationship Treaty" agreed upon by the Commonwealth and Avalon in an entirely unanimous vote in favor of the treaty.
  19. With some time passing by deployments and preparations in the North Atlantic Theater were progressing. Over a dozen new airfields had been completed and were now operating in addition to over a dozen highway strips and civilian airports to accommodate the still growing number of more than 720 fighters and support aircraft now operating on Greenland. A cloud of fighters and AWACs aircraft positioned over the island and out to sea provided early warning and protection, with a similar situation in Northern Canada and the Northern Early Warning Line. With the Commonwealth's Space Surveillance Network actively tracking all Norse military satellites in orbit, the decision was also made to deploy satellite blinding lasers to all bases in Greenland and Northern Canada to prevent satellite surveillance. Other countermeasures included timing movements outside of their observation windows and to erect decoys, especially fake aircraft and hangers, to give false information. Aircraft not able to be placed in established hardened shelters were provided portable protective shelters able to prevent damage from cluster munitions and smaller explosives and were camouflaged. As a last ditch measure, airfields and bases were provided with portable wide area GPS jammers and electronic warfare vehicles. On the ground the situation had also improved growing from two light infantry divisions, an airborne division, a marine expeditionary force and two brigades with the addition of another airborne division, a mountain division, two more light infantry divisions two light armored brigades and numerous SAM units. More than enough forces to cover all bases and population centers on the island. These units were deployed in a more dispersed fashion in order to mitigate casualties from any strikes but were close enough to be able to rapidly reformed in order to conduct operations. Possible landing sites were scouted, monitored and fortified. Engineer units prepared port facilities for possible destruction to prevent their use if they fell. Canadian facilities were also reinforced, with JB Alert receiving an entire light infantry division and additional air defense assets and other bases also receiving ground reinforcements for base protection. At sea most assets were in place, with the four carriers remaining at their stations and the fifth about to arrive after being redeployed from the South Atlantic, and using advanced knowledge of Norse satellite movements to avoid detection. The same measures were being taken by the reinforcements sailing out of Little Creek, which had taken longer to prepare than was planned with the addition of two mechanized infantry divisions to be transported to Greenland. The eight diesel subs operating out of Greenland were patrolling the islands eastern coast and near Iceland. The three SSGNs were operating south of Iceland with orders to stay hidden. The now 30 nuclear attack subs operating in the North Atlantic had formed up patrol patterns roughly along the northern edges of the North Sea between Great Britain, the Shetland Islands and the Norwegian Coast, although a few were in the Greenland/Norwegian Sea. The SSK squadron in Cuba and 5 more nuclear attack subs were en-route to their new stations, which included monitoring the mouth of the English Channel and the Celtic Sea.

This will have to be ratified by the Senate but I'm confident it'll pass with flying colors when it gets out onto the floor" McNutt said with a smile as he signed the treaty.   22. Well within range of OTH coverage on Greenland, the marshaling of such a substantial amount of vessels in Norse waters had not gone unnoticed. Neither had the sudden movement of such a large amount of ships straight to the Arctic. Such a thing could only be the lead up to one thing, and Commonwealth forces had been promptly alerted and were preparing. In the meantime ISR assets in the North Atlantic would now be focused heavily on this massive grouping of vessels. MQ-4 Triton and RQ-4 Global Hawk UAVs would shadow the group and report on its location and composition in real time. In order to get a more complete picture a Global Hawk was ordered to do a direct flyover of the ships.
  23. Redeployment of forces to Greenland and the Arctic was still ongoing. At Thule AFB and JB Nuuk, REDHORSE, Prime BEEF and army engineer units were working around the clock in clearing out areas and establishing prefabricated airfields nearby to complement the significant facilities available to the well established bases while Seabee and marine engineers did the same at NS Kangilinnguit. Detachments from these units were also deployed to the numerous public airports in Greenland to establish backup bases for flight operations. Highway strips, already planned and pre-sighted, would begin to be put into operation. Similar measures were being implemented at northern Canadian bases to better manage the large amounts of aircraft streaming in, including a dozen B-1squadrons. Naval forces forward deployed to Iceland included eight SSK diesel submarines while a dozen nuclear attack submarines were conducting patrols in the northern North Atlantic and Arctic Oceans. These would be supplemented by another dozen nuclear attack boats and three SSGNs ordered to head north from the mid-Atlantic. Additional deployments would be made to bases with Thule AFB, JB Nuuk and JB Alert each being provided a guided missile destroyer to assist in defense. While ground reinforcements were being delivered rapidly by air, with most of an additional mountain division almost in place, the deployment of heavy forces could only be done by sea. As such, a marine expeditionary force was being assembled at Little Creek to be quickly delivered to Greenland by sea to be followed shortly after by an mechanized infantry and an armored division. An additional airborne and mountain division had both been ordered to prepare for deployment to Greenland.
  24. GENERAL ALERT Norse activity in the North Atlantic had escalated dramatically in such a short amount of time. The intensive training maneuvers by the Norse military had been noted via occasional satellite reconnaissance but not too much was made of it. Now OTH radars in Greenland were reporting an large increase in Norse naval activity and now Norse military forces had landed on Iceland. Commonwealth forces had been ordered to a state of high alert and forces in Greenland were ordered to full readiness while surveillance of the North Atlantic, specifically the Norwegian and Greenland Seas, and the Arctic Ocean, was heavily increased. Additional fighter, ground, air and coastal defense assets were being flown into Greenland while four carrier battle groups would rendezvous to the east of the Labrador Sea for possible contingency operations.
