If a member of Yellow Guard is not happy and wants to leave the alliance, must post a resignation in the proper place on the forums. They must state why they are leaving, and when they will pay money given to them back. Expulsion: Any member that gives internal information out toward other alliances will be expelled from Yellow Guard with a permanent zi. Any Yellow Guard member that does nuke first, without the permission from the government will be expelled with permanent zi. If a member or government official amends the charter without 65% approval rating will be expelled with zi. Article III. Government Structure: Count: The Count of the Yellow Guard will keep the alliance together, and if feels the need too, he can impeach a triumvirate. The Count holds the final say in everything, but can listen to the triumvirates for advice on what to do. The Count can be impeached only if 75% of the alliance agrees to, and if he is doing a reckless job. Triumvirate: The Triumvirate of Yellow Guard will be broken down into three divisions; Triumvirate of War, triumvirate of Foreign Affairs, and Triumvirate of Internal Affairs. The Triumvirates hold life time positions unless any members or government believe they are not moving in YG's best interest. 65% of the government and member body must agree to impeach a triumvirate. The Triumvirate of Foreign Affairs can sign treaties as long as 65% of the government approve. Triumvirate of War: The Triumvirate of War will be in charge of the war battalions and making sure each member of the alliance is put in the proper place. He/she will also be in charge of making sure that in war ready times, that each nation has proper war chest, and that each nation understands how to war. The Triumvirate of War can declare war upon an alliance with at least 65% of the government officials approving. Ministers: The ministers will be appointed by the alliance body with a 65% approval. The ministers will serve as deputies to the Triumvirates, but there will always be people in these positions. If the Triumvirate feels a need to get rid of a minister because of his lack of work, he must then bring it up with the alliance body. Ministers are voted on every month. Minister of Internal Affairs: The Minister of Internal Affairs will serve as second in command of the internal affairs department, the Triumvirate of Internal Affairs will give the MoIA assignments or things that need to be done. The Minister of Internal Affairs can also do recruiting, start anything he feels that needs to be done in the internal affairs department. Minister of Foreign Affairs: The Minister of Foreign Affairs will serve as second in command of the Foreign Affairs department, The MoFA will deal with keeping up with the embassies, assisting the Triumvirate of Foreign affairs as needed. The MoFA will help make sure that Yellow Guard's allies are not in any distress with us. Minister of War: The Minister of Foreign Affairs will serve as second in command of the War Department, The MoW will help make sure any nations that are not in their war battalions, make it there. Aggression: All war authorizations must be passed through either the Triumvirate of War, or the Minister of War. Any member that starts a war without permission will be warned once, and the second time expelled from the alliance with a possible zi. Members found using nuclear warfare without authorization will be punished with a permanent zi and will be expelled from the alliance. Article V. Amendments: Any Amendment done to this charter must be passed through the government and through the alliance body with a 65% approval rating. Member Expulsion may only be done by the Chancellor or Regent if it finds a member is in direct violation of this charter. Article II: Government As an adroit government, they serve the people and will do everything in their power to keep the goals by which this charter was founded on in all aspects of their decisions to guide this alliance and her members. They will abide by the laws set forth to serve the people as diligent leaders and to protect the nations they lead. The Government is composed of the following: Chancellor Triumvirate Ministers Chancellor: I. The Chancellor is the Head of the state for “Rapture”, and therefore his/her signature is required on all documents that need be published. II. The Chancellor is responsible for appointing non-elected officials, although the Triumvirate may do so at the chancellor’s approval. III. Only the Chancellor has the right to declare war, unless it is the honoring of a treaty, then a vote will be passed through the Consul if the Chancellor or Regent is unable to make the decision, and may be denied by the membership. IV. The Chancellor has the final word on all decisions made within the alliance both internally and foreign. V. The Chancellor will serve indefinitely, unless he/she is impeached, resigns or remains inactive on the alliance for more than 14 days without prior knowledge. In that case he/she will be removed from office and a single Triumvirate is appointed. If the former Chancellor returns within 30 days of their removal, they may return to office with a membership vote of 75% or more, or a 100% vote of the Triumvirate. VI. A Chancellor may be impeached with a 75% or more vote from the membership. VII. Once a Chancellor resigns, he/she may appoint a replacement, however the appointment can be denied with a 67% vote or more of the Triumvirate, from which they will appoint a new Chancellor with a 100% vote. Triumvirate: I. The Triumvirate is appointed by the Chancellor. II. The Triumvirate signatures’ are required alongside the Chancellor’s on all published documents. III. The Triumvirate will act in the Chancellors stead if he/she is unable to attend to their duties. IV. The Triumvirate will be next in succession and will be the voice of the alliance in all decisions if the Chancellor is unavailable, however all rulings may be over ruled by the Chancellor. V. The Triumvirate may only be removed by the Chancellor. VI. Triumvirate will need a 2/3 vote to over-rule any Chancellor made decision. VII. Triumvirate may initiate a removal of Office, if the current Chancellor fails to meet the duties of his/her position. At least 100% vote from the Triumvirate to pass. VIII. Each Triumvir will head a department within Rapture; Department of War, Department of Foreign Affairs, Department of Internal Affairs A. Triumviri of War; Department of War: The Triumviri of War is responsible for the organization of the