The Citadel

In the name and with the consent of the people of Aotearoa we declare our existence as the sole sovereign and Legitimate government of the isles of Aotearoa. In the coming days the tiresome remnants of the colonial government will be discarded and in time peace and prosperity will return to these war torn islands. With that we once again reclaim by formal descent dominion over the pacific and offer its people, and nation's the protection of our mantle. It will be our aim to once again restore the free order that once existed here in the pacific and restore the land of the pacific to its people. With that we shall draw from the past that which is desirable and discard that which cannot be salvaged.

There shall be order… it is through the right of force, and consent of old and long descent that the following decree is hereby issued. For too long the Great Aotearoa, and an even greater Pacifica have been the poor subjects of tyranny and influence by foreign powers. It is today that that pattern ceases and that the hopelessness of the past comes to an abrupt end. Here now and unto perpetuity this Aotearoa shall become the Citadel of Pacifica, and thus shall be the arbiter, and sentinel over all things which are Pacific. Just as all things Aotearoa shall be sovereign unto us, so shall the Pacific be our dominion and those foreign to it be our guests. It is this mantle that we bear, and one which we have taken from those long before us.

Article I: The Triumvirate

Section 1: Description

Clause 1: A union shall exist between the three sovereign entities of the Citadel, those being the Technician Syndicates, the Professional Guilds, and the Militarist Aristocracy; each entity representing the whole of the populace shall have a single vote on the triumvirate. Thus resolutions which hold two or more of the three votes shall pass and be put into effect.

[/b]Section 2:[/b] Powers of the Triumvirate

Clause 1: The Triumvirate shall as a collective hold total and absolute sovereignty over the Citadel and its dominion. It may issue ordinances which mandate behavior or pass laws which restrict it.

Clause 2: The Triumvirate shall be the highest body of law, and shall function as the supreme court of the land.

Clause 3: The Triumvirate shall have the power to declare war, and may function collectively as the commander in chief of the military.

Clause 4: The Triumvirate may enforce its laws and resolutions.

Clause 5: The Triumvirate may edit this founding document by unanimous passage.

Clause 6: The Triumvirate may sign treaties, annex territory, and take any other action which is within the best interest of the people of the pacific and the citadel’s material welfare and physical lives.

Section 3: Privileges of Triumvirs

Clause 1: Triumvirs are immune from all law, and are accountable to no entity other than the one which placed them into power.

Clause 2: Triumvirs may propose an ordinance and must be given fair time to present said legal proposal in so far as the proposal remains in good faith.

Clause 3: Triumvirs may call a meeting of the Triumvirate during recess periods.

Article II: Privileges & Limitations of Components

Section 1: Privileges

Clause 1: Each component (the Aristocracy, the Guilds, and the Syndicates) may not interfere either through individual action, or through the Triumvirate, in the internal political affairs of the other components. This is limited to internal procedure, ranking systems, internal codes of conduct, internal hierarchy, and selection of the Triumvir. It does not protect illegal activities, and especially does not protect illegal activities involving multiple components.

Clause 2: The Aristocracy may hold directorship over the bureaucracy at its upper levels, and be responsible for the recruitment, training, housing, and commanding of the state military, police force, navy and air force.

Clause 3: The Professional Guilds are responsible for organizing, representing education, compensation, of the professional managerial class. They are further responsible for staffing the management section of the state bureaucracy.

Clause 4: The Technician Syndicates are responsible for organizing, representing and training of individuals in the technical fields. They are responsible for providing technicians be them medical, technological, mechanical, scientific or any other field requiring a high degree of technical scientific expertise.

Clause 5: Each component may not utilize previously held or currently held methods of asserting sovereignty or otherwise seek to undermine the nation itself in order to influence the triumvirate.

The Aristocracy of Aotearoa derives itself from the traditional aristocratic lines of the late “Glorious Aotearoa”, and prior to it that of “Imperial Wellington”, while its leadership has no direct turn over familial ties both in law, and in blood remain so. At the apex of the new order shall sit the Prince, Ryn Atrevier, a second cousin of the previous aristocratic regime’s sovereign. As all other heirs and closer descendants have been eliminated by the most recent regime (or simply of natural causes); this assertion of right establishes legitimacy among this new aristocracy. It is by this that sovereignty is declared.

Article I: The Executive

Section 1: The Prince (*Removed or Modified by the Articles of Union)

Clause 1: The Prince is the chief executive, legislator and judicial figure of the nation holding total sovereignty over all territory of the realm.*

Clause 2: The Prince may dismiss any member of the aristocracy, or elevate any member.

Clause 3: The Prince may issue and enforce administrative writs which may mandate behavior or restrict action. Such writs are the highest form of law.*

Clause 4: The Prince may change this document by decree.

Clause 5: During a time of crisis, the Prince may suspend law on a national or local level. *

Clause 6: The Prince may transfer his or her power to any other body.

Clause 7: The Prince may designate a non-noble individual to noble status.

Clause 8: The Prince may appoint or dismiss members of the Royal Council.

