ahhh.... the wording of that sentence should be changed then. "begin" should be taken out and "purchasing" should be changed to "purchase". because right now if you read it it looks like you just have to be in the top 5% to buy the first (0 -> 1) and after you have the first you can buy them whenever as long as you meet the first 3 criteria of tech, infra, and uranium.
