The aluminum/uranium trade in my trade circle is unreliable and has not accepted trade agreements from all the other members of the circle, so I would like to offer $1 million to any nation with aluminum and uranium willing to join us (black is not necessary but it will help you if you switch). Our current bonuses are beer, fast food, and construction; a coal trade would also give the steel bonus resource.
