Abbadon, tech deals take up Foreign Aid slots, not trade slots. Trade slots are used for just that, the trading of resources. So you can have five trade slots filled, and five foreign aid slots filled at the same time. They do not interact with each other.

With the way tech deals work, you'll have plenty of cash from the buyer to buy up to 50 tech at a time, and still have plenty of profit left over. The usual going rate for tech is 3 million for 50 tech, 3 million for 100 tech, and every so often they will do a 6 million for 150 tech. If you have any questions, you are welcome to PM me.