alliance’s military, the Security of our members, supervision of the current wars, and coordination of militarily attacks, as well as appointments of the Military structure. Is only under the Chancellor in Military chain-of-command. B. Triumviri of Foreign Affairs; Department of Foreign Affairs: The Triumviri of Foreign Affairs helps represent “Rapture” to the Cyberverse. He/she is tasked with appointing ambassadors, and assisting both the Chancellor and Regent in negotiations or treaties with foreign alliances. C. Triumviri of Internal Affairs; Department of Internal Affairs: The Triumviri of Internal Affairs helps to maintain a current up–to-date roster, and keep the members informed on a day to day basis of the Alliances standpoint and announce any relevant news the government has to announce to the members. They will help with correspondence to Commerce, and Recruitment; Work with Financial Aid/Stimulus Programs for both new and older nations, Engage in recruiting new member for Rapture. Ministers: I. Minister of War: The Minister of War will help to advise the Triumvir of War in Military assistance; Military organization, Protection, coordination of Attacks. II.Minister of Foreign Affairs: Mister of Foreign Affairs will help to dispatch our ambassadors to foreign alliances, and to represent Rapture alongside the Triumviri of Foreign Affairs. III.Minister of Internal Affairs: The Minister of Internal Affairs will help to organize Aid events (Stimulus, Donations, Financial Aid; Emergency Relief Aid, War Aid, Infra Jump), She/he will advise the Triumviri and help them to keep records within the alliance up to date. VI. Legatus: a. The Legatus is any former Chancellor who has stepped down from their prestigious position for anonymous reason(s). As a Legatus, they will have no say or vote in any decision made, but will act as an adviser and may voice an opinion in any matter within the government’s decision(s). They will have access to the Governmental areas of the board. Article III: War War will only be conducted if all attempts to resolve a matter diplomatically have all been drained. We believe in peace and prosperity, but we will conduct ourselves with such, and honor such treaties we have made no matter the sacrifice. Conduct of War: I. In the event of War, or an attack made against a nation of Rapture, the “enemy” will be treated with respect. II. In the event of War, the Triumvirate of War/Minister of War will have an organized structure from which you will report to your commander immediately. III. All members are to follow orders given by a superior officer in the event of war; failure to abide by such rules may lead to expulsion or Zero Infrastructure (ZI). IV. Currently, Tech raids are ALLOWED until further notice. Tech Raiders still must satisfy all appropriate conditions. V. When tech raids are allowed, it is only under the following conditions: - a. The Attacking Nation is a certified tech raider. - b. The Target Nation is not a member of the red sphere. - c. The Target Nation is not part of an alliance (i.e. has "None" in the Alliance Affiliation field) - d. The Target Nation is not under protectorate status. VI. Violating any rules regarding tech raids will result in the following penalizations: 1. First (1st) Offense: Temporary Raid Ban The attacking nation will repay full reps, and will be under observation of no unauthorized attacks given by the Minister of War, Chancellor, or Triumvirate for no less than one month. The result of not completing this will result in an immediate ban or military action. 2. Second (2nd) Offense: Permanent Raid Ban The attacking nation will repay full reps, and will be under observation of no unauthorized attacks given by the Minister of War, Chancellor, or Triumvirate for the rest of the stay at “Rapture”. The result of not completing this will result in an immediate ban or military action. 3. Third (3rd) Offense: Expulsion The attacking nation will repay full reps, and will be expelled from the alliance, and may meet military action and/or a ZI order. War Declaration: I. Only the Chancellor may declare war or the Triumvirate with a 100% vote if the Chancellor is unable to make a decision. II. The Triumvirate may vote on a declaration of war if the Chancellor is absent. III. The Triumvirate may declare war with a 67% if it be in the honor of a treaty. IV. The Membership may veto a declaration of war or the decline of war with at least a 75% vote of the membership. Nuclear Policy: I. Nuclear missiles (Nukes) are heavily encouraged to be built. II. Nuclear Defense: In the event your nation is stricken with a nuke, you may contact any government figure for approval to release a nuke. III. Nuclear first strike: Nuclear first strikes on other nations may only be used with the approval of the Chancellor, Regent, or Minister of War. Espionage: I. Any act of espionage is considered an act of war, and will be treated as such, Including Foreign and Domestic. II. Any and all nations are allowed to use these means of warfare in the event a war breaks out, or unless permitted by the Chancellor, Regent, or Minister of War in times of peace. Article IV: Amendments Amendments are additions to the charter that have been drafted by either a government official or proposed by a member and passed to accommodate the growing needs of the alliance. An amendment is a revision or add-on that institutes a new law, or revises one. Any part of this charter is subject to change if a member or government member steps forward to address an issue and revise a change. Amendments: I. A member may propose a new amendment and will be passed if it the membership passes the bill with at least an 67% vote and a single vote from the Triumvirate, and the approval of the Chancellor. II. The Triumvirate may unanimously vote on a bill and pass it with at least an 67% vote, with the approval of the Chancellor. III. The Chancellor and Regent may add an amendment at any given time.

Now Rapture, has come out of no where, and now has recently got newly appointed government, gained over 15members and 100,000 strength in the past month.   20. FUCN and the relations with RNA have become really heated over the past week. It ended with FUCN and RNA each threatening each other, and i brought in possible future allies, as a shield, which i should not have done. I'm truly sorry to FUCN and the other parties involved. I apologize to most of the brown team alliances for doing such unjust things. I hope that all of this will end in a peaceful diplomat way.