Clause 9: The Prince will be responsible for collecting taxes from the aristocracy itself in order to fund exclusively aristocratic affairs.

Section 2: The Royal Council

Clause 1: The Royal Council is a special committee chaired by the Prince. It serves the dual purpose of an advisory board to the Prince, as well as an internal legislative body responsible for overseeing the internal matters of the aristocracy and that which it is responsible for. Each Archduke is guaranteed a seat on the Council. However, the Prince may appoint additional individuals.

Clause 2: The Royal Council may advise the Prince without fear of judgment, however such immunity is only offered when said advice is solicited by the prince.

Clause 3: The Royal Council may issue internal regulations, and or lesser writs effecting the aristocracy.

Article II: Definition & Division

Section 1: Central Government

Clause 1: The Prince shall be responsible for the establishment of a central bureaucracy which shall overlook the day to day operations of the government. The top directors, and undersecretaries will be staffed by the Prince. These individuals may hold any title however during the duration of their directorship they will not be responsible for managing territorial fiefs. Such responsibility shall be passed to a temporary governor selected by either the selected by the Prince.

Clause 2: Central Bureaucratic directorships will not be passed through heredity and expire upon dismissal, or death.

Section 2: Territorial &Provincial

Clause 1: The Citadel shall be divided into provinces (or Archduchies), each overseen by an Archduke. Each Archduchy shall be divided into five Duchies, and each of those shall be divided into ten Counties, ending in five Baronies. The opportunity to hold said position shall be passed through heredity; however ultimately whether one is permitted to hold said position shall be determined through merit by the official immediately above said position.

Clause 2: Higher tier officials (Eg Duke to Baron) may interceded in lower level jurisdictions at will, however lower level officials may not go outside their jurisdictions. Each official beginning with the barons shall be responsible for the enforcement of law, the collection of taxes, and the overseeing of local infrastructure to ensure that proper funds are allocated. Higher level officials are responsible for ensuring accountability from lower officials.

Clause 3: During times of war the Aristocracy becomes the stock of military leadership the barons forming the lower level of aristocratic officers, and the Archdukes forming the upper Generals. Barons shall maintain and train personal forces at all times forming a collective professional military to defend the realm.

In the interest of overseeing, and representing the interests of the professional and managerial class the guilds representing the individuals of the gentry shall unite.

Article I: Structure

Section 1: National Guilds

Clause 1: For each profession within the gentry there shall be a single guild representing their interests. These national guilds will establish local branches in each barony. Their members as a body shall elect one individual to represent them.

Clause 2: Voting shall not be equal but weighted among three classes of individuals. The first class shall be initiates given a single vote, the second shall be members given three votes, and the third shall be masters given five votes. Class shall be determined by merit, and experience alone. Moreover one’s class shall be decided upon by the specific guild they belong to.

Clause 1: The Central Guild is the most powerful organization among the Gentry deciding internal policy, hierarchy, and having full powers of intervention on all levels of guild life. The Central Guild will be the chief partner with the bureaucracies ensuring staffing is filled.

Clause 1: The Central Guild Council may issue inter/intra guild mandates & regulations.

Clause 2: The Central Guild Council may call a general strike. *

Clause 3: The Central Guild Council may mandate the end of any guild strike.

Clause 4: The Central Guild Council may request dues from its member Guilds, as well as members which it holds jurisdiction over.

Clause 5: The Central Guild Council may elect a leader among them to be Guild Speaker. Said individual shall serve until removed.

Clause 6: The Central Guild Council may alter this documents by majority consent.

In the objective interest of all technicians we hereby establish the following. May the workers of the world unite.

Article I: Structure

Section 1: National Syndicates

Clause 1: Each technical profession be it medical, mechanical, or scientific shall have a national syndicate representing their interests. Each national syndicate shall be governed by a national committee the representatives of which shall be chosen by a majority vote of each local branch of each syndicate.

Clause 2: Voting shall occur evenly and fairly; there shall be one vote to one person.

Clause 3: Each National Syndicate shall be responsible for collecting dues from each of their members in order to finance national operations.

Clause 4: National Syndicates shall be responsible for sending a representative to the Supreme Committee.

Section 2: Supreme Syndicate

Clause 1: The Supreme Syndicate will function as the governing body of the national syndicates, it shall have limited powers over national syndicates and there members which are enumerated below.

Clause 2: The Supreme Syndicate shall be responsible for collecting dues from each member national syndicate, and their membership in order to finance local operations.

Clause 3: The Supreme Syndicate shall be governed by the Central Committee which shall manage all Syndicate affairs.

Section 1: Powers of the Central Committee (* Modified or Removed by Articles of Union)

Clause 1: The Central Committee may issue non-binding resolutions regulating national syndicates and there members.

Clause 2: The Central Committee may call for a general strike. *

Clause 3: The Central Committee may call for the end of any national syndicate strike.

Clause 4: The Central Committee may collect dues from member syndicates and members of said syndicates.

Clause 5: The Central Committee may elect a member among them to serve as Committee Chair. Said individual shall serve until removed.

Clause 6: The Central Committee may change this document with unanimous consent.
